efficient and effective deployment
and security response and
counteraction mechanism to address
the prevailing security and safety
issues and concerns on the ground;
A Sub-Task Group for Peace and Order supervised by CD, ICPO shall be
organized with the following Tasked Units:

TU Critical Incident Management;

Venue/Conference Security;
Critical Infrastructure Security;
Anti-Criminality;
Protective Technical Service /EOD-K9;
Quick Reaction Team; Public Order (CDM);
Internal Security Operation;
Traffic Management;
Route Security;
Investigation;
Community Relations;
Billeting Security;
Tour-Tourist Protection; and
Intel-Operations.
1. CD, ICPO - Designated as Commander, Sub-Task Group for Peace
and Order, who shall have a direct supervision and control over the
TUs under this STG.

2. DCDA Designated as Commander, TU Critical Incident

Management.

3. DCDO Designated as Commander, TU Anti-Criminality and TU Intel

Operations.

4. C, Admin/HRDD Section
a) Designated as Commander, TU Public Order (CDM);
b) Shall issue order to personnel who will compose the CDM
Company.
c) Be ready to integrate personnel augmentation and other support to
other tasked PNP Offices/Units and agencies in his IMPLAN;
d) Perform other task as necessary.
5.) C, Intel Section
a) Be ready to provide covert male and female close-in security escorts
as augmentation to TU Close-in/on board when requested.
b) Gather and provide relevant intelligence information to all tasks
units.

6) Operations Officer
a) Shall supervise the implementation of this plan.
b) Shall take charge in the establishment of the Advance Command
Post and Staging Area near the venue.
c) Shall coordinate with BJMP and BFP for availability of fire truck and
mobile jail to be utilized for the security operation;

7) C,CTOC
a) Designated as Commander, TU Route Security
b) Submit hourly SMS report to ROC upon arrival of participants in his
AOR until the termination of the activity.

8) C, PCR Section Designated as Commander, TU Community

Relations.
9) C, Investigation Section Designated as Commander, TU Investigation

10) C, WCPD
a)Designated as Commander, TU Billeting Security.
b)Coordinate with the LGU and hotel management to ensure inter-operability in
the conduct of security and safety operations to be undertaken;

a) Designate PSINSP SIACON as Commander, TU Quick Reaction Team.

d) Ensure paneling operations in all billeting hotels and meeting venue prior to
the start of the 2nd NAC Summit 2016 activities in coordination with the 301st
Bgde and PCG.

a) Designated as Commander, TU Traffic Management;
b) Be ready to provide lead motorcycle marshals as augmentation convoy
security escorts to TU Convoy, during the movement of VIPs in the AOR;
14) SC, ICPS 1

a) Deploy PNP personnel to act as area security at Iloilo Provincial Capitol

Casa Real during the Welcome Dinner;
b) Establish Police Assistance Desks (PADs) at Casa Real Dinner venue as
starting 5:00 PM November 23, 2016 in coordination with Secretariat,
RPSMU;
c) Perform other tasks as directed.

15) SC, ICPS 5

a) Designated as TU Commander Venue/Conference Security; and

a) Deploy PNP personnel to act as area security at Esplanade 1 during the
Zumba Session;
b) Establish Police Assistance Desks (PADs) in billeting hotels and conference
venue starting 5:00 AM November 23, 2016 in coordination with Secretariat,
RPSMU;
c) Perform other tasks as directed.

16) Station Commander, ICPS 2, 3, 4 and 6

a) Ensure Police presence in identified tour areas in his AOR;

b) Perform other tasks as directed.

STEPS TO BE UNDERTAKEN IN CASE OF A CRITICAL INCIDENT:
Dispatch first responders to initially handle the situation;
Cordon and secure the area;
Direct tactical and technical units to check the scene before allowing any
further movement;
Perform TRIAGE and immediately bring victims to
pre-designated Temporary Treatment Areas;
Operationalize Staging Areas for proper management of resources;
Evacuate injured persons to the nearest hospitals;
Convene Crisis Management Committee (CMC) and activate
ICPO Critical Incident Management Task Group (CIMTG);
Establish Incident Command Post and manage incident by objectives;
Deploy CDM Company for crowd control, Traffic Management Unit for
re-routing and other tactical units for possible police operations;
Establish media center to provide them with timely information through the
PIO; Conduct debriefing to the Task Group and responders after
successfully managing the incident;
Demobilize personnel and equipment and deactivate the Task Group; and
Submit report to higher headquarters and to other concerned offices.
