REQUIREMENTS BY THE CHED AND STANDARDS OF THE NURSING

INACTIVE NURSES RETURNING TO PRACTICE (FOR 5
CONSECUTIVE YEARS) ARE REQUIRED TO UNDERGO 1 MONTH DIDACTIC
TRAINING AND 3 MONTHS PRACTICUM IN ACCREDITED HOSPITALS.

RA 5921- PHARMACY ACT
AN ACT REGULATING THE PRACTICE OF PHARMACY AND SETTING
STANDARDS OF PHARMACEUTICAL EDUCATION IN THE PHILIPPINES AND
FOR OTHER PURPOSES.
SECTION 1. OBJECTIVES. THIS ACT PROVIDES FOR AND SHALL GOVERN (A)
THE STANDARDIZATION AND REGULATION OF PHARMACEUTICAL
EDUCATION; (B) THE EXAMINATION FOR REGISTRATION OF GRADUATES OF
SCHOOLS OF PHARMACY AND (C) THE SUPERVISION, CONTROL AND
REGULATION OF THE PRACTICE OF PHARMACY IN THE PHILIPPINES.
SECTION 2. ENFORCEMENT. FOR THE PURPOSES OF IMPLEMENTING THE
PROVISIONS OF THIS ACT, THE COUNCIL OF PHARMACEUTICAL EDUCATION
AND THE BOARD OF PHARMACY ARE HEREBY CREATED.
ARTICLE II
THE COUNCIL OF PHARMACEUTICAL EDUCATION SHALL BE
COMPOSED OF THE SECRETARY OF EDUCATION, CHAIRMAN, THE
UNDERSECRETARY OF HEALTH SERVICES, THE FOOD AND DRUG
ADMINISTRATOR, THE CHAIRMAN OF THE BOARD OF PHARMACY, THE
DEAN OF THE COLLEGE OF PHARMACY, UNIVERSITY OF THE
PHILIPPINES, THE DEAN OF A COLLEGE OF PHARMACY,
REPRESENTING DULY ACCREDITED PRIVATE SCHOOLS OF
PHARMACY, AND A REPRESENTATIVE OF THE BONA FIDE NATIONAL
PHARMACEUTICAL ORGANIZATIONS IN THE PHILIPPINES.
ARTICLE III
THE BOARD OF PHARMACY AND EXAMINATION AND REGISTRATION OF PHARMACISTS
QUALIFICATION OF BOARD MEMBERS. TO BE APPOINTED A MEMBER OF THE BOARD OF
PHARMACY, A PERSON SHALL BE:
(A) A NATURAL BORN CITIZEN OF THE PHILIPPINES;
(B) A DULY REGISTERED PHARMACIST AND HAS BEEN IN THE PRACTICE OF PHARMACY FOR AT
LEAST TEN YEARS;
(C) OF GOOD MORAL CHARACTER AND OF RECOGNIZED STANDING IN THE PHARMACEUTICAL
PROFESSION;
(D) AT THE TIME OF APPOINTMENT, NOT A MEMBER OF THE FACULTY OF ANY SCHOOL, COLLEGE
OR UNIVERSITY OFFERING COURSES IN PHARMACY; NOR HAVE ANY DIRECT OR INDIRECT
PECUNIARY INTERESTS IN SUCH SCHOOL OR COLLEGE OF PHARMACY; AND
(E) A MEMBER OF GOOD STANDING OF ANY BONA FIDE NATIONAL PHARMACEUTICAL
ASSOCIATION OF THE PHILIPPINES.
RA 2382- THE MEDICAL ACT OF 1959

ARTICLE I
OBJECTIVES AND IMPLEMENTATION
SECTION 1. OBJECTIVES. THIS ACT PROVIDES FOR AND SHALL GOVERN (A) THE
STANDARDIZATION AND REGULATION OF MEDICAL EDUCATION; (B) THE EXAMINATION FOR
REGISTRATION OF PHYSICIANS; AND (C) THE SUPERVISION, CONTROL AND REGULATION
OF THE PRACTICE OF MEDICINE IN THE PHILIPPINES.
