National Electoral Rolls Purification- 2016

Healthy Electoral Rolls are the


Prerequisite for Fair Elections

A conveniently located Polling Booth with


adequate Facilities promotes Voters Turnout

BACKGROUND
Elections Management revolves around two main
activities
Maintenance of up-to-date Electoral Rolls (ERs)
Conduct of Election
Election Commission has mandated that the electoral
rolls of every Assembly Constituency (AC) shall be kept
updated with reference to the qualifying date of 1st
January of every year by the Electoral Registration
Officer (ERO). The process of updating ERs is further
divided in two phases namely
Summary Revision and
The ACs are divided in to parts and each part has its
own polling station (PS). Every elector who is an
ordinary resident of area under any part, is to be
enrolled in that part.

Every eligible elector shall be enrolled only in one place


of an AC. As per the existing instructions of the
Commission, number of electors in a part in rural area
shall be less than or equal to 1200 and in urban area
less than or equal to 1400.
Polling station location, as far as possible, shall be in a
Government building. Size of the Polling Booth shall be = <20
square meters. The PS shall be easily accessible to the electors
and shall have basic minimum facilities (BMF) defined by the
Commission such as drinking water, toilet, separate entry and
exit doors, ramp etc.

Every electoris issued a unique Elector Photo Identity Card (EPIC)


number which he retains till he continues to be eligible to be an
elector. Whenever an elector shifts his residence his EPIC No.
along with his ER entry shall be transferred to new serial no., part
and AC of which he becomes an ordinary resident. EPIC card is
issued to every elector which contains his photograph and details
of his entry in the ER at the time of issuing it.
In-accuracies and errors creep in to ERs over a period of time due to many
factors. Some of the common inaccuracies in ERs are

Existence of an electors name in more than one place called repeat entries.
Non enrolment of eligible electors particularly 18-19 age group.
Existence of absent, shifted and dead voters.
Correctionsin entries ofelectors.
Data entry errors
Multiple EPIC no. for same elector
Repeat EPIC no. for different electors
Electors images not confirming to the standards prescribed by the
Commission.

D. Effective sensitization and publicity to motivate stakeholders to


enroll and to voluntarily inform the multiple, absent, shifted, dead
voters entries
E. Sharing the outcome of field verification with stakeholders and action
by EROs
F. Removal of Errors and inaccuracies in the Electoral Rolls.

2. SECTIONS, PART BOUNDARIES & PS LOCATION OPTIMISATION:

A.Sorting the voters family wise, building wise and street wise
B.Optimizing part boundaries by rationalizing bigger parts (<1200 in
Rural area and <1400 in Unban area) with adjacent smaller parts
C.Mapping existing and probable PS locations along with facilities
available and selecting nearest PS location after stakeholder
consultation
D.Mapping of part boundary, PS location on GIS platform
E.Improving the PS map with key maps, PS images and dimensioned
drawing of PS room and mapped with the Facilities available
.
NERP 2016- Strategy

The execution of above activities requires:

Proper planning up to ERO level


Training and Capacity building at every level from BLO,
ERO/AERO, DEO, CEO to ECI level
Use of mapping and GIS technology
Synchronized National ER database and working on Cloud
Effective monitoring mechanism at all level.

A thorough exercise of Optimization/consolidation/
optimization/modification/ rationalization of polling stations for which a
list of activities should be drawn before hand with a clear timeline for
each activity
1. Standardization and clear demarcation of sections within part- in such a way that
1. All family members are together
2. All families in a building are together
3. All buildings in a street are together.
4. To the possible extent, buildings and streets are not split to different sections
2. Selecting most optimal PS location on criteria fixed by the commission after
Stakeholders participation- PS to be with in part of in adjacent part
3. GIS Map for drawing rough part boundary,
4. Obtaining coordinates of all existing and probable buildings with BMF mapping for
optimization of PS location.
5. Improvement of Nazari Naksha to make interactive GIS Map with BMF Details

Outcomes
This exercise will rectify errors of misplaced polling
stations pins on google map.

Getting details of polling stations such as address etc., which
will indicate if all instructions have been complied in creating
PS.
Providing density of polling stations on the map.
