Definitions

 The Inter Cell Interference Coordination (ICIC) technology

controls interference among cells by managing the wireless
resources.
 ICIC is classified into static ICIC and dynamic ICIC according to
the different transmission periods of the inter-cell interference
coordination information.

Static ICIC

 Initial Frequency Band Division

 The uplink and downlink frequency bands are divided into cell edge
resources and cell center resources. The division of initial uplink and the
downlink resources is controlled by the OMC parameter configuration.
 Uplink RB Resources Active Bitmap: initial value configuration for the uplink
frequency band bit map. One hundred bits are used to indicate 100 uplink
RBs.
 Downlink RBG Resources Active Bitmap: initial value configuration for the
downlink frequency band bit map. The 25 bits indicate 25 downlink RBGs.

Static ICIC

 ICIC Related Measurement

 The UE scheduling is based on the UE attribute (CCU/CEU). The UE attribute
is determined by the related ICIC measurement results.
 On the OMC, the measurement configuration index is icicMeasCfg, and the
related measurement parameters are determined by icicMeasCfg
configuration records in the UeEUtranMeasurement table.

Static ICIC

 Power Distribution and Re-Configuration

 If uplink ICIC is enabled, the power configuration is the same as that for the
intra-frequency scenario.
 If downlink ICIC is enabled, whether CCU reduces power is determined by the
ICIC frequency band division mode.
 Note: The downlink power configurations of CEU and CCU apply to both
static ICIC and dynamic ICIC.

Dynamic ICIC

 Dynamic ICIC further adjusts edge frequency bands on the basis

of static ICIC.
 The differences include the following: 1) Static ICIC supports FFR
and SFR, while dynamic ICIC supports only SFR. 2) Static ICIC
affects scheduling according to the initial bitmap, and dynamic
ICIC performs dynamic adjustment according to the cell edge
load based on the initial bitmap, updates the bitmap, and then
affects scheduling.

Dynamic ICIC

 Basic Principles
 The resources distribution of the static ICIC is comparatively static. When the
user is distributed evenly and the cell load is even, static status can acquire
good gain and performance.
 Dynamic ICIC frequency band adjustment is achieved through RNTP/HII with
load information interaction.
 Note: Dynamic ICIC only supports the SFR mode. The current version expands
or shrinks based on consecutive frequency bands, and the reserved frequency
bands are fixed.

Dynamic ICIC

 Downlink Dynamic ICIC

 RNTP Update
 Process frequency band shrinkage
avoidance
 Determine the shrinkage status
(expansion, shrinkage, and attempted
shrinkage) of the edge channel
according to the edge RB utilization
rate
 RNTP update and transmission

Dynamic ICIC

 RNTP Receiving and Processing

 A cell calculates the comprehensive RNTP information of neighboring cells
based on all the received RNTP information of all the neighboring cells.
 The interference factor of each neighboring cell is taken as the weighed
coefficient of the RNTP information of related neighboring cells. The
comprehensive RNTP information of the neighboring cells is gained by
weighed summation of the RNTP information of all neighboring cells to
adjust the edge frequency band.

 Uplink Dynamic ICIC

 Process frequency band shrinkage
avoidance:
 Determine the shrinkage status
(expansion, shrinkage, and attempted
shrinkage) of the edge channel
according to the edge RB utilization
rate.
 HII update and transmission

 HII Receiving and Processing

 A cell calculates the comprehensive HII information of neighboring cells
based on all the received HII information of all the neighboring cells.
 The interference factor of each neighboring cell is taken as the weighed
coefficient of the HII information of related neighboring cells. The
comprehensive HII information of the neighboring cells is gained by weighed
summation of the HII information of all neighboring cells to adjust the edge
frequency band.
