RATING SURVEY
for Leadership Performance

OBJECTIVES
To gather the perceptions of the
superiors and subordinates on
PENROs/CENROs being evaluated
for the Environmental Governance
and Leadership Award.
SUPERIOR SURVEY
• The performance of the candidate
PENROs and CENROs will be
evaluated by their immediate
superior based on the five leadership
criteria
• Respondents:
o PENRO – RED
o CENRO – PENRO
SUBORDINATE SURVEY
Leadership performance of
PENROs and CENROs will be rated
by their subordinates based on five
leadership criteria, each criteria
having several
indicators/attributes.
QUALIFIED RESPONDENTS
Must be a regular staff in the said
provincial or community office.
 What if the employee has worked
in the said office for decades but
is not a regular staff?
 What if the respondent is regular
but has only been hired recently?
QUALIFIED RESPONDENTS

Do we survey all regular staff in


the office?

It depends.

Steps in Systematic Random Sampling
A. Getting Required Sample Size
1) Updated List of Regular Employees
2) Population excluding the PENR or
CENR Officer to be evaluated
3) See previous table
Special Rule: Sample size with decimal=
plus 1 additional person
EXERCISE 1:
Q: PENR Staff of Province A consist of 21 regular
and 35 contractual employees. How many are
qualified to be respondents of the
Subordinate Survey?
A: If list includes the PENR Officer, survey 100%
of the employees (20 regular employees); If
list does not include the PENR Officer, survey
80% (17 regular employees). Contractual
and casual employees are NOT qualified for
the survey.

EXERCISE 2:
Determine Sampling Interval
1) Province A: 63 regular employees
Sampling Interval: 63 / 31 = 2
2) Province B: 91 regular employees
Sampling Interval:
a) list including CENRO  (91 – 1) / 45 = 2
b) list excluding CENRO  91 / 36 = 2.52  3
3) Community C: 25 employees
Determine number of regular employees first.

C. Identify respondents
1. Choose an arbitrary starting point
on the list of regular employees in
the said office  automatically
becomes 1st respondent
2. Use Sampling Interval to identify
succeeding respondents
DEMONSTRATION
Population: 48 regular employees
Sample Size: 60% of 48 = 28.8  29
Sampling Interval: 48/29 = 1.65  2

SOME TIPS
• Survey in batches
• Explain objectives of the survey properly
• Ensure that instructions are clear
• Ask respondent to answer based on their
own understanding of the question
• If they ask you to explain some terms, only
base explanation on DENR Code of Conduct
–do not give examples unless agreed upon
by team
SOME TIPS
• If respondents say they don’t know
the PENRO/CENRO; emphasize that
there are no right or wrong answers,
s/he can base responses on what
sees or hears from other people
• Empathize NOT sympathize
• AVOID BIAS.
