External Factor Evaluation (EFE) – Step One • Five easy steps in creating an EFE • Step One – List all Opportunities in one section, and list all the Threats in another section as exhibited in the Table in your text. • Opportunities go first, followed by the Threats External Factor Evaluation (EFE) Step Two • Step Two – You want to issue a weight to each of the opportunities and threats that were identified. The weight indicates how important that opportunity is contributing to the success of the organization in the industry. • Opportunities normally receive higher weights than threats, but threats can be high if that particular threat is really severe or threatening.
