Intelligent Local Search Algorithm

NOKIA NetAct AUTOMATIC FREQUENCY PLAN


For NetAct Version 5
Prepared by Rulie N Arifin

Configuration -> Layers -> Carrier Layers

Carrier Layer : BCCH Layer


Give name:
BCCH and thick
as control layer

Go to Carrier Tab, and


assign BCCH carrier
(Warid carrier for
BCCH 639 659, 21
carrier)

Go to groups tab, use reuse


(eq. 7X21) and thick Use
Group Planning and click
auto assign carrier

For 20 carrier of BCCH,


dont use Group planning
as one of the group will
only have 2 BCCH carrier
Apply, then
commit

Carrier Layer : MAL Layer


Give name of the
MAL, and thick as
a MAL List

Assign the carrier


for MAL (WARID
per MAL ID use 13
carrier)

Click apply then commit.


No need to go to groups,
as this layer is not BCCH
layers. Go to next MAL,
follow the same step

Configuration -> Layers -> Cell Layers


General tab. Give name
of Cell layer (default is
GSM-Default)

Coverage Type tab. Put


the value for C/I
threshold and Channel to
Transceiver. Use default
for GSM

At carrier layer tab.


Allocated all BCCH
and MAL that defined.

Apply and
commit all

Database -> Filters


Create filter, and create
per-sector. This will use
as per MAL-ID will
allocate to each sector

Filter.
To create sector filter, at step 2, choose Cell (GSM) ->attributes -> ID.
On step 3, choose operator: CONTAIN, then put A on dialog box. This for sector 1. Click next until finished.
Add again for sector 2, and follow the same step, just put B on dialog box. For sector C, at step 2, choose AND logical
and add again Cell (GSM)->attributes-> ID. On step 3, choose operator CONTAIN and check NOT, at the dialog box
each attributes ID put A and B. Meaning not A and not B sector, so it will come sector 3. click next until finish. Dont forget
to commit, close.
NOTE: This step use only if you have 1 sector with 1 MAL-ID. If all sector will use 1 MAL-ID, no need to create filter

Database -> Site

Click Global
Edit

Click allocate

Frequency Hopping
Check the thick box for Frequency Hopping, Enable FH, and Sync as Hopping method.
Total TRX allocated for total carrier allocated put 7 as maximum configuration for WARID will use 8/8/8

GLOBAL EDIT
Carrier Layer tab BCCH setting

Go to
allocated/fixed/
forbidden tab.
Check the box
for Fix all
allocated

Click BCCH

Allocate the
BCCH layer

Put 1 on
dialog box for
carrier
required

Allocate
MAL1 for
sector 1

Total carrier of
MAL

Click MAL1

Set the
fractional load
for 50%

Apply
the
editor

After everything set, then click apply


Then go to filter, put sector 2 and use the same step. Only at carrier layer tab, click the MAL2 as for sector 2, and MAL3 for
the sector 3. On the site database tab click Commit all
Note: If 1 sector use only 1 MAL ID, no need to follow further step.

Note: show all the map which have site location. We will use clutter traffic as we dont have the exact live traffic data
from costumer

Click WARID
terminal, Next

Use resolution value

At step 4, click restrict to coverage Best Server

Tools -> Frequency Planning -> ILSA frequency planner

Click next
until finish

After filter defined,


click initializes

Click create
new plan and
start plan

After status is
Finished, then
go to Tools, and
apply to database

Now you have BCCH carrier for database. Please take note that this is INITIAL FREQUENCY PLAN. This not
good result, since still doesnt have interference tables. You can check at Site database (page 11 of this
document), now you will have allocated frequency per cell. Click commit all as it will be calculated again to have
good clean frequency
To have good frequency plan, you have to do the frequency plan again, with Interference table loaded.

RETUNING INITIAL FREQUENCY PLAN


Using Interference table wizzard

Arrays -> Coverage/Interference -> Coverage/Interference Wizards


At step 2, check
the Best Server,
Worst Interferer
and Total
Interference

Click next, until


last step then
save array

click based on best

At the end of the step, please save the Interference table as it will be calculate at cost matrix frequency plan

Tools -> Frequency Planning -> Frequency Hopping Process Selector

Click Plan, and


choose Synthesizer
as process

Tools -> Frequency Planning -> ILSA frequency planner


Import the
filter to plan

Load saving file

ILSA Frequency Planner

Click VIEW->
load plan list

ILSA Frequency Planner -> Cost Matrix -> Edit

Click close. And save the Cost Matrix for back up

Use default if we dont want to set anything.


Please Note: some NetAct can not run the plan if we thick Use group planning For save purpose,
please leave it blank

Plan Cost to Initial cost,
the most cleaner result
from ILSA

The higher initial cost, the longest time to plan. To have the good result, leave PC running for several
days to have higher Iteration.
After done, apply the database. Since we will have 1 MAL ID per sector, we dont need to plan MAL-ID,
and MAIO.

ILSA Frequency Planner -> View -> Assignment

Result of ILSA.
More accurate plan, the Minimum Reuse will have far distance.
Now we can continue to next step

Tools -> Frequency Planning -> HSN Plan

Select the HSN to plan.


Leave 0 at exclude as
0 value only for
Baseband Hopping

Select filter
for HSN plan

Select Plan,
and click OK

Tools -> Frequency Planning -> BSIC Planner

Choose the NCC and


BCC for plan

Dont thick this.


We use TSC will
same with BSIC

Choose the filter to


plan. Thick Plan, then
click OK

Tools -> Frequency Planning -> Frequency Plan Reporter

CONGRATULATION!!!
Now we have proper frequency plan