SECTION 2. ENFORCEMENT. FOR THE PURPOSE OF IMPLEMENTING THE PROVISIONS OF
THIS ACT, THERE ARE CREATED THE FOLLOWING AGENCIES: THE BOARD OF MEDICAL
EDUCATION UNDER THE DEPARTMENT OF EDUCATION, AND THE BOARD OF MEDICAL
EXAMINERS UNDER THE COMMISSIONER OF CIVIL SERVICE.
ARTICLE II
THE BOARD OF MEDICAL EDUCATION ITS FUNCTIONS
THE BOARD OF MEDICAL EDUCATION SHALL BE COMPOSED OF THE
SECRETARY OF EDUCATION OR HIS DULY AUTHORIZED REPRESENTATIVE,
AS CHAIRMAN, AND THE SECRETARY OF HEALTH OR HIS DULY
AUTHORIZED REPRESENTATIVE, THE DIRECTOR OF THE BUREAU OF
PRIVATE SCHOOLS OR HIS DULY AUTHORIZED REPRESENTATIVE, THE
CHAIRMAN OF THE BOARD OF MEDICAL EXAMINERS OR HIS DULY
AUTHORIZED REPRESENTATIVE, A REPRESENTATIVE OF PRIVATE
PRACTITIONERS, UPON RECOMMENDATION OF AN ACKNOWLEDGED
MEDICAL ASSOCIATION AND A REPRESENTATIVE CHOSEN BY THE
PHILIPPINE ASSOCIATION OF COLLEGES AND UNIVERSITIES, AS MEMBERS.
CANDIDATES FOR BOARD EXAMINATIONS SHALL HAVE THE FOLLOWING QUALIFICATIONS:
(1) HE SHALL BE A CITIZEN OF THE PHILIPPINES OR A CITIZEN OF ANY FOREIGN COUNTRY
WHO HAS SUBMITTED COMPETENT AND CONCLUSIVE DOCUMENTARY EVIDENCE,
CONFIRMED BY THE DEPARTMENT OF FOREIGN AFFAIRS, SHOWING THAT HIS COUNTRY'S
EXISTING LAWS PERMIT CITIZENS OF THE PHILIPPINES TO PRACTICE MEDICINE UNDER
THE SAME RULES AND REGULATIONS GOVERNING CITIZENS THEREOF;
(2) HE SHALL BE OF GOOD MORAL CHARACTER, SHOWING FOR THIS PURPOSE
CERTIFICATE OF CIVIL STATUS;
(3) HE SHALL BE OF SOUND MIND;
(4) HE SHALL NOT HAVE BEEN CONVICTED BY A COURT OF COMPETENT JURISDICTION OF
ANY OFFENSE INVOLVING MORAL TURPITUDE; AND
(5) HE SHALL BE A HOLDER OF THE DEGREE OF DOCTOR OF MEDICINE OR ITS
EQUIVALENT, CONFERRED BY A COLLEGE OF MEDICINE DULY RECOGNIZED BY THE
DEPARTMENT OF EDUCATION.
RA 7392- MIDWIFERY ACT
ARTICLE I
SECTION 1. TITLE. THIS ACT SHALL BE KNOWN AS THE "PHILIPPINE
MIDWIFERY ACT OF 1992.
THERE SHALL BE A BOARD OF MIDWIFERY, HEREINAFTER REFERRED TO
AS THE BOARD, WHICH SHALL BE UNDER THE DIRECT SUPERVISION OF
THE PROFESSIONAL REGULATION COMMISSION (PRC). IT SHALL BE A
COLLEGIAL BODY COMPOSED OF A CHAIRMAN AND FOUR (4) MEMBERS TO
BE APPOINTED BY THE PRESIDENT OF THE PHILIPPINES FROM AMONG
THE RECOMMENDEES OF THE COMMISSIONER OF THE PROFESSIONAL
REGULATION COMMISSION.
