Harold Koontz & ODonnel, in their book Principles of Management (1968), says that : Management involves getting things done through and with other people. In bringing about this coordinating of group activity, the manager , as a manager plans, organizes, staffs, direct, and control the activities other people. There are many management functions expressed by management. But in this material we will include a simpler and more comprehensive management function by George R. Terry, about POAC (Planning, Organizing, Actuating & Controlling). Why POAC? Because POAC is a general management function and includes all managerial processes. Many experts add much to the management function, but among these additions, it includes all four functions introduced by George R Terry: Planning, Organizing, Driving and Monitoring. A. PLANNING Terry defines management in his book Principles of Management is "a process that distinguishes the planning, organizing, mobilizing and monitoring by utilizing both the science and art to achieve predetermined goals." From this definition we can see that Terry management functions according to him. Here is a management function by Terry: Planning is the objectives and rationale for the preparation of the steps that will be used to achieve the goal. Planning means preparing all the needs, carefully calculate what the pitfalls are, and formulate shape intend specific activities to achieve goals. B. ORGANIZING According to George R. Terry, the task of organizing is to harmonize different groups of people, bring together different interests and exploit all the skills of a particular direction. Organizing Steps: In organizing, must have the steps for the organization to achieve the goals. Among others: 1. Organizational goals should be understood by staff. (Explain all staff about organizational goals to be achieved) 2. Distribute work to staff clearly. (Position those who are competent in the right position And dont let theres an empty position, because it will be oriented towards the whole organization) 3. Define procedural staff. (Determine the workings and evaluation of staff, as well as the punishment and rewards received, and also explain the lines of coordination and synergy within the organization, so that all positions are integrated into the organization's goals) 4. Delegate authority. (Dare to delegate authority in accordance with the duties and functions of each staff) C. ACTUATING Every organizers must work in accordance with the duties, functions and roles, skills and competencies of each HR to achieve the vision, mission and work program organization that has been established. The essence of Actuating is to mobilize all group members to work to achieve organizational goals. Actuating involves leadership and coordination. Leadership is the lead style of the leader in optimizing all potential and organizational resources to lead to the achievement of program and organizational goals. The purpose of Actuating are: 1. Creating more efficient cooperation 2. Developing staff skills and skills 3. Grow a sense of ownership & love of work 4. Ensuring an atmosphere of work environment that enhances staff motivation and work performance 5. Makes organizations evolve dynamically. D. CONTROLLING Controlling is not just controlling the implementation of programs and activities of the organization, but also supervise so that if necessary to make a correction. Therefore staff can be directed to the right path with the aim of achieving the planned goal. The core of controlling is the process of ensuring the implementation to fit the plan. Benefits Controlling: 1. Be able to know the extent to which the program has been implemented 2. Be aware of any deviations 3. Find out if time & resources are sufficient 4. Know the causes of irregularities 5. Be aware of the staff who need to be awarded / promoted
