Q1. What are the guidelines to field trips and other
forms of outing?
a. Educational field trips can supplement classroom instruction,
but this depends on the place visited, i.e., cultural, historical
and scientific interest such as the National Museum, Museo
Pambata, provincial/local museums, Science Centrum,
Planetarium, zoological, botanical gardens, historical
sites/shrines, model manufacturing or technological firms or
scientific sites.
b. Recognizing, however that such trips involve certain
monetary cost which may be affordable to students coming
from poor families and who therefore are not able to join,
teachers should refrain from conducting tests based on these
field trips. Should it be decided that tests will be held based on
these field trips, students who were unable to join such trips
should not be penalized; they shall be given special tests or
assignments as substitute for not joining the field trip.
c. Those responsible for organizing the field trips
should secure the consent of parents for their children
to join the field trip since the children are under the
stewardship of the school.

d. Educational field trips should never be used to


generate income for the school or for school
officials/teachers organizing them. Student should only
be charged for actual costs for transportation, entrance
fees and related expenses.

e. School teachers should always accompany the


school children from the time they leave for their field
trip up to the time they leave for their respective
homes. Parent volunteers should also be encouraged
to join the field trip to help in looking after the school
children.
f. The principal or teacher responsible for organizing the
field trip should select the safest means of transportation.
Passengers should be loaded into the vehicle in
accordance with the maximum passenger capacity.
School children should not be allowed to ride on the roof
of motor vehicles or on the boarding platform (sabit).

g. Drivers should be advised to drive with extreme care


considering the number of school children-passengers.
Furthermore they should be advised against taking any
alcoholic drinks for the entire duration of field trip.

h. If the field trip involves swimming or some other


recreational activity or sport after the visit to the places of
interest, teachers (or lifeguards in the case of swimming)
should be strategically stationed to watch over the school
children.
i. To the extent that resources would allow the school
principals or teachers should arrange for optional
accident insurance coverage for the schoolchildren
who will join the fieldtrip.

j. No field trip shall be undertaken without the written


consent of the parents, or student’s guardians;

k. When a majority joins the field trips, there should be


no punitive measures or activities such as tests related
to the trip that will put the students who could not join
the field trip at a disadvantage. They should be given
activities in school to compensate for their inability to
join the field trip.
l. The field trip should be well planned ahead of time
with the students, so that they know exactly what to
look for in the field trip. Safety measures should be
discussed before the field trip;

m. Places to visit should be educational places, such


as cultural and historical sites or science exhibits in
museums which complement or supplement
classroom lessons;

n. Trips to mall and attendance at noon time TV shows


especially during classes hours are discouraged;
o. As much as possible, field trips should not put an
additional financial burden on the parents. Possible
sponsors or other sources can be tapped for the
purpose; and

p. Attention is called to the other provisions of the


previous DepEd Orders on field trips which still hold
true.

Q2: What are the rights of a Public School
Teacher?
1. No probationary period preceding regular
appointment. When recruitment takes place after
adequate training and professional preparation in
any school recognized by the government, no
probationary period preceding regular appointment
shall be imposed upon a teacher who possesses
the appropriate civil service eligibility.

2. Consent for transfer. Except for cause and as


herein otherwise provided no teacher shall be
transferred without his consent from one station to
another.
3. Safeguard in disciplinary procedures. Every teacher
shall enjoy equitable safeguards at each stage of any
disciplinary procedure and shall have;
a. The right to be informed, in writing, of the charges.
b. The right to full access to the evidence in the case
c. The right to defend himself and to be defended by the
representative of his choice and/or by his
organization, adequate time being given to the
teacher for the preparation of his defense; and
d. The right to appeal to clearly designated authorities.

4. Administrative charges shall be heard by the


committee. Administrative charges against a teacher
shall be heard initially by the committee composed of the
corresponding School Division Superintendent of the
Division or a duly authorized representative who should
at least have the rank of a division supervisor, where the
teacher belongs.
5. Teacher shall not be required to render more than six
(6) hours of actual classroom teaching.
6. Additional compensation. Notwithstanding any
provision of existing law to the contrary, co-curriculum
and out of school activities and any other activities
outside of what is defined as normal duties of any
teacher shall be paid an additional compensation of at
least twenty-five percent of his regular six hours of actual
classroom teaching a day. Any work performed in excess
of eight hours a day shall be paid an additional
compensation of at least twenty-five percent of their
regular remuneration.
7. Salary scales. Salary scales of teachers shall be
provided for a gradual progression from a minimum to a
maximum salary be means of regular increments,
granted automatically after three years; provided, that the
efficiency rating of the teacher concerned is at least
satisfactory.
8. Equality in salary scales. The salary scales of teachers
whose salaries are appropriated by a city, municipal,
district, or provincial government, shall not be less than
those provided for teacher of the national government.
9. Special hardship allowance. In areas in which teachers
are exposed to hardship such as difficulty in commuting
to the place of work or other hazards peculiar to the
place of employment, as determined by the secretary of
education.
10. Deduction prohibited. No person shall make any
deduction whatsoever from the salaries of teachers
except under specific authority of law authorizing such
deductions: provided however, that upon written authority
executed by the teacher concerned, (1) lawful dues and
fees owing to the Philippine Public School Teacher
association and (2) premiums properly due on insurance
policies, shall be considered deductible.
11. Compensation for injuries. Teachers shall be
protected against the consequences of employment
injuries in accordance with existing laws.

