ETYMOLOGY

 Combination of two Balochi words “Gwat” and “Dar”

meaning “wind” and “gateway” respectively.

 Another theory is that the name derived from the

ancient name of Baluchistan, "Gerdosia",


Introduction

 Warm water sea port

 On the shore of Arabian sea in western province of Pakistan.

 Developed by Pakistan Govt. with Chinese assistance.

 Capital Cost Estimates: Rupees 6691.155 Million

 Construct in two phases.

 Phase I from 2002 to 2006, cost of USD $248 million


Historical background of Gwadar
Port
 The Gwadar Port was built during Omani rule(middle of 18th century).

 On 8th Sep. 1958,Pakistan purchased the Gwadar enclave from Oman for $3
million by Karim Aga Khan.

 In 1993, Govt. of Pakistan formally conceived the plan to develop Gwadar into
a major port city.

 Phase I of Gwadar port was completed in December 2006.

 Gwadar port was inaugurated on 20th march 2007 by Pervaiz Musharraf.


 To facilitate trade and industrial and economic development,
nationally, locally and regionally.

 To remain aligned with expectations of local and international


customers and stakeholders

 The development of both Gwadar City and Gwadar Port will provide
important contributions to the socio-economic development of

OPERATING OPERATIONS

 PSA International was the highest bidder for the Gwadar


port after DP World backed out of the bidding process.

Handed over to China

 In 2011,Wall Street Journal reported that Gwadar is doing little


business as a commercial port, and that Pakistan had asked
China to take over the operation

 Pakistan on 18 Feb 2013 formally awarded the contract for


construction and operation of Gwadar Port to China.

 Contract signed between Pakistan President Asif Ali Zardari and


Chinese Ambassador Liu Jian.

Management of Gwadar Port Authority

 President issued an ordinance on 17 October 2002 for Gwadar


port authority.
 The general direction and administration of the Authority and
its affairs shall vest in the Board which may exercise all powers
and do all acts and things which may be exercised or done by
the Authority.
 The Board in discharging its functions shall act on sound
principles of port planning and development and port
management and shall be guided on by the Federal
Government.
 If any question arises as to whether any matter is a matter of
policy or n bot, the decision of the Federal Government shall be
final.

Strategic Importance of Gwadar Port

Gwadar port has great strategic value,


enhancing Pakistan’s importance in the
whole region. It extended Pakistan’s
importance from Persian Gulf through
the Indian Ocean to Southeast Asia and
the Fareast. It is close to the Strait of
Hormuz, through which more than 13
million barrel oil per day passes.

Geo-Strategic Importance
 Gwadar port is located about 267 NM west of Karachi. It has
located at the Mouth of Persian Gulf.
 Its an supplement to Port Qasim and Port of Karachi.
 Gulf countries may open warehouses in Gwadar for their storage
of Import and Export products.
 Details of indirect non quantifiable benefits which the people of
region will get and would add to the national economy from this
port.
 The government has declared Gwadar as a Duty Free Port.
 100% profit repatriation, ownership rights, flexible labor
regulations, subsidy on utilities are the some other incentives
announced by Government.

Access to Central Asian Republics (CARs)

 Pakistan needs to capitalize on them through better


diplomatic ties with Arab states and CARs.
 In case of “exports to and from CARs” a peaceful and
stable Afghanistan is must due to area of Wakhan.
 The port will also help in promoting trade with Gulf
States possessing 63% of world’s oil reserves.
 It will become a fuel pump station for the ships from the
gulf and CARs.
 Due to location, Gwadar port being towards north can
easily provide services and facilities to CARs, Afghanistan
and China.

Upcoming Fishing Harbour/Industry

 Gwadar promote fishing industry.


 Due to 960 KM long coast, it would give boost to fish
and crab exports and would promote food processing
industries as well.
 These areas clearly indicate the vast potential which
should be exploited and will help contribute towards
national economy.
 Pakistan can be make huge exports of fish food to
CARs.

Instability in Gulf
Gwadar Port can therefore become a possible option for
world community due to the following reasons:
 It is not within Gulf, thereby reducing chances of being blocked.
 It provides shortest access to the land locked Afghanistan and
CARs.
 It is located in close proximity of other regional ports of the Gulf.
 Trans-shipment of Bulk Cargo.
 Oil Storage, Refinery and Petrochemical related
industries/installations.
 Export processing and Industrial Zone.
 Export of minerals and livestock.
 Services i.e. hotel accommodation, tourism etc.

