A few things to note on the registration

REGISTRATION DETAILS

What are the registration details?

The COMELEC shall set a special registration of the
Katipunan ng Kabataan which shall in no case be less
than one (1) month and shall include Saturdays and
Sundays. Subsequent registration of the Katipunan ng
Kabataan shall be governed by RA 8189 including
system of continuing registration.
The COMELEC has issued Resolution No. 10148 that
outlines the Rules and Regulations for the Registration
of Members of Katipunan ng Kabataan and (2)
Registration of Voters for barangay Relative to the
October 31, 2016:

When: July 15, 2016 to July 30, 2016 inclusive of
Saturdays, Sunday and Holidays.
Where: Offices of the Election Officer of the
city/municipality where the applicant resides

The election period will be from October 1 to
November 7, according to Comelec Resolution

Meanwhile, candidates can file their certificates
of candidacy from October 3 to 5. The campaign
period will be from October 21 to 29.

On election day, October 31, voters can cast
their votes from 7 am to 3 pm. The counting and
canvassing of votes will immediately follow.
After the polls, all candidates are required to file
their statement of contributions and expenses
(SOCE) until November 30.

RA 10742: The SK Reform Act

SK Reform Act of 2015 is the current version of
the countrys experimentation in incorporating
youth participation in governance.
The SK Reform continues from governments
decades-long need to engage the youth sector.

KB was the precursor of the SK. KBs primary aim
was to direct the youth away from insurgency.

tasked with engaging the youth sector of
the locality. The Officer is tasked with the
registration of all youth organizations.
Other tasks include being secretariat to
the LYDC and conducting trainings.

Is there a training program required

for Sangguniang Kabataan officials?

Yes.
Any Sangguniang Kabataan official, whether
elected or appointed, or any member of the
LYDC must undergo the mandatory training
programs before he or she can assume office.
During their incumbency, they must attend the
continuing training programs to be undertaken
by the NYC in coordination with the DILG.

Your LGU
probably wont
even be
interested in
formalizing the
reforms at the
local level.

Despite

alleged
mandatory character of
the
reforms,
implementation will vary
on the LGUs as there is
no penalty for noncompliance. The lack of
mandated support for
the LYDCs, Youth Offices
and other improvements
mean SK Reform will be
ignored.

Lack of Youth
Enthusiasm

Are anyone
here
interested in
working
beyond the
call of duty?

A Law is only as good as

how people exercise. If
Youth ignore it, we wont
be able to use it properly.
Young people must seize
the initiative and employ
every avenue the law
provides to maximize
benefits
and
participation. Failure to
seize it, is a path to
sure failure.

Lack of Agency
Commitment

The reforms will

probably take two
years to
implement at the
national level at
the earliest.

SK
IRR
is
incomplete.
Many
provisions
are
still
subject to additional
memorandum
from
various agencies. A lot of
these items are crucial
for the SKs compliance.
Should the line agencies
be lazy, then good luck!

Lack of Technical
Assistance

We must never
confuse good
training with
platitude and
lip-service.

regarding mandatory
training, database
collection, financial
reporting and liquidation,
strategic planning,
events organizing,
among others are skills
that require teaching.
Failure of the
implementers to design
the programs properly
and effectively will lead to
poor and sub-standard

SK will be like a
blindfolded man
catching sparrows or

a blind man groping

for fish.

Legal Infirmities

Will the antidynasty

provision pass
the courts?

There is a very good

chance the Courts may
declare the anti-dynasty
provision will be declared
unconstitutional. The
approaching CharterChange may even delete
the anti-dynasty clause
all together.

November 30, 2015 the
organization seeks to
engage young people in
