Driver Medical Automation Project

MARS Reliability & Scalability

Background
One of RMS’ main duties as a government agency is to ensure that road safety standards are
met.

To help achieve that, Licence Review Unit (LRU) would adjudicate drivers’ medical reports and
ensure that they comply with the set standards.

LRU performs adjudication activities through MARS (Medical Assessment Review System).

Problem Statement
Human Resource
- Shortage of staff to manage backlog cases

MARS Case Management

- Rapid growth of cases
- Impact of digital submission by medical
practitioners on case growth

Objective
- Access management
- Platform stability

BPM
- Poor archiving practices
- Product limitation
- Functional misuse of BPM
as an “alarm”
Problem Resolution
Human Resource
- On staff shortage, new resources are being
employed to help clear cases

MARS Case Management

- On case growth, measures are put in place to avoid
case creations and auto-close backlog cases
- Placement of pre-assigned cases in a staging area

Objective
- Access management: change in access and
authentication architecture
- Loose-coupling of MARS and Objective

BPM
- Poor archiving practices: change in system process
- Product limitations: may require IBM license for a
second core to uplift capacity
- Building a staging solution to host processes/cases
before it is assigned to an officer, during wait, and
after closure
- To reduce case creations through automation
- To build a program to auto-close cases on behalf of
users
MARS Stabilisation Proposal

Project (18 months)

- Embedding complex business rules into the
solution to reduce case creations.\
- Dividing long-running processes into parts to
allow the freeing up of resources
- Loose-coupling between MARS and Objective

Long Term Strategic (9 months)

- Placement of pending cases into a staging
solution ~$300k
- Auto-closure of backlog cases ~$300k

Short Term Strategic (6 Months)

- Change to MARS-Objective access architecture
~$150k

Tactical (Now)
- Manual archival of cases out of BPM
- BPM capacity uplift (if required) ~$500k

7
MARS STABILITY ISSUE

As the number of customer cases grow, LRU users experience frequent timeouts and slowness
on MARS.

The issues around reliability and scalability are rooted from MARS dependencies on backend
applications:
1. BPM – case management
2. Objective – storage and retrieval of documents

8
OBJECTIVE ENHANCEMENT OPPORTUNITIES

Functional Enhancements
1. Redefine business processes to allow for asynchronous integration between MARS and Objective
2. Re-engineer the authentication and authorisation access pattern between IIB and Objective

Non-functional Enhancements
3. Standalone Objective implementation for MARS (multi instance)
4. Capacity uplift
5. Alternative product

Recommendation

1, 2 & 3

9
BPM ENHANCEMENT OPPORTUNITIES

Functional Enhancements
1. Re-define the lifecycle of a case# so that they are not left open/active perpetually
2. Reduce the number of case# creations through the automation

Non-functional Enhancements
3. Version upgrade
4. Staging persistence for non-active cases
5. Capacity uplift

Recommendation
1, 2, 3, 4 & 5.

REFERENCE A – High Level Solution Architecture

REFERENCE B – Projected Growth of Cases

Year Projected Medical Assessments To Be Received by RMS Expected Number of Cases#

2018 528,603 ~132k

2019 552,035 ~138k
2020 576,485 ~144k
2021 602,892 ~151k
2022 630,928 ~157k

These projected case counts are based on the delivery of enhancements 1 and 2.
#

However, the counts will be significantly reduced by enhancement 4.

With enhancement 4, the number of active cases in BPM at any one time could be <7,000.