QUALIFICATIONS AND DISQUALIFICATIONS OF THE BOARD MEMBERS.
(EACH MEMBER OF THE BOARD SHALL AT THE TIME OF HIS APPOINTMENT:
(1) BE A CITIZEN AND RESIDENT OF THE PHILIPPINES;
CHAN ROBLES VIRTUAL LAW LIBRARY
(2) BE OF GOOD MORAL CHARACTER;
(3) BE AT LEAST THIRTY (30) YEARS OF AGE; AND
(4) NOT A MEMBER OF THE FACULTY, WHETHER FULL TIME, PART TIME OR
LECTURER, OF ANY SCHOOL, COLLEGE OR UNIVERSITY WHERE A
REGULAR COURSE IN MIDWIFERY IS TAUGHT, AND SHALL NOT HAVE ANY
PECUNIARY INTEREST DIRECTLY OR INDIRECTLY, IN SUCH INSTITUTION
DURING HIS TERM OF OFFICE AS A BOARD MEMBER.
RA 1080-CIVIL SERVICE ELIGIBILITY
THE BAR EXAMINATIONS AND THE EXAMINATIONS GIVEN BY THE VARIOUS BOARDS OF
EXAMINERS OF THE GOVERNMENT ARE DECLARED AS CIVIL SERVICE EXAMINATIONS, AND
SHALL, FORPURPOSES OF APPOINTMENT TO POSITIONS IN THE CLASSIFIED SERVICE THE
DUTIES OF WHICH INVOLVE KNOWLEDGE OF THE RESPECTIVE PROFESSIONS, EXCEPT
POSITIONS REQUIRING HIGHLY SPECIALIZED KNOWLEDGE NOT COVERED BY THE
ORDINARY BOARD EXAMINATIONS, BE CONSIDERED AS EQUIVALENT TO THE FIRST GRADE
REGULAR EXAMINATION GIVEN BY THE BUREAU OF CIVIL SERVICE IF THE PROFESSION
REQUIRES AT LEAST FOUR YEARS OF STUDY IN COLLEGE AND THE PERSON HAS
PRACTICED HIS PROFESSION FOR AT LEAST TWO YEARS, AND AS EQUIVALENT TO THE
SECOND GRADE REGULAR EXAMINATION IF THE PROFESSION REQUIRES LESS THAN FOUR
YEARS OF COLLEGE STUDY.
RA 6713- CODE OF CONDUCT AND ETHICAL
STANDARDS FOR PUBLIC OFFICIALS AND EMPLOYEE
DUTIES OF PUBLIC OFFICIALS AND EMPLOYEES.
IN THE PERFORMANCE OF THEIR DUTIES, ALL PUBLIC OFFICIALS AND EMPLOYEES ARE UNDER
OBLIGATION TO:
(A) ACT PROMPTLY ON LETTERS AND REQUESTS.
(B) SUBMIT ANNUAL PERFORMANCE REPORTS.
OPEN AND AVAILABLE TO THE PUBLIC WITHIN REGULAR OFFICE HOURS.
(C) PROCESS DOCUMENTS AND PAPERS EXPEDITIOUSLY.
(D) ACT IMMEDIATELY ON THE PUBLIC'S PERSONAL TRANSACTIONS.

SYSTEM OF INCENTIVES AND REWARDS.
RA 7883-BARANGAY HEALTH WORKERS BENEFITS AND INCENTIVES
ACT OF 1995
"AN ACT GRANTING BENEFITS AND INCENTIVES TO ACCREDITED
BARANGAY HEALTH WORKERS AND FOR OTHER PURPOSES
IN ORDER FOR BARANGAY HEALTH WORKERS TO BE ENTITLED TO
BENEFITS AND INCENTIVES PROVIDED UNDER THIS ACT, THEY SHALL
REGISTER WITH THE LOCAL HEALTH BOARD IN THE CITY OR MUNICIPALITY
IN WHICH THEY RENDER SERVICE. THE LOCAL HEALTH BOARD, THROUGH
THE PROVINCIAL HEALTH BOARDS IN THE CASE OF MUNICIPALITIES,
SHALL FURNISH A COPY OF SUCH REGISTRY TO THE DOH, WHICH IS
HEREBY MANDATED TO MAINTAIN A NATIONAL REGISTER OF BARANGAY
HEALTH WORKERS.
