The National Police


O Organic law 2/1986 of March 13, 1986
O Responsible for national law enforcement. If there is a big

problem, such as major unrest, terrorist activities and the


likes, it is the National Police that will take a lead. It is quite
rare to see or meet National Police officers on the street
during day to day activities, so you are unlikely to come
accross any of their officers. That said, they do assist the
Guardia Civil at times, when they need extra resources. Other
duties include guarding embassies, railway stations, post
offices and army barracks in most towns and cities, when
theyre armed with submachine guns. The national police are
housed in a police station ( comisara de polica), many of
which have a foreigners ( extranjeros) department dealing
with matters such as residence permits. There are also plain
clothes policemen ( cuerpo superior de polica) in urban areas.

Duties
O The issuing of identity documents - ID cards and

passports.
O To control receipts and outgoings of the foreign
people and Spaniards.
O Immigration law, refuge and asylum, extradition
and expulsion.
O Gaming enforcement
O Drug enforcement
O Collaboration with Interpol and Europol.
O Control of private security companies
O General law enforcement and criminal investigatio

O The uniform of the Policia National is

BLACK, and usually includes full face


coverage such as a baloclava or gas mask
during their operations.

The Guardia Civil


O They are commonly know as a Corp, and operate out

of barracks, much like a military group. They live,


breath and sometimes die for the job. They were
once known as Francos Police, as they had a
reputation for being very strict
O The Guardia Civil deal in big crimes such as burglary,
assault, robbery, smuggling, drug trafficking and
also police the main road network in Spain, with their
elite corp of Trafico (Traffic) officers, armed with a
fleet of multui purpose vehicles such as motorbikes,
helicopters , boats and more. Theyre one of the
worlds most efficient police forces and have a
reputation for honesty and courtesy.

Policia Municipal / Local


O Depending where you are in Spain, this group is called

either Policia Municipal or Policia Local, or Municiple /


Local Police. They are responsible for local crime and
are usually first on the scene when a crime is reported.
They often hand crimes over to the Guardia Civil, as it is
not their place to deal with a lot of criminal activities,
basically as they do not have the resources, nor the
time. They really act as a first response, due to their
locality.They wear blue uniforms with white-chequered
bands on their hats and sleeves, and usually patrol in
white or blue cars. Municipal police deal with minor
crime such as traffic control, protection of property, civil
disturbances and the enforcement of municipal laws

Requirements
O Be in possession of Spanish nationality.
O Having 18 years. (The maximum age requirement was

declared invalid by the Supreme Court Judgment of 21


March 2011)
O Have a minimum height of 1.65 meters for men and 1.60
for women.
O He holds a Bachelors degree, equivalent or higher.
O Commitment to bear arms and, if necessary, get to use
them.
O He not has been convicted of fraudulent or separated from
service of the state, state, local or institutional
administration, or be disqualified from exercising public
functions crime.
O Be in possession of driving license of the current class B.

Basic Scale:
O Have or to be in conditions to obtain the Certificate

in Secondary Education or equivalent level.


(Baccalaureate will be necessary in some years).
Executive Scale:
O Have a Technical Engineer, Technical Architect,

Qualified University student or equivalent or top


formation degree.
