SCOPE of ISO 17020

Specifies general criteria for the competence of impartial


bodies performing inspection, irrespective of the sector
involved.

Specifies independence, impartiality & confidentiality


criteria for the inspection body & its personnel(employees,
contractors, empanelled, agency supplied).

Is intended for the use by accreditation bodies for auditing


the inspection body & recognition of competence of
inspection bodies by clients.

This standard does not cover testing laboratories, certification bodies or
the suppliers' declaration of conformity.

ISO 17020 Accreditation is not mandatory at the moment but has


already become a qualification norm for Inspection bodies to bid for
large tenders & assignments from overseas clients.

GENERAL - ISO 17020


International standard by ISO
Gives the General criteria for the operation of various types
of bodies performing inspection
According to the CEN/CENELEC Internal Regulations, the
following countries are bound to implement this standard:
Austria, Belgium, Denmark, Finland, France, Germany,
Greece, Iceland, Ireland, Italy, Luxembourg,
Netherlands, Norway, Portugal, Spain, Sweden,
Switzerland, United Kingdom

ADMINISTRATIVE REQUIREMENT - ISO 17020


The inspection body shall be a legal entity, or a defined
part of a legal entity, such that it can be held legally
responsible for all its inspection activities.
An inspection body that is part of a legal entity involved in
activities other than inspection shall be identifiable within
that organization.
The inspection body shall have documentation which
describes the activities for which it is competent.
The inspection body shall have adequate provision
(insurance or reserves) to cover liabilities arising from its
operations.
The inspection body shall have documentation describing
the contractual conditions under which it provides the

ORGANIZATION & MANAGEMENT - ISO 17020

The inspection body shall be structures and managed so


as to safeguard its impartiality.

The inspection body shall be organized and managed so


as to enable it to maintain the capability to perform its
inspection activities.

The inspection body shall define and document the


responsibilities and reporting structure of the
organization.

The inspection body shall have one or more


person(s) as technical manager(s) who have
overall responsibility to ensure that the inspection
activities are carried out accordance with ISO
17020 requirements.
The person fulfilling this function shall be
technically competent and experienced in the
operation of inspection body.
There may be one or more technical managers
with specific responsibilities. There shall be a
person to deputize in the absence of the technical
manager.
There shall be job description/documentation for
each position category related to inspection.

INDEPENDENCE - ISO 17020

The inspection body shall be independent to the extent


that is required with regard to the conditions under
which it performs its services

Depending on these conditions it shall meet the


minimum criteria stipulated in the normative annex A
Third party or Type A Inspection body is independent of
the parties involved.(TUV, BV, LRA)
Type B Inspection service offered only within the
organization.(EIL, BHEL, NTPC).

Resource requirement - ISO 17020

The inspection body shall have sufficient


number of persons with required
competencies, including where needed,
the ability to make professional
judgments, to perform the type, range
and volume of its inspection activities.

PERSONNEL
The inspection body shall define and document
the competence requirements for all personnel
involved in the inspection activities, including
requirements for education, training, technical
knowledge, skills and experience.
The personnel responsible for inspection shall
have appropriate qualifications, training,
experience and satisfactory knowledge of the
requirements.
The personnel shall also have relevant
knowledge of
Technology used for the manufacture of the
products.
The way in which products are used.
Any defects which may occur during the use of
the product.

Resource requirement- Training & Monitoring.


The inspection body shall have documented
procedures for selecting, training, formally
authorizing and monitoring inspectors and other
personnel involved in inspection activities.
The documented training procedure shall
address;
Induction training
Mentored working period
Continued training to keep pace with technology
& inspection methods.
Personnel familiar with the inspection methods
and procedures shall monitor all inspectors &
other personnel involved in inspection activities
for satisfactory performance.
Monitoring shall be onsite & offsite.

FACILITIES and EQUIPMENT


The inspection body shall have available to it
suitable and adequate facilities and equipment to
permit all activities associated with the inspection
services to be carried out.
Reference standards:
Shall be used for calibration purpose only.
Traceability to national or international standard shall
be established.
Equipment
Clear rules for the access to & the use of specified facilities and
equipment.
Calibrated wherever applicable.
Properly maintained.
Uniquely identified.

INSPECTION METHODS and PROCEDURES


The inspection body shall use the methods and
procedures for inspection which are defined in the
requirements, against which conformity is to be
determined.
The inspection body shall have and use adequate
documented instructions on inspection planning and
on standard sampling and inspection techniques
where the absence of such instructions can
jeopardize the effectiveness of the inspection
process.

HANDLING INSPECTION SAMPLES and ITEMS


The inspection body shall ensure that samples and items
to be inspected are uniquely identified in order to avoid
confusion regarding the identity of such items and
samples.
Any apparent abnormalities notified to, or noticed by, the
inspector shall be recorded. Where there is any doubt as
to the items suitability for the inspection to be carried
out, or where the item does not conform to the
description provided, the inspection body shall contact
the client before proceeding.

The inspection body shall maintain a


record system to demonstrate the
effective fulfilment of the inspection
procedures and to enable an evaluation
of the inspection(offsite monitoring).

INSPECTION REPORTS and INSPECTION


CERTIFICATES - ISO 17020

The work carried out by the


inspection body shall be covered by
a retrievable inspection report
and/or inspection certificate.

Corrections or additions to an
inspection report/certificate after
issue shall be recorded. An
amended report or certificate shall
identify the report or certificate
replaced.

SUBCONTRACTING - ISO 17020

When an inspection body subcontracts any part of the


inspection, it shall ensure and be able to demonstrate that
its subcontractor is competent to perform the service in
question & where applicable complies with the relevant
requirements stipulated in ISO 17020.

The subcontractor shall be acceptable to the client.

The inspection body shall maintain a register of all


subcontracting

The responsibility for the determination of conformity with


the requirements rests with the inspection body itself.

QUALITY SYSTEM - ISO 17020


An inspection body that has established and
maintains a management system in
accordance with the requirements of ISO
9001, and that is capable of supporting and
demonstrating the consistent fulfilment of
the requirements of ISO 17020 fulfills the
management system clause

COMPLAINTS and APPEALS - ISO 17020

The inspection body shall have documented


process to receive, evaluate and make
decisions on complaints and appeals.

Investigation and decision on appeals shall


not result in any discriminatory actions.
The decision to be communicated to the
complainant or appellant shall be made by,
or reviewed and approved by, individual(s)
not involved in the original inspection
activities in question.

participate in an exchange of
experience with other inspection
bodies and in the standardization
processes as appropriate.

RESPONSIBILITY of Inspector/Coordinator

Surveyors to collect all documents/records signed at the


vendor/clients place and submit to office

Always keep office in the communication loop

Maintain continuity in NDE certifications

Always carry and use safety equipment.

Record changes made to IRN after issue with reason for revision.