RA 9003- ECOLOGICAL WASTE MANAGEMENT ACT
AN ACT PROVIDING FOR AN ECOLOGICAL SOLID WASTE
MANAGEMENT PROGRAM, CREATING THE NECESSARY
INSTITUTIONAL MECHANISMS AND INCENTIVES, DECLARING
CERTAIN ACTS PROHIBITED AND PROVIDING PENALTIES,
APPROPRIATING FUNDS THEREFOR, AND FOR OTHER
PURPOSES
THIS ACT SHALL BE KNOWN AS THE "ECOLOGICAL SOLID WASTE
MANAGEMENT ACT OF 2000.
RA 8749- CLEAN AIR ACT
THIS ACT SHALL BE KNOWN AS THE "PHILIPPINE CLEAN AIR ACT OF 1999.
SECTION 2. DECLARATION OF PRINCIPLES. - THE STATE SHALL PROTECT
AND ADVANCE THE RIGHT OF THE PEOPLE TO A BALANCED AND
HEALTHFUL ECOLOGY IN ACCORD WITH THE RHYTHM AND HARMONY OF
NATURE.
SECTION 3. DECLARATION OF POLICIES. - THE STATE SHALL PURSUE A
POLICY OF BALANCING DEVELOPMENT AND ENVIRONMENTAL
PROTECTION. TO ACHIEVE THIS END, THE FRAME WORK FOR SUSTAINABLE
DEVELOPMENT SHALL BE PURSUED. IT SHALL BE THE POLICY OF THE
STATE TO:

POLLUTION FROM OTHER SOURCES
SECTION 24. POLLUTION FROM SMOKING. - SMOKING INSIDE A
PUBLIC BUILDING OR AN ENCLOSED PUBLIC PLACE INCLUDING
PUBLIC VEHICLES AND OTHER MEANS OF TRANSPORT OR IN
ANY ENCLOSED AREA OUTSIDE OF ONE'S PRIVATE RESIDENCE,
PRIVATE PLACE OF WORK OR ANY DULY DESIGNATED SMOKING
AREA IS HEREBY PROHIBITED UNDER THIS ACT. THIS
PROVISION SHALL BE IMPLEMENTED BY THE LGUS.
RA 6969
AN ACT TO CONTROL TOXIC SUBSTANCESAND HAZARDOUS AND
NUCLEAR WASTES, PROVIDING PENALTIES FOR VIOLATIONS THEREOF,
AND FOR OTHER PURPOSES.
THIS ACT SHALL BE KNOWN AS THE "TOXIC SUBSTANCES AND
HAZARDOUS AND NUCLEAR WASTES CONTROL ACT OF 1990.
