planning in India.

and also to non Schedule Castes/Schedule
Tribes rural poor below the poverty line.
From third year onwards the beneficiary
will strictly include BPL families having
two children only. To ensure family
planning and control alarming population
growth.

according to the growth pattern of
different settlements/cities.
In-situ habilitation is major concern.
Second area of concern for adequate
housing is the upgradation of houses
including access to minimum services.
Tie-up with National Solar Mission.
A fund for solar power procedure to cover
default to state electricity boards to reduce
payment risk.

Identification of beneficiaries
District

rural development agencies


(DRDAs)/ Zila Parishads on the basis of
allocation made and targets fixed shall
decide Panchayat-wise houses to be
constructed during a particular financial year
and intimate the same to the gram panchayat.
Grassroot level support from Aanganwadi
centers across the nation for collecting
database and thereby, reaching the poorest of
the poor.

Primacy in selection of
beneficiaries
The order of priority for selection of
beneficiaries amongst target group
below the poverty line is as follows:
Freed

bonded labourers
Schedule Castes/ Schedule Tribes
households who are victims of atrocities

Schedule

Castes/ Schedule Tribes


households, headed by widows and
unmarried women.
Schedule Castes/ Schedule Tribes
households affected by flood, fire,
earthquake, cyclone and natural
calamaties.

Other Schedule Castes/ Schedule


Tribes households.
Non- Schedule Castes/ Schedule
Tribes households.
Physically handicapped.
Families/widows of personnel of
defence services/para-military
forces, killed in action.

Displaced

persons on account of
developmental projects, nomadic, seminomadic and de-notified tribals, families
with disabled members and internal
refugees, subject to the households
being below poverty line.
From third year onwards families with
two children will be the prime
beneficiaries.

Allotment of houses
Allotment

of houses should be in the


name of female member of the beneficiary
household.
Alternatively, it can be allotted in the
name of both husband and wife.
It also provides for property rights and
not land rights.

Location of the houses


In-situ

rehabilitation as against relocation.


Care should always be taken to see that
the houses are safe and secure and are
near to work place and social
communication.

Involvement of beneficiaries
The

construction of the houses should be done by the


beneficiaries themselves from the very beginning. It is
mandatory for the beneficiaries to contribute family labour.
This will help to ensure seasonal employment.
The beneficiaries will have complete freedom as to the
manner of construction of the house which is their own.
This will result in economy in cost, ensure quality of
construction, lead to satisfaction on the part of
beneficiaries and acceptance of the house.
A Committee of the beneficiaries may be formed to
coordinate the work.