China-Pakistan Economic Corridor Route
 The CPEC route was originally planned to run through Bisima,
Khuzdar, Kalat and Quetta onto Zhob, Dera Ismail Khan,
HassanAbdal and onwards to Kashghar.
 It means by passing the Baloch and Pakhtun areas. This route is
called Western Route.
 But it has been changed to Bisima, Ratodero and towards
Punjab.(Central Route)
 According to the new plan, the route ends in Mianwali Punjab.
 From Mianwali, route enters Dera Ismail Khan (KPK) to, Haripur,
Sikardu and onwards to Khanjrab.
 The eastern route is Gwadar to Karachi to Banzeerbad to Sakhar to
Larkana to RYK to Bahawalnagar to Multan to Lahore Faisalbad to
Abbotabad and towards Kashgar through silk route.
 These three routes has joined in Huripur.

Trade prospects with China and Afghanistan

 Pakistan’s one of the Major problem is Unequal BOT. (-1.6 Billion $)


 Pakistan will gain imports on cheap rates from China.
 Pakistan will get nuclear plants from China on cheap rate.
 Pakistan will upgrade and construct new roads and railway lines.
 Pakistan wants peace in Afghanistan to make trade through Wakhan.
 Through this, the rivalry between Pakistan and Afghanistan will come
to an end.
 Afghanistan is full of copper, high grade iron ore, chromite, sulphur,
zinc.
 There is great importance of Afghanistan for Pakistan due to these
resources.
 After peace in Afghanistan, Afghanistan will need Port for trade. So
Gwadar is best option for Afghanistan.

 Pakistan’s biggest disputes are Kashmir and Water resources


with India.
 Kashmir is the backbone of Indian Economy.
 Pakistan become an Autonomy State if Gwadar port will
succeed and Pakistan can get Kashmir easily through dialogue
or war.
 India thinks that he is the only father of states in Asia.
 India also hits the interest of China because China is the super
power of Asia.
 China Also has Land conflicts with India. (Tibat & HP)
 Gwadar is the biggest interest of China and Asset of Pakistan.

Chinese Interests and Commitments

Interest:
 China is heavily dependent upon the oil from the gulf, at present this oil passes via
a very long route. (10000 KM)
 By using Gwadar port and then Karakoram Highway (KKH) its much safer, cheaper
and shorter route to west of china. (2500 KM)
 Chinese Goods will find an easier, shorter and secure route to Middle East
increasing profitability and increasing trade.
 China will greatly benefit from the industrial zone by setting up industries close to
the markets.
Commitments:
 China has been instrumental in design of the project.
 China is providing approximately 80% of the cost of Port in shape of grants
and soft loans.
 China has further committed to provide money and resources as and when
needed.

 China has paid $ 360 million for the expansion of Karakoram Highway.
 Government should take steps to educate Balochs.
 Give them educational and technical skills to operate the Port of Gwadar
after China.
 Government should encourage Balochs and give them more 80% jobs created
by the up-gradation of Gwadar Port.
 Military operation in Balochistan like Zarb-e-Azab, to control militant
groups.
 There should be Civil Military coordination in the country.
 Government should construct a concrete wall on the border to secure Pak-
Iran border line.
 Iran should be involved in the Pak-China economic corridor and the
development of Gwadar Port. 43
Gwadar is not a port of Pakistan. But it is the future of Pakistan. Pakistan’s
biggest problems are foreign debt, Energy Crisis, and terrorism.
There are further sub problems. Pakistan’s foreign debt is about Rs. 19.52
Trillion. As It is increasing day by day. Our respect and sovereignty decreasing
day by day. Due to unemployment, People have done anti-social activities like
terrorism. The biggest reason of unemployment is energy crisis. If Gwadar port
succeeds, about $500 billion will come in Pakistan in the shape of Investment.
Pakistan will become autonomy in 5 years after the succession of Gwadar Port
and also become Asian Tiger. The enemies of Pakistan do not want that Pakistan
will become autonomy. Israel, India, Europe, and some Muslim countries have
done anything to destroy Gwadar Port. The easing of nuclear sanctions on Iran is
also the part of the Game which helps India to expand Chabahar. So the future
of Gwadar decides that Pakistan will remain on the map of world or not.