THIS ACT SHALL COVER THE IMPORTATION, MANUFACTURE, PROCESSING,
HANDLING, STORAGE, TRANSPORTATION, SALE, DISTRIBUTION, USE AND
DISPOSAL OF ALL UNREGULATED CHEMICAL SUBSTANCES AND MIXTURES
IN THE PHILIPPINES
THE OBJECTIVES OF THIS ACT ARE:
A) TO KEEP AN INVENTORY OF CHEMICALS THAT ARE PRESENTLY BEING IMPORTED,
MANUFACTURED, OR USED; INDICATING, AMONG OTHERS, THEIR EXISTING AND POSSIBLE USES,
TEST DATA, NAMES OF FIRMS MANUFACTURING OR USING THEM, AND SUCH OTHER INFORMATION
AS MAY BE CONSIDERED RELEVANT TO THE PROTECTION OF HEALTH AND THE ENVIRONMENT;
B) TO MONITOR AND REGULATE THE IMPORTATION, MANUFACTURE, PROCESSING, HANDLING,
STORAGE, TRANSPORTATION, SALE, DISTRIBUTION, USE AND DISPOSAL OF CHEMICAL
SUBSTANCES AND ACCORDANCE WITH NATIONAL POLICIES AND INTERNATIONAL COMMITMENTS;
C) TO INFORM AND EDUCATE THE POPULACE REGARDING THE HAZARDS AND RISKS ATTENDANT TO
THE MANUFACTURE, HANDLING, STORAGE, TRANSPORTATION, PROCESSING, DISTRIBUTION, USE
AND DISPOSAL OF TOXIC CHEMICALS AND OTHER SUBSTANCES AND MIXTURES; AND
D) TO PREVENT THE ENTRY, EVEN IN TRANSIT, AS WELL AS THE KEEPING OR STORAGE AND
DISPOSAL OF HAZARDOUS AND NUCLEAR WASTES INTO THE COUNTRY FOR WHATEVER PURPOSE.
RA 9275- THE PHILIPPINE WATER ACT
AN ACT PROVIDING FOR A COMPREHENSIVE WATER QUALITY MANAGEMENT AND FOR
OTHER PURPOSES
THE STATE SHALL PURSUE A POLICY OF ECONOMIC GROWTH IN A MANNER CONSISTENT
WITH THE PROTECTION, PRESERVATION AND REVIVAL OF THE QUALITY OF OUR FRESH,
BRACKISH AND MARINE WATERS. TO ACHIEVE THIS END, THE FRAMEWORK FOR
SUSTAINABLE DEVELOPMENT SHALL BE PURSUED.
THIS ACT SHALL APPLY TO WATER QUALITY MANAGEMENT IN ALL WATER BODIES:
PROVIDED, THAT IT SHALL PRIMARILY APPLY TO THE ABATEMENT AND CONTROL OF
POLLUTION FROM LAND BASED SOURCES: PROVIDED, FURTHER, THAT THE WATER
QUALITY STANDARDS AND REGULATIONS AND THE CIVIL LIABILITY AND PENAL
PROVISIONS UNDER THIS ACT SHALL BE ENFORCED IRRESPECTIVE OF SOURCES OF
POLLUTION.
THE DEPARTMENT SHALL, IN COORDINATION WITH NWRB, DEPARTMENT OF
HEALTH (DOH), DEPARTMENT OF AGRICULTURE (DA), GOVERNING BOARD AND
OTHER CONCERNED GOVERNMENT AGENCIES AND PRIVATE SECTORS SHALL
TAKE SUCH MEASURES AS MAY BE NECESSARY TO UPGRADE THE QUALITY
OF SUCH WATER IN NON-ATTAINMENT AREAS TO MEET THE STANDARDS
UNDER WHICH IT HAS BEEN CLASSIFIED.
UPGRADING OF WATER QUALITY SHALL LIKEWISE INCLUDE UNDERTAKINGS,
WHICH SHALL IMPROVE THE WATER QUALITY OF A WATER BODY TO A
CLASSIFICATION THAT WILL MEET ITS PROJECTED OR POTENTIAL USE.
THE LGUS SHALL PREPARE AND IMPLEMENT CONTINGENCY PLANS AND
OTHER MEASURES INCLUDING RELOCATION, WHENEVER NECESSARY, FOR
THE PROTECTION OF HEALTH AND WELFARE OF THE RESIDENTS WITHIN
POTENTIALLY AFFECTED AREAS.
