The most relevant data in the
import-export process

As in all negotiations it is always good to take risks,

international negotiations is an adventure in
international trade and we must take advantage of
them and reduce the disadvantages to increase
profits. The most important aspects of the import and
export process are described below. products and
services outside and within Colombia.
How to import:

• Location of the tariff subheading: The Directorate of Taxes and National

Customs (DIAN) is the only authorized entity to determine the tariff
classification. You can locate it through the customs tariff and / or with the
informal help provided by the Information Center.
How to import:
• Registration as an importer: To import you must belong to the Common
Regime, be registered in the Chamber of Commerce and have a Unique Tax
Registry-RUT. This is the only mechanism to identify, locate and classify the
subjects of obligations administered and controlled by the DIAN.
How to import:

• Market study: It is necessary to know the economic feasibility of the import,

analyzing, among other aspects, the price of the product in the international
market, international transportation costs, nationalization costs and other
expenses that may arise.
• Identification of the product: Check the tariff subheading to know the customs
taxes and check if, in addition, the good is subject to good sightings and previous
registrations before entities such as the Ministry of Mines, Ministry of
Transportation, Ministry of Agriculture, among others. If import registration is
required, it is only done electronically at www.vuce.gov.co. The importer that
uses the Customs Agency or Special Representative must give it a signed power
of attorney and send it to this company or person to register it in VUCE and the
system enables it.
How to import:
• Exchange procedure: There is an obligation to channel the payment through the
intermediaries authorized by law (commercial banks, financial corporations, etc.).
The importer must turn abroad the foreign currency corresponding to the payment
of the import, after sending the form Declaration of Change N ° .1

• Nationalization Process: Once the merchandise is found in Colombia, it is

recommended to request authorization to perform a pre-inspection prior to the
presentation of the import declaration and other documents, especially when
doubts arise about the description, serial numbers or identification or quantity.
How to import:
• Withdrawal of merchandise: Once the customs taxes have been paid, you
should go to the warehouse where you are and present the following
documents: commercial invoice, packing list, import registration or license,
certificate of origin, import declaration, transport document, Andean declaration
of customs value, other certificates or seen good that are required according to
product.
How to export:

• Registration as an exporter: The inscription in the National Registry of Exporters

of Goods and Services, as well as the renewal or modification of this, can be
done through the page of the Ministry of Commerce, Industry and Tourism. It is
valid for one year.
How to export:
• Certificate of origin: Colombia has tariff preferences that allow the exporter to
be more competitive, to access the certificate obtained in the Ministry of
Commerce, Industry and Tourism of or from its page is important. You can also
get information from Procolombia. Must have the Criterion or Determination of
Origin, a document that certifies compliance with the requirements of origin
required which must be attached as documentary evidence and is valid for 1 or
2 years.
How to export:

• Benefits for exporters: There are several such as the exemption of the value
added tax for services provided in Colombia and that are exclusively used abroad
by companies without businesses or activities in Colombia; the non-application of
withholding tax for income from exports; access to services provided by Foreign
Trade entities; and the possibility of granting Bancoldex credits, among others.
• Customs procedures: The Customs Brokerage Company (SIA) is the only one
that can fill the customs formalities when the export exceeds US $ 2,000. If the
figure is lower, the exporter can directly carry out the procedures or use express
transport services (eg Fedex, DHL). To obtain the Export Declaration, you must
attach a commercial invoice, a packing list, health records or good views,
transportation document and other documents required for the product to be
exported. If the goods are exported, for example, by sea, in this guide you can
see the step by step of a quote and the assembly of a shipment. In this tutorial
there are more details and types of containers available.
How to export:
• Reimbursement of foreign currency: The exporters must make the sale of the
currencies through the authorized financial intermediaries. To do this, you must
previously fill out the corresponding exchange declaration and make the sale of
the currency to your exchange intermediary.
