1. PRESIDENT
Establishing an effective policy for health and safety at work.
Implementing the safety and related policies.
Ultimate responsibility for the safety management system.
Delivering a statement to the media on safety issues as required.
Ensuring that adequate finances are available for the effective implementation and
ongoing maintenance of the safety manual.

2. CHIEF OPERATIONS OFFICER


Effective implementation of the safety management system.
Appraisals of the effectiveness of the safety policy, ensuring any necessary changes are
made.
Ensuring that the safety manual is consistent with the scope of work being undertaken
by the Company and that the manual is understood by all managers.
Maintaining a good standard of housekeeping across the sites.
Reviewing absences due to accident or injury at work in conjunction with the Safety
Manager.
Ensuring that adequate resources of time and personnel are available for the effective
implementation and ongoing maintenance of the safety manual.
Conducting the Management Review meeting at least once per year.

3. GENERAL MANAGERS (Division Managers)

Establishing and communicating safety rules and standards to all employees, contractors
and visitors.
Providing appropriate resources, tools and training for employees.
Awarding contracts using safety health and environmental criteria.
Conducting and document safety meetings.
Conducting inspections and tours regularly to maintain facilities in a safe condition.
Correcting unsafe acts and conditions promptly.

4. PROJECT MANAGERS
Overall responsible for safety, health, environmental protection and loss prevention of his
project.
Advises AL MASHARIQ CO. management on the matters related to safety and loss prevention.
Responsible for the implementation of specific Project Safety Programs.
Responsible for the delegation of implementation of Safety practices to Safety Engineer,
Site Superintendent, Project Engineer and other engineers.
Reviews the implementation programs at regular intervals suggest AL MASHARIQ CO.
management for changes whenever required and ensure corrective action taken.
Responsible in reporting to CLIENT regarding the safety programs its
implementation, compliance and feedback.
Responsible in the compliance with Client comments/instruction related to safety in true spirit.
Responsible for the safety of all aspects of project including sub-contractors, visitors and vendors
representative.
Review all the project activities that are being carried out in safe manner and in compliance
with Saudi Arab Govt. Law and Regulations.
Responsible to give active support for the implementation of safety execution plan as one of his
prime responsibilities.
Should be aware of any deviations from these requirements, he shall instigate immediate
corrective actions.
Participate (as required) in inspections and meeting related to safety and loss prevention.

5. HS&E Manager
The HS&E Manager is directly accountable to the President/ Chief Operations Officer for all HSE matters.
Responsibilities:
Insure that The HS&E Policy is established
Insure that the HS&E Policy is implemented and its effectiveness monitored and remedial action taken where
needed
Insure that the necessary resources are made available to ensure the implementation and
continuous improvement of the HS&E performance throughout the company.
Insure that Health, safety and environmental protection are recognized as a fundamental part of day-to-day
operations.
Insure that HSE performance is established as one of the principle accountabilities of all managers.
Establish and maintain HSE training requirements and standards and assist in their implementation.
Monitor, review the reporting, investigation and follow-up of accidents and incidents.
Follow the implementation of the environmental protection
Promote and assist in effective consultation between relevant company, client and contractor personnel on
HS&E matters.
Promote health, Safety and environmental awareness at all levels throughout the Company.
Contact the clients to measure their satisfactory out the company HSE performance.
Insure that the company HSE program compliance with the latest clients requirements.
Insure that the company HSE program compliance with the latest governmental requirements.
Enforce the zero accident philosophy within the company.

Supervision Positions
Reporting HS&E Manager for all HSE matters within the Project & his Responsibilities:
Regularly audit all facilities with the Project to ensure compliance with the HS&E Management System.
Establish the emergency plans for all the facilities of the project
Record and report all the implementation of risk assessments, accident/incident reporting and investigation and local
safety inspections.
Ensure that all staff under control understands their individual responsibilities for HSE.
Ensure that the HSE orientation training are given to all employees in the project
Follow the implementation of the safety behavioral program and the zero accident philosophy.
Follow the implementation of the HSE training plan
Ensure that all accidents and incidents resulting on or having the potential to cause personnel injury or harm, damage
to property or the environment are reported immediately and investigated to extent necessary to determine the true
cause and identify remedial action.
Set a clear leadership example
Conduct the emergency drills.
Insure that all environmental aspects and impacts has been identified and controlled
Insure that pre-jobs site safety meeting are performed
Conduct weekly safety meeting
Ensure that regular site safety inspections are conducted and recorded.
Provide, review and update all company HSE documentation for the project.
Distribute all safety information within the project.
Follow the subcontractors safety performance
Report all the safety requirement of the project client
Present the company in the client safety meeting
The company representative for the HSE issues with the project client
Insure that all first aid kit items are available and stored in good condition
Purchase the missing items of the first aid kit
Provide first aid as required

7. Safety Officers/Supervisors
Reporting to The Project Safety Manager and responsible:
To insure that all requirements of the HSE Management System are implemented in so far as they affect their
area of responsibility.
To insure that All statutory and client safe system of work are fully complied with at all times.
All employees under their area of control are aware of the actions required in the event of an emergency.
All employees under their area of control are understand their responsibilities for health, safety and the
protection of the environment
Conduct Pre-jobs site safety meeting and tool box meetings
Insure that all environmental protections requirements are applied
Lead by Example
Insure that Equipment is maintained in safe state and good working condition and ensures that any defects are
reported and corrected.
Insure that Appropriate PPE is worn by all personnel within their area of control.
Insure that all accidents and incidents are reported and investigated and corrective action implemented.
Insure that all employees had the Appropriate safety training and job skills training
All work areas under their control are kept clean and tidy and all emergency.
Routes and safe areas are unobstructed at all times.
Insure that all first aid kit items are available and stored in good condition
Require the missing items of the first aid kit
Provide first aid as required

8. SITE SUPERVISORS
Co-ordinate and plan construction work in the safest manner achievable based on
safe working practices and with consideration to the detailed working schedules.
Continuously monitor the work area to ensure that all operations are being
conducted in a safe manner.
Take immediate corrective action to rectify unsafe acts and conditions.
Coordinate closely with the CLIENT and Safety Engineer/Site Superintendent.
Enforce Al Mashariq Co. and CLIENT safety regulations and instructions.
Actively participate in organized training programs and encourage workers to do
so.
Take a lead role in the event of an emergency, affecting the work site.
Set a personal example in matters of Safety, Health and Environmental protection.
To impart with co-workmen the knowledge and training regarding safety obtained
during their training program.
