BACKGROUND
Indonesia is a disaster prone country viewed from the geographical, climatological and
democratic aspects. Indonesia's geographical location between two continents and two
oceans causes Indonesia to have good potential in the economy as well as disaster-
prone (National Agency for Disaster Management, 2012). This condition encourages
the need for continuous preparedness efforts so that when disaster strikes, all lines of
society and government are ready for disaster relief. Governmental preparedness
among others are health workers in disaster prone areas (Association of Women's
Health, Obstetric and Neonatal Nurses, 2012). Nurses as the largest part of health
workers in the region have a very important role because the nurse as the front line of
health services. A major problem in disaster preparedness according to research by Kija
Chapman and Paul Arbon (2008) suggests that nurse knowledge is lacking in disaster
management including knowledge of disaster preparedness, disaster response and post
disaster recovery. Nurses are poor in implementation and there is no standard of
disaster preparedness. According to Chapman (2008) states that 80% of nurses who are
volunteers have no experience in disaster response and 23% nurses have only received
basic disaster preparedness education and no further education. Research conducted
Fung (2008) states that most nurses (97%) do not have good preparation in disaster
management
