petroleum dealer and highest lubricant seller of Indian oil and castrol along with long
association of 14 years with Reliance communication starting as a FOA’s to LBA, DSA and
Distributors for dealing of mobile and phone connections of plants developed specially for
transporters and fleet owners.

Spent 10 years in R&D of fuel burn radiation technology and personally met 14000
transporters, brokers and 22000 fleet owners in a short time of 4 years and collected the
essential data and reviews required for technology development.

ABOUT FUEL BURN RADIATION TECHNOLOGY (FBRT)
FBRT is a result of successful R&D of 10 years by which the inventors have developed a
unique and noble technology of vehicle tracking with identification of fleet, capacity of load
and accuracy of movement without using any kind of gps or gprs or any other device.
This is a complete data pulling technology from both point A and B and it is one way
communication from point A to point B, Point A is fleet and point B is data collection server
the data which is pulled from point A which is fleet is in form of raw file emitted from
engine and ignition system called fuel burn radiation which is pulled by satellite working on
radio frequency and all the collected data of said raw file through satellite is pulled through
mirror earth station to data collection servers which is point B. in point B there is an
algorithm and process where the raw file of fuel radiation is being converted in a finished
data file that is a complete data file providing identification of fleet accuracy of weight and
load of goods and fuel with accuracy of plus minus 5kg and movements of the fleet with
graphics longitudes and latitudes with collective numbers of fleets or a single fleet as per
requirement can be provided through MIS and other recommended soft wares (The above
technology is under process of granting patent protection that is why the complete details
of proprietary technology cannot be provided on open source but the results of the said
technology related to fleet identification, load capacity and accurate movement will be
provided on pilot project which is to be run to show the efficacy and feasibility of the above
technology to the government or to the agencies appointed by the government on terms
decided on MOU on zero cost basis for pilot of TOLL BARRIER FREE BHARAT PROJECT

TOLL BARRIER FREE BHARAT is an initiative to provide transparent, fastest, safest
and corruption less movement of fleets in national highways which is the dream
of honorable shri nitinji gadkari and long lasting demand of transport industry
and a milestone to achieve modijis goal of digital India. We feel proud to associate
us in this movement providing use and pay per km tolls on national highways with
no barriers, no installations of scanners, cameras, gps or gprs devices, Fast tag or
any other equipment, infrastructure physically in fleets and highways. We will
provide only one centralized data collection center and no enforcement of toll
collection on highways there will be no toll nakas in any one of the highways in
future advantage and benefits are referred to next slides……….

FACTS AND FIGURES OF CURRENT TOLL COLLECTION SYSTEM
1. Annual toll collection in national highways currently is thirty thousand crores * per year.
2. Average toll collection includes heavy, medium and light commercial vehicles, trucks, buses, taxis,
tempos and all private vehicles*
3. Total expenses goes Rs.Six thousand crores annually for toll collections*
4. Rs.1.5 lakhs crores is a value of extra fuel burning of fleets standing in queues on toll nakas in a
year*
5. In national and state highways there is a toll naka in every 80kms average*
6. There is a stoppage of average 20 minutes of a fleet in every toll naka*
7. If we take example of a trip Delhi to Mumbai NH8 of around 1300 kms there are 18 tolls and if a
vehicle stops to pay the toll in every tolls for average 20 min his total stoppage time goes around
360 min or 6 hrs *
8. There are 93 lakhs trucks registered in India which are moving in national and state highways*
9. Around 40 lakhs trucks are always in highways in 24 hrs a day*
10. Average toll of state and national highway for single and multi excel trucks is Rs.5 per km*
11. These 40 lakhs trucks runs 300kms in 24 hrs and if they pay Rs.5 per km the average toll collection
from trucks in 24 hrs a day should be Rs. six hundred crores and if we take average of 300 days in a
year the toll collection which is paid by the truckers only should be Rs. One lakh eighty thousand
crores *
12. If average movement of trucks is 300km per day and average running trucks in highways are 40
lakhs the toll collection from trucks should be Rs.one lakh eighty thousand crores but the figure
provided by the government of complete toll collection is Rs.Thirty thousand crores then there is a
short fall of toll collection is Rs.One lakh twenty thousand crores which is only from trucks, and
other commercial vehicles toll is not calculated *

13. If we justify the total toll collection of Rs.Thirty thousand crores and justified figures of
40 lakhs trucks moving on road and average toll is Rs.5 per km the running of a truck shows
only 50 km per day which is completely unjustified and we take average 100kms running of
a truck which is demanded by GST e-way bill the average toll collection should be Rs.Sixty
thousand crores.