PD 856- CODE OF SANITATION OF THE PHILIPPINES
FUNCTIONS OF THE DEPARTMENT OF HEALTH THE DEPARTMENT SHALL HAVE THE FOLLOWING
POWERS AND FUNCTIONS:
(A) UNDERTAKE THE PROMOTION AND PRESERVATION OF THE HEALTH OF THE PEOPLE AND
RAISE THE HEALTH STANDARDS OF INDIVIDUALS AND COMMUNITIES THROUGHOUT THE
PHILIPPINES;
(B) EXTEND MAXIMUM HEALTH SERVICES TO THE PEOPLE IN RURAL AREAS AND PROVIDE
MEDICAL CARE TO THOSE WHO CANNOT AFFORD IT BY REASON OF POVERTY;
(C) DEVELOP, ADMINISTER AND COORDINATE VARIOUS HEALTH ACTIVITIES AND SERVICES
WHICH SHALL INCLUDE PUBLIC HEALTH, PREVENTIVE, CURATIVE AND REHABILITATIVE
PROGRAMS, MEDICAL CARE, HEALTH AND MEDICAL EDUCATION SERVICES;
(D) UPGRADE THE STANDARDS OF MEDICAL PRACTICE, THE QUALITY OF HEALTH SERVICES
AND PROGRAMS TO ASSURE THE PEOPLE OF BETTER HEALTH SERVICES;
(E) ASSIST LOCAL HEALTH AGENCIES IN DEVELOPING PUBLIC
HEALTH PROGRAMS INCLUDING MEDICAL CARE, AND PROMOTE
MEDICAL AND PUBLIC HEALTH RESEARCH;
(F) ISSUE PERMITS TO ESTABLISH AND OPERATE GOVERNMENT AND
PRIVATE HOSPITALS, CLINICS, DISPENSARIES, SCHOOLS OF
NURSING, MIDWIFERY, AND OTHER PARA-MEDICAL COURSE,
PUERICULTURE CENTERS, CLINICAL LABORATORIES AND BLOOD
BANKS;
(G) PRESCRIBE STANDARD RATES OF FEES FOR HEALTH, MEDICAL,
LABORATORY, AND OTHER PUBLIC HEALTH SERVICES; AND
(H) PERFORMS SUCH OTHER FUNCTIONS AS MAY BE PROVIDED BY
LAW.
PRESCRIBED STANDARDS AND PROCEDURES
STANDARDS FOR DRINKING WATER AND THEIR
BACTERIOLOGICAL AND CHEMICAL EXAMINATIONS, TOGETHER
WITH THE EVALUATION OF RESULTS, SHALL CONFORM TO THE
CRITERIA SET BY THE NATIONAL DRINKING WATER STANDARDS.
THE TREATMENT OF WATER TO RENDER IT SAFE FOR
DRINKING, AND THE DISINFECTION OF CONTAMINATED WATER
SOURCES TOGETHER WITH THEIR DISTRIBUTION SYSTEMS
SHALL BE IN ACCORDANCE WITH PROCEDURES PRESCRIBED
BY THE DEPARTMENT.
SANITARY PERMIT OF FOOD ESTABLISHMENT
(A) NO PERSON OR ENTITY SHALL OPERATE A FOOD ESTABLISHMENT FOR PUBLIC
PATRONAGE WITHOUT SECURING A PERMIT FROM THE LOCAL HEALTH OFFICE. THE TERM
"FOOD ESTABLISHMENT" AS USED IN THIS CHAPTER MEANS AN ESTABLISHMENT WHERE
FOOD OR DRINKS ARE MANUFACTURED, PROCESSED, STORED, SOLD OR SERVED.
(B) EVERY SANITARY PERMIT SHALL BE POSTED IN A CONSPICUOUS PLACE OF THE
ESTABLISHMENT.
(C) FEES THE FEES PAYABLE ON APPLICATION FOR PERMITS AND UPON THE ISSUANCES,
RENEWAL AND NOTING OF SUCH CERTIFICATES SHALL BE IN SUCH AMOUNTS AS THE
CITY OF MUNICIPAL AUTHORITY MAY BY RESOLUTION IMPOSE.
