Introduction
Scope
This document describes the Inter Cell Interference Coordination (ICIC)
feature of an eNodeB in an LTE network. The main contents comprise the
following: technical description, key parameters and configuration.

Basic Principles
The resources distribution of the static ICIC is comparatively static. When the
user is distributed evenly and the cell load is even, static status can acquire
good gain and performance.
Dynamic ICIC frequency band adjustment is achieved through RNTP/HII with
load information interaction.
Note: Dynamic ICIC only supports the SFR mode. The current version expands
or shrinks based on consecutive frequency bands, and the reserved frequency
bands are fixed.

4 Downlink This parameter indicates that if the [0..2] [1 1 1 1 1

5 Initial PA This parameter indicates the UE‘s 0:-6,1:- -6[0]
Value for downlink PA configuration parameter if the 4.77,2:-
Center downlink ICIC is enabled. If the downlink 3,3:-
Users ICIC is enabled, the CCU reduces the 1.77,4:0
power and sends signals. If the UE type is ,5:1,6:2,
CCU, the base station configures the PA 7:3
