The department is one of the largest in terms of the number of stakeholders as it has more than 205
lakh students, 7.5 lakh teachers and 1.07 lakh schools being a part of school education ecosystem in
Maharashtra.
To improve the productivity and efficiency of the Government by getting complied data at one place,
Department decided to have a dedicated database portal.
Ease of capturing data through user friendly online application ,SMS, Mobile Apps and Offline mode
This database portal is named as SARAL (Systematic Administrative Reforms for Achieving Learning
by Students).
SARAL has a direct impact on Internal Stake holders ( Policy makers, Policy Executors, School
Administrator) and External Stake holders (Parents, School, NGO)

Improvement in Transparency and Efficiency e.g Online staff approval leads to accurate child teacher
ratio, Online admission system has increased process awareness amongst parents & social groups.
Monitoring & Control has become possible due to creation of dashboards resulting in for swift action.
Improvement in Quality and ease of aids by social sector for education purpose.
Statistical reports available in graphical view for easier interpretation thereby helping in making quick
administrative decision at all hierarchies.
Principal Secretary, School Education and Sports department, Government of Maharashtra has set
up a committee which will be headed by Director MSBTBP and will be the first point of contact if
any State want to implement SARAL kind of application.
Helpline committee under the guidance of Director MSBTBP is been setup which will be headed by
National Informatics Centre.
Have Set up clear implementation mechanisms and accountability channels at District and Block levels .
No External Facilitator
Capacity Building :
Census data will be used to ensure 100% enrollment of the students and identify children who are not enrolled.
UID enable biometric system will be used for monitoring of attendance of students and teachers connected
through this application.
Child tracking system will be functional and used for transfer of leaving/transfer certificate online from one
school to another school, so, drop out students can be tracked.
We can obtain the annual overall progress of the students through this application. We can also judge reasons
of students failure and suggest corrective measures and remedies.
Staff approval (Sanch manyata) will be done on the basis of actual class wise enrolment.
On the basis of school wise staff approval, rationalization and redeployment of excess teachers can be done
using the same application.
Vacant posts will be worked out thorough SARAL and recruitment can initiated by following requisite procedure.
Based on the needs of the Schools, School Development Education Plan will be formulated under SARAL