(D) NOTING OF PERMIT WITHIN 14 DAYS AFTER ANY CHANGE IN THE OWNERSHIP OR
OCCUPANCY OF ANY ESTABLISHMENT
HEALTH CERTIFICATES
NO PERSON SHALL BE EMPLOYED IN ANY FOOD
ESTABLISHMENT WITHOUT A HEALTH CERTIFICATE ISSUED BY
THE LOCAL HEALTH AUTHORITY. THIS CERTIFICATE SHALL BE
ISSUED ONLY AFTER THE REQUIRED PHYSICAL AND MEDICAL
EXAMINATIONS ARE PERFORMED AND IMMUNIZATIONS ARE
ADMINISTERED AT PRESCRIBED INTERVALS.
SCHOOL SANITATION AND HEALTH SERVICES
SECTION 40. DEFINITION OF TERMS AS USED IN THIS CHAPTER, THE
FOLLOWING TERMS SHALL MEAN:
(A) SCHOOL AN INSTITUTION OF LEARNING WHICH MAY BE PUBLIC,
PRIVATE OR PAROCHIAL.
(B) SPECIAL SCHOOL A SCHOOL WHICH UTILIZES CADAVERS, PLANTS,
ANIMALS, BACTERIAL AND VIRAL CULTURES FOR STUDIES AND RESEARCH.
(C) PHYSICAL ENVIRONMENTS THE SCHOOL PLANT, GROUNDS AND
FACILITIES.
(D) EMOTIONAL ENVIRONMENT FACTORS WHICH AFFECT THE EMOTIONAL
HEALTH OF STUDENTS AND MEMBERS OF THE FACULTY.

PROVIDING PENALTY FOR IMPROPER DISPOSAL OF GARBAGE AND OTHER FORMS OF
UNCLEANLINESS AND FOR OTHER PURPOSES
ANY PROVISION OF EXISTING LAWS TO THE CONTRARY NOTWITHSTANDING, ALL
CITIZENS AND RESIDENTS OF THE PHILIPPINES; ALL UNIVERSITIES, COLLEGES AND
SCHOOLS AND OTHER SIMILAR INSTITUTIONS, PRIVATE AS WELL AS PUBLIC; ALL
COMMERCIAL AND INDUSTRIAL ESTABLISHMENTS SUCH AS HOTELS, RESTAURANTS,
HOSPITALS, CINEMA HOUSES, PUBLIC MARKETS, DEPARTMENT STORES, GROCERIES AND
THE LIKE; ALL PUBLIC CONVEYANCES; ALL RESIDENTIAL HOUSES; AND ALL OTHER
ESTABLISHMENTS OF ANY KINDS, SHALL UNDERTAKE THE CLEANING OF THEIR OWN
SURROUNDINGS, THEIR YARDS AND GARDENS, AS WELL AS THE CANALS, ROADS OR
STREETS IN THEIR IMMEDIATE PREMISES.
ANY PERSON, WHO SHALL LITTER OR THROW GARBAGE, FILTH, OR OTHER
WASTE MATTERS IN PUBLIC PLACES, SUCH AS ROADS, CANALS ESTEROS
OR PARKS, SHALL SUFFER AN IMPRISONMENT OF NOT LESS THAN 5 DAYS
NOR MORE THAN ONE YEAR OR A FINE OF NOT LESS THAN P100 NOR
MORE THAN P2,000.00 OR BOTH SUCH FINE AND IMPRISONMENT AT THE
DISCRETION OF THE COURT OR TRIBUNAL, WITHOUT PREJUDICE TO THE
IMPOSITION OF A HIGHER PENALTY UNDER ANY OTHER LAW OR DECREE.
IF THE VIOLATOR IS A CORPORATION, FIRM, OR OTHER CORPORATE
ENTITIES, THE MAXIMUM PENALTY SHALL BE IMPOSED UPON THE
PRESIDENT, MANAGER, DIRECTOR OR PERSONS RESPONSIBLE FOR ITS
OPERATION.
