objective
As CHGR0 has better radio quality compared to CHGR1, then EDGE Timeslot re-allocation has
been one of strategy to improve EDGE performance.
Continuing this strategy, CSPSALLOC and CSPSPRIO come with the same purpose. We are able to
choose either CS or PS we will put the priority into CHGR0. As a part of data performance
improvement, then PS will be chosen to be put in CHGR0.
Strategy is to put CS call as last priority in CHGR0 but PS call with no preference (by parameter
CSPSALLOC set to CSLASTPSNOPRF). But to prioritize PS call on CHGR0, parameter CSPSPRIO
shall be set to PSPRIO.

This parameter determines if the CS selection preference for non-hopping TCHs on the
BCCH frequency has higher or lower priority than the criterion to avoid TCH groups with

- CSPSALLOC and CSPSPRIO give improvement on almost all expected KPIs, such as
TCH Drop Call Rate, HOSR, TBF Success Rate, and also Throughput.
- Applying this strategy is also synergy with previous strategic activity, EDGE TS Re-
Allocation, which re-allocate EDGE TS to CHGR0.
