This study was focused on the problems
encountered by prisoners at Provincial City Jail
and its degree of seriousness in Tubod, Lanao del
Norte for the year 2017-2018. As future
criminologist, the researchers should know the
conditions of the prisoners and their environment.
With this, they would be able to develop some
implications to their future field on the
management of the prisoners and to help them
rehabilitative on a progressive way.

1. What are the common problems experienced by
the inmates?

2. What is the degree of seriousness of the


common problems experienced by the inmates?
3. How do the common problems affect to the
rehabilitation of inmate in terms of:
3.1 educational program;
3.2 livelihood program;
3.3 recreational program;
3.4 vocational program?
4. What are the possible measures as perceived by
the respondents to minimize the effect of their
common problem?
 Descriptive-survey design
 Frequency-Percentage. This was used to
determine the numerical value and the ratio of
response on each item. This was used to
answer the problem 1 of the study.

 Mean. This was used to determine the degree


of responses on each item indicators. This
helped answer the problem 2 through 4 of the
study.
 More than third quarter of the inmates experienced
harsh environment (77%), inadequate diet (80%),
homesickness (77%), and boredom (80%). On the
other hand, more than a half quarter of the inmates
experienced poor quality of food (70%), absence of
the heterosexual relationship (60%), overcrowding
(63%), communicable disease (73%), insufficient
medical care (73%), poor jail regulations (60%) and
lack of rehabilitation programs (60%). However,
few numbers of the inmates experienced sexual
assault (10%), gang war (10%) and abusive jail
personnel (20%) (cf. Table 1).
 The average mean of 2.06 was interpreted as
moderately serious. The highest mean of 2.52
interpreted as minimally serious was posted in
item 1 (harsh environment). However, the
lowest mean of 1.67 interpreted as highly
serious was posted in item 7 (sexual assault)
and item 10 (abusive jail personnel). This
means that the degree of seriousness of the
common problems experienced by the inmates
in the target location was moderately serious
(cf. Table 2).
 The findings indicated that the effects to
rehabilitation of inmates in terms of
educational program, livelihood programs and
vocational programs were high. On the other
hand, the effects on rehabilitation of the
inmates in terms of recreational program were
low (cf. Table 3 to Table 6).
 The average mean of 3.32 was interpreted as
strongly agreed. The highest mean of 3.57
interpreted as strongly agreed was posted in
item 10 (Proper care and treatment to those sick
inmates) while the lowest mean of 3.13
interpreted as agreed was posted in item 6
(Segregate the cells of men and women). This
means that the possible measures to minimize
the effect of the common problems were
strongly agreed by the inmates (cf. Table 7).
 While existing human rights standards provide for
prisoners to have the same human rights as everyone
else with certain limitations due to liberty restrictions,
the reality is far different. Prisoners are denied basic
human rights, such as the right to adequate food,
sanitation, health care. Prisoners also often suffer verbal
and physical abuse. Further, the findings indicated that
the common problems experienced by the inmates effects
on their rehabilitation program in terms of educational
program, livelihood programs and vocational programs
were high while on recreational program were low.
Moreover, the inmates perceived possible measures to
minimize the effect of the common problems they
experienced included the proper care and treatment to
those sick inmates, segregation of cells according to
gender and more.
