WHAT IS GREEN BUILDING?

The Environmental Protection Agency (EPA)


defines Green Building as the practice of:

Increasing the efficiency with which


buildings and their sites use and harvest
energy, water, and materials;

Protecting and restoring human health


and the environment, throughout the
building life-cycle; siting, designing,
construction, operation, maintenance,
renovation, and deconstruction.

THE BEGINNING

The first Earth Day, celebrated in April


1970, gave some credence to the green
building concept, but the OPEC oil
embargo of 1973 gave the burgeoning
environmental movement, and
subsequently the green build effort, the
kick start it needed.
There has been a growing movement
towards sustainable construction since
the second half of the 1980s, leading to
the development of various methods for
evaluating the environmental
performance of buildings including LEED,
The Beginning
THE BEGINNING

CASBEE(Comprehensive Assessment
System for Building Environmental
Efficiency) , a system created in 2001
Research and development of CASBEE is
a joint industrial/government/academic
project established under the support of
the Japanese ministry of Land,
Infrastructure, Transport and Tourism.
JSBC and a subcommittee under it are
together
working on R&D of the Comprehensive
Assessment System for Building
Environmental Efficiency (CASBEE) in
THE BEGINNING

CASBEE was developed according to the


following policies:
The system should be structured to
award high assessments to superior
buildings, thereby enhancing incentives
to designers and others.
The assessment system should be as
simple as possible.
The system should be applicable to
buildings in a wide range of building
types.
The system should take into
consideration issues and problems
THE CONCEPT

Assesses the quality of a building based on


its environmental awareness in using building materials
and equipment that have little environmental impact
level of comfort of an interior or the views

The CASBEE assessment tools were developed on the


basis of the following three principles:
Comprehensive assessment throughout the life cycle of
the building
Assessment of the Built Environment Quality and Built
Environment Load
Assessment based on the newly developed Built
Environment Efficiency (BEE) indicator

five-class assessment system :
S (excellent);
A (extremely good);
B+ (good);
B- (rather poor);
C (poor).
A building rated A or above is deemed
to be excellent and sustainable
(an environmentally friendly building).

The BEE value assessment result is expressed

value, the steeper the gradient and the more
sustainable the building is.

REPORTING SYSTEM BY
LOCAL GOVERNMENTS
Currently, 24 Japanese local governments employ the "Sustainable
Building Reporting System (SBRS)" regulation targeting the
commercial sector and housing sectors
The system incorporates environmental performance assessment
for buildings before construction
The system requires large building owners to submit a building
environmental plan and the government to publish said plan on
the website.
The outline of SBRS is as follows:
Building owners themselves evaluate buildings in terms of
measures they have carried out to consider the environment in
accordance with the guidelines provided by the government.
The government publishes the environment-conscious measures to
be taken by building owners and their evaluation on its website.
The government may provide some incentives to help building

During the commissioning, the airflow was
investigated using balloons in the stepped
workplace.
The investigation included conditions with opened
and closed vent windows, opened and closed rolling
blinds and varying water spraying intervals.
During the summer, the upper section of the top
light could reach approximately 30 C, but the
occupied area in the stepped workplace was
maintained at around 25 C.
