General information

The Project is funded by the Delegation of the European Union to


Tajikistan (80%) and BMZ (20%)
Is implemented by the Institute for International Cooperation of the
German Adult Education Association (DVV International); public
organizations Kalam & Madina.
Strategic Partners are Khorog Branch of the ATC
Project geographic area is Tajikistan, Gorno-Badakhshan
Autonomous Oblast, 7 districts and oblast capital town (Shugnon,
Murgab, Rushan, Ishkashim, Roshtkala, Vanj, Darvaz and Khorog)
Project duration is 36 months (March 2015 April 2018);
The Project activity area is Youth empowerment and economic
development

Specific objective:

To create sustainable and structured environment for youth


engagement in economic (income generation), civic (local policy
dialogue) and social (community development) life through
strengthening 3 local actors in GBAO

Targeted results, activities and outputs:

Result 1:
Human and technical capacity of Adult Training Centre Branch in
Khorog to offer mobile short-term vocational courses in 7 districts of
GBAO is improved.

Sub-Result 1.1:
Human and technical capacity building of ATC Branch in Khorog
strengthened;
Sub-Result 1.2:
Local labour market and economic development analysis in 7 districts
carried out;
Sub-Result 1.3:
Mobile professional orientation and vocational training program for
youth in districts developed and functioning

Benchmarks:

Managerial, strategic planning & marketing skills for ATC staff


improved;
4 updated curriculum, trainer and trainee manuals developed and
tested,
Local labour analysis completed for 7 districts;
A vehicle and mobile equipment for 4 professions purchased;
16 master trainers and professional orientation consultants
prepared;
28 short-term vocational courses completed, covering 560 youth
Teachers receive a total of 80 hours up-front IST (10-days-course).

Targeted results, activities and outputs:

Result 2:
Institutional capacity of local CSO Kalam to promote youth confidence
building and civic engagement is strengthened.

Sub-Result 2.1:
Civic education capacity of Kalam and its network of youth CSOs
from 7 districts built;

Sub-Result 2.2:
Citizenship programme run in 7 districts;

Sub-Result 2.3:
Civic Education Initiative Fund established and run.

Benchmarks:

At least 10 civic education training modules updated;


25 youth multipliers/civic educators from 9 local CSOs prepared;
Total of 70 one-day civic education training workshops completed in
7 sites;
Over 150 youth covered by Citizenship Program and at least 40% of
youth serve as youth debate club facilitators;
Civic Education Initiative Fund implemented

Targeted results, activities and outputs:

Result 3:
Institutional capacity and fin. resources of Madina to establish &
expand business start-up/ SBD courses is strengthened and access to
appropriate grants for youth in all 7 districts is secured.

Sub-Result 3.1:
Conduct small business development courses;

Sub-Result 3.2:
Establish and run business start-up support grant programme for youth.

Benchmarks:

ToT and orientation for 12 business start-up and advanced course


trainers conducted to meet the youth needs;
Over 420 young people completed 21 business courses;
Business consultation desk with a hot-line established in Madinas
office;
25-30 business ideas supported by business grants.

Targeted results, activities and outputs:

Result 4: Networking structures and policy dialogue mechanisms to


promote youth participation in social and economic life of their
communities are improved.

Sub-Result 4.1:
Establishing and running 7 youth debates clubs;
Sub-Result 4.2:
EU-based study tour on youth promotion for CSOs and local
governments;
Sub-Result 4.3:
Conducting annual forums on role of youth in business development;
Sub-Result 4.4:
Promotion of networking among target CSOs.

Benchmarks:

7 youth initiative groups established and trained to initiate and


facilitate the policy dialogue with local stakeholders and negotiate
with district level local governments;
1500 youth participated in bimonthly youth debates clubs in 7
districts;
1 study tour on youth promotion completed;
1 youth regional conference held.
3 annual partner meetings held,
2 forums on role of youth in business development conducted.
2 roundtables with oblast level stakeholders.

Target groups:

1500 youth of the age of 15 to 29 (graduates of civic education,


business trainings, vocational courses and participants of debate
clubs;
16 new master trainers/ professional orientation specialists;
12 consultants of small business development;
10 managerial staff of two CSOs;
Branch of the state Adult Training Centre (ATC);
25 youth education multipliers from 9 CSOs;
50 local government officials;
30 local start-up entrepreneurs and
50 existing business structures staff.
