INTRODUCTION
The Nigerian National Petroleum Corporation (NNPC), through its Gas Infrastructure
Division (GID) intends to construct a 48 x 127km, Class 600 trunk gas supply pipeline
from Obiafu/Obrikom (OB/OB) in Rivers State to Oben Node at Ijomi in Oghara in Delta
State with Gas Treatment and Pressure Reduction Facilities of 2Bscf/d capacity.
The Project is expected to be achieved through the award of Engineering, Procurement,
Construction and Commissioning (EPC) Contract of the gas pipeline and its associated
facilities which has been split into two lots namely; Lot A and Lot B.
The Nigerian National Petroleum Corporation (NNPC) has awarded the contract for
Engineering, Procurement and Construction of the Lot A scope (63km x 48) which starts
fromObiafu/Obrikom in Rivers State and terminates at Umukwata Intermediate Pigging
Station (IPS) in Delta State to Nestoil plc.
Nestoil plc has awarded the Engineering aspect of the Contract for the works to Frazimex
Engineering Limited.
Design life of the plant shall be a minimum of 20 years.
PROJECT DESCRIPTION - The project scope of works shall include:
Tie-in station at OB/OB Central Processing Facilities (CPF)
OB/OB Custody Transfer Metering Station.
CP System Groundbed.
63 km x 25m width ROW route of the gas pipeline from OB/OB CTMS to Umukwata
Intermediate Pigging Station.
Sub-surface Geological features of all river crossings and the river bed.

PROJECT DESCRIPTION
The project scope of works shall include:
Tie-in station at OB/OB Central Processing Facilities (CPF)
OB/OB Custody Transfer Metering Station.
CP System Groundbed.
63 km x 25m width ROW route of the gas pipeline from OB/OB CTMS to Umukwata
Intermediate Pigging Station.
Sub-surface Geological features of all river crossings and the river bed.
River Crossing (3Nos including River Niger).
Complete Engineering including Process, Calculations, MTO,
Transportation to Nigeria, clearing through port and customs etc
Construction of all temporary and permanent installations, facilities, structures, pipelines etc
Preparation of Operating and Maintenance Manuals.
Provision of classroom and on-the-job training.
Provision of Spare Parts and consumables:
Testing, commissioning and start-up of the Works
Provision of process performance guarantee
Equipment By-pass Requirement / isolation/bypass facility in accordance with ASME VIII.
Document Review Cycle:This programme shall be submitted to the Owner within 15 days of issue of
the Letter of intent, and up-dated as required thereafter.

STANDARDS AND DESIGN CODES

The OB/OB Custody Transfer Metering Station (CTMS) and associated facilities shall be
designed in accordance with the Nigerian National Standards and legislation, and
International Standards.
ORDER OF PRECEDENCE
Nigerian National Standards (Regulatory requirements)
Project Specifications, inclusive of Request for Proposal Specification (RFP)
International Codes and Standards
In the event of any conflict between the requirements as mentioned in this specification
and applicable Codes and Standards then the most stringent shall apply.
SITE LOCATION
The Project site stretch is located between Obiafu/Obrikom in Rivers State and Umukwata
in Delta State in the South-South region of Nigeria.
DED Status: 80%
All P&ID Approved by Client already.
Overall Construction Status:- 50%
IMPaC Engineering Management - for the 24Months starting May 2015.

DESIGN SYSTEMS OVERVIEW

The gas transmission line shall take off from Obiafu/Obrikom Custody Transfer Metering
Station and terminate at Umukwata IPS with associated Line Break Valves (LBV) along the
line. The diameter is 48 trunk line and the approximate length is 63 km with design
capacity of 2bscfd.
The design pressure rating is to ANSI Class 600 with a throughput of 2bscf/d.
DESIGN PHILOSOPHY
The primary objective of the project is to transport clean natural gas from OB/OB Custody
Transfer Metering Station to Umukwata IPS. The intent of the entire design is to achieve
well designed and installed systems that provide maximum continuity of service, ease of
operation and maintenance, including equipment and personnel safety.
Overall system availability shall be better than 99.9%. The facilities and equipment to be
installed shall be simple and cost effective to maintain. System shall be designed for
continuous operation with minimum operator intervention.
Shutdown of the line due to maintenance or any routine operation is unacceptable. It is
important to note that only a Force Majeure situation can lead to an unplanned shutdown
of the line without any possible adverse legal or financial implication to the company.

DETAILED SCOPE OF WORK:
Execution of the work includes all works necessary and incidental to the successful provision of
engineering management and follow-on engineering services which includes but not limited to
the following:
1.Mobilization all resources (Equipment and Personnel) required for the successful execution of
the Work.
2.Provision of Engineering Management and Technical Reports
3.Attend Technical meeting and provide professional advice.
4.Provide comments to design deliverables
5.Follow on engineering design
6.Providing engineering assistance
7.Response to technical queries raised by vendors/ manufacturers
8.Preparation, review and updating of construction/ fabrication drawings
9.Coordinating design clarifications towards close out of all outstanding / future TBEs and
design
10.Engineering software as necessary for verification and design works.
11.Steer the engineering aspect of the project towards the completion and total satisfaction of
owner ie Nestoil / NNPC.
12.The As-built documentation on this project shall be done by CONTRACTOR or Others and
Subcontractor shall be required to review it for completeness.
13.Steer the Procurement aspect of the project toward completion and total satisfaction of
owner ie Nestoil / NNPC.