Proposal of toll barrier free Bharat
(Alternative toll collection scheme based on use and pay
per km)

With our unique and noble invention of fuel burn radiation technology we now offer a
complete end to end solution to make toll barrier free bharat with this solution we will
provide complete identification with graphical movement of each and every fleet moving on
road and will also provide the best ever solution by which the government and NHAI will
provide and facilitate the best transparent and corruption less solution with the benefits of
cost cutting in fuel consumption minimize trip time, seamless movement, smooth traffic and
best toll repay packages with advance solutions which will be the turnkey project and a
revolution in road transport and highways this will be the revenue guarantee project for the
government and there will be zero leakage guarantee in alternative toll collection and this is
the guaranteed acceptance among the industry besides this adopting this project with our
technology we assure that modijis government will remain continue with PRACHAND
BAHUMAT and same in 2024 again.

Proposed process developed by us
1. We will provide the complete MIS of fleet movement with RTO registration
numbers along with live tracking, load and fuel filling accuracy of each and every
fleet moving on road.
2. We would like to propose no tolls for private and passengers commercial
vehicles.
3. We only recommend toll collection on prepaid basis from logistics commercial
vehicles like trucks which are used in goods carrying and forwarding.
4. After providing toll free movement to private and passengers commercial
vehicles we will prove double toll collection from commercial vehicles only when
they move on roads loaded empty trucks will also not been charged a single
rupee on toll.
5. The toll collected only from trucks which will run with loaded goods on highways
will be up to sixty five thousand crores guaranteed per year.

Work flow process of alternative toll collection

1. We will develop e-valet with easily access to all electronic payment modes like bank
account, mobile money options as paytm and others as well as e-mitr and through web
in this valets toll amount will be deposited directly through electronic mode and
identification of these e-valets will be fleets RTO registration numbers.
2. These e- valets will be connected with mobile app, our data collection center, gstn’s e-
way bill software and government or other securities agencies.
3. A fleet owner who is paying toll through e-valet can get live tracking of his fleets along
with toll deduction as use and pay per km basis on his mobile app which is
authenticated by his fleet ownership data.
4. The amount deposited in e-valet which is deducted on pay per km basis of each and
every fleet movement will be credited on direct beneficiaries account which is account
of NHAI or appointed agencies and the data of amount can be collected through MIS on
per km running of every fleet on highways.
5. These e-valets are also connected with gstn’s e-way bill software and one cannot
generate e-way bill of a particular fleet number if there is no amount or not sufficient
amount for estimated km from point A to point B of e-way bill generation that is why
this is mandatory to deposit toll of estimated route of transportation before generating
e-way bill of that particular vehicle.
6. We propose tolls only for loaded trucks and these e-valets connected with e-way bill
software there is no chance of losing tolls or movement without tolls of loaded trucks
in national highways if truck is empty or without load there is no need to pay toll or to
transfer money in e-valets for empty truck movement.
7. This is complete automated process and there is no physical interference to check or
collect toll in highways through toll naka or any other scanning cameras or any other
equipment there is no need to install any hardware like gps , gprs, rfid, fast tag or electronic
security number plates also there is no need to appoint any enforcement agency or a
person in highways to check or collect toll manually.

8. These e-valets will also be connected with vahan and saarthi and other RTO portals that is
why all direct access related to vehicle can be deposited through these e-valet and there is
no need to go to RTO to pay or deposit taxes like fitness , permit , registration , green tax
and others in other words we can say a single smart e-valet for all payments and taxes
including toll.
Example

Anil transport has a truck number MH01CA1234 and he wants to create his e-valet he has to submit data
on mobile app and authenticate by us through verification of various documents numbers and other
validations after authentication his e-valet account will be created and his e-valet ID will be his vehicle
registration number that is MH01CA1234 with this registered ID he can get live tracking of his vehicle
movement load capacity total load fuel in his tank and also can get live statement of balance amount in
his e-valet for toll and other taxes and toll deduction as per his use and pay per km.

If he get a load from Mumbai to Delhi and he wants to generate e–way bill he will go on mobile app and
get information of estimated toll from Mumbai to Delhi and any other tax which is to be collected as entry
or green tax on various locations during the trip and can also see the balance remaining amount in his
account if he will generate e-way bill of that particular vehicle and there is no sufficient amount of toll
estimated eg.Estimated and toll amount is Rs.Seven thousand and there is only two thousand rupees in h
is e-valet then his e-way bill for that particular vehicle for above journey will not be generated until or
unless he will pay the balance five thousand rupees through any of the electronic payment mode through
his e-valet, without sufficient amount in e-valet Anil transport cannot generate e-way bill of MH01CA1234
that is why there is no chance for Anil transport to run his vehicle number MH01CA1234 on highway
without paying toll. Now after getting balance in his e-valet he will generate e-way bill and start his
journey from Mumbai to Delhi once fleet is running on highway owner of Anil transport can get live
tracking of his truck on his mobile app along with live data of fuel tank and load and also he can see how
many kms his fleet ran and how much toll deducted from his e-valet once his fleet reach to Delhi at
consignees location his e-way bill will automatically close once his vehicle is unloaded and there is no
need to close e-way bill manually from the end of consignee, consignor or Anil transport.

Now after unloading Anil transport gets return load from Jaipur to Mumbai and he is going
to run his truck empty from Delhi to Jaipur so he can go without filling his e-valet for toll
money and once he wants to start his journey from Jaipur to Mumbai and before loading or
generating e-way bill he has to do the same process he did while coming from Mumbai to
Delhi.

Estimated toll revenue amount per year
1. 40 lakh trucks moving on highways and run 300 km a day will now exceed
running up to 350 km just because of toll barrier free Bharat and there will be
no stoppage for tolls.
2. Average 60% trucks running on road from 40 lakhs are running loaded and rest
40% runs empty.
3. If we calculate running of loaded trucks which is 24 lakhs trucks average toll
price is Rs.5 per km average toll per km for 24 lakhs trucks is Rs. 1.2 crores per
km.
4. If a trucks runs 350kms in 24 hrs the total revenue per day will be 420 crores
per day.
5. If 24 lakhs trucks runs 300 days in a year the total toll collection will be up to
Rs.72000 crores which is 240% more than current toll collection of 30000
crores.

Comparison between current toll system and toll barrier free Bharat

1. In revenue
The government will get more than 240% of total toll collection with current system
besides of this in new system the toll will only be collected from loading trucks, there is an
expense of Rs.6000 crores of toll maintenance in current system but in new system there is
centralized system of monitoring the opex of toll barrier free bharat will be nearly six
hundred crores per year which is 10 times lesser from current system if we calculate net
toll collection amount after expense and compare the new system will provide 3 times
additional revenue of current toll collection.
2. Fuel savings in current system there is a wastage of Rs.1.5 lakhs crores in account of fuels
which burns in queues and congestion on toll plazas which will save completely in new
systems as there will be no stoppage on highways for tolls.
3. In time savings there will be an increase of 50kms per day of average current running of
a truck which is 300km in 24 hrs. of a truck and now in new system there will be no
stoppage of toll because of this the average running in 24 hrs. of a truck will exceed up to
50kms and will now run more than 350kms which is approximate 15%to 20% lesser time of
a trip.
Advantages of toll barrier free Bharat with our technology

1. Political
a. Support to government in elections from 15 crores transporters and fleet owners families who will
directly be benefitted from this movement.
b. Bold decision next to note bandhi and gst after independency.
c. Toll free movement of private and passenger commercial vehicle will be a better advantage to
Indian people which cannot be calculated monetarily.
d. Bold decision to show the dedication and devotion towards transparent and corruption less
movement of fleets on roads.

2. Economical
a. The saving in time fuel and toll in empty movement of truck will directly effect on cost of
transportation and low transport cost or savings in transportation cost will directly effect on
inflation.
b. With connectivity of e-valet to e-way bill software will provide actual and transparent gst revenue
collection and there will be no chance of any breakage leakage or damage in gst revenue collection
and gst revenue will increase up to 150% once the fleet movement will be monitored with high
accuracy of tracking.

3. Social
With smart e-valet system there will be no manual interruption in fleet movements on highways the
drivers and other crew staff will feel safe while driving as currently they are treated rudely on toll nakas
and tortured third degree while paying the toll and corruption will go down as low as 0% on toll
collection and increase of toll and gst revenue amount will be used for betterment of Indian civilians
and will directly effect on savings of interest on loan taken for various development schemes and
infrastructure development by the government.
USP of our project
USP of the project proposed by us is fuel burn radiation technology invented by us
and it is a proprietary technology and a chain and master control of complete
project because fleet movement tracking with high accuracy along with load
capacity accuracy up to plus minus 5 kg is not possible without this technology
because in any other option of virtual tolling there is a dependency always on fleet
or fleet owners because the data collection device which is gps or gprs, rfid, fast tag
or electronic security number plates is to be installed in vehicles and installation
and maintenance expense is to be beared by fleet owners and compulsion of
installation will effect the cost of maintenance of a fleet and also indicate and
indirect corruption and connectivity of e-way bill is a turnkey in actual gst revenue
collection will directly effect Indian economy as complete transaction of money will
be transparent and collection of direct and indirect taxes will go on highest figures
the efficacy and feasibility is going to be prove in its official pilot which we can run
as early as in a week after signing an MOU with the government or NHAI.