12. Study leave. Teachers who have at least seven years


of continuous service are entitled to a study leave

A: As a general rule, a student shall not be permitted to
take any advance subject until he has satisfactory
passed the prerequisite subject or subjects. However, in
the case of students in the secondary level, the following
rules shall apply;
a. A student who has failed in any subject must enroll in
the subject again, either during summer or in a
succeeding school year. A student who has passed a
subject need not repeat the subject.
b. A student may enroll in not more than two subjects
during the summer, either for the purpose of making
up for subjects previously failed, or for earning
advanced credits in other subjects.
c. A student shall not be allowed to take any new subject
unless he takes at the same time the prerequisite subject
in which he failed.

d. A student will be permitted an overload of not more


than one subject during the regular school year, inclusive
of subject previously failed. The above restrictions will
not apply where the student concerned has reduced or
eliminated his back subjects during the summer term.

Gifted or honor students in all levels may be permitted to


take such additional advanced subjects or overload,
including the summer session, as the appropriate school
official may determine, based upon the previous
academic performance of the student and other evidence
of educational measurement.

school canteen/premises. Teachers and school personnel
are likewise prohibited from selling food items within the
school premises, except through the school canteen and

cooperative.
Q6: What are the Functions of the School Governing
Council?

A: The School Governing Council determines the general


policies of the school on: • Student welfare, discipline and

the SIP implementation Management of Council

The authority of the School Governing Council is


exercised in accordance with the government legislation,
administrative instructions and the council’s constitution
and by-laws.

School Governing Council?

A: The Functions of the School Head in the School


Governing Council are the following; • Establish school
and community networks • Encourage the active
involvement of school community stakeholders in school
improvement process. • Serve as the Chief Executive
Officer of the council.
Q8: Who shall be members in a PTA?
A: Membership in a PTA is limited to parents, or in their
absence the guardian, of duly enrolled students, and
teachers in a given school.

For this purpose, a guardian is hereby defined as any of


the following: a) an individual authorized by the
biological parent/s to whom the care and custody of the
student has been entrusted; b) a relative of the student
within the fourth degree of consanguinity or affinity
provided that said relative has the care and custody over
the child; c) an individual appointed by a competent court
as the legal guardian of the student; or d) in case of an
orphan, the individual / institution who has the care and
custody of the students.
Q9: What are the privileges of recognized PTAs?
A: A PTA is authorized to collect voluntary contributions
from parents/guardian members once it has been duly
recognized and given a Certificate of Recognition by the
School Head. Such collections, however , shall be subject
to pertinent issuance of the DepEd and /or existing
pertinent ordinances of the local government unit
concerned, if any.

Q10: What are the prohibited activities and sanctions of
PTAs?
A: PTAs are prohibited from:
1. Interfering in the academic and administrative
management and operation of the school, and of the
DepEd, in general; 2. Engaging in any partisan political
activity within school premises 3. Operating a
canteen/school supplies store, or being a concessionaire
inside the school or nearby premises, or offering these
services to the school as its client either directly or
indirectly; 4. Selling insurance, pre-need plans or similar
schemes or program to students and.pr their parents and;
5. Such other acts or circumstances analogous to the
foregoing.

PTA Officers and members of the board of directors are


prohibited from collecting salaries, honoraria, emoluments
or other forms of compensation from any of the funds
collected or received by the PTA.
PTAs shall have no right to disburse, or charge any fees as
service fee or percentages against the amount collected
pertinent to the school publication fee. Supreme Students
Government (SSG) Development fund and other club
membership fees and contributions.

In no case shall a PTA or any of its officer or members of


the Board of director’s call upon students and teachers for
purposes of investigation or disciplinary action.

The recognition of any PTA shall be cancelled by the


division PTA affairs committee upon the recommendation of
the School Head concerned for any violation of the above
mentioned prohibited activities and these guidelines.
Q11: What are the policies that shall be strictly
observed on collection of school contributions,?

I. Collection of school contribution


a. No fees shall be collected from school children enrolling
to preschool up to grade 4 during the enrollment period
and at any time during the school year. This prohibition
shall cover the authorized but voluntary contributions
such as Boy Scout of the Philippines (BSP),Girl Scout
of the Philippines(GSP),Red Cross, anti-Tuberculosis
(TB) fund and Parent-Teachers Association(PTA),
among others;
b. For grade and year levels beyond grade 4, no collection
of any type shall be undertaken during the enrolment
period and the first month of classes. Starting on the
second month of every school year. Contributions may
be collected by the duly authorized representative of
said organizations. But only on a voluntary basis.
c. PTAs may start their collection only after presenting a
report on the utilization of the previous school year’s
collection to their members and to the school
administration.

d. The school publication fee shall be set by the secretary.


The publication of a school paper, while not mandatory is
strong encouraged in line with the campus journalism
program both at elementary and secondary levels; and

e. The membership fees for student organizations shall be


set by the organization subject to existing school policies on
student organizations.
Q12. What are the roles of the School Head as the
Chief Executive Officer in the School Governing
Council?
• Implement the School improvement Plan
Once the School Improvement Plan is approved by
the Schools Division Superintendent, upon the joint
endorsement of the SGC and the School Head, the school
head’s responsibility is to ensure that it is implemented
properly. This involves delegating responsibilities to other
staff and setting up processes to monitor progress, collect
and analyse data and document relevant information in the
School Annual Report.
• Implement policies.
Policies are developed in partnership with the
School governing Council. The school head’s role is to
inform students, parents, staff and to set up processes
and procedures to ensure the policy is followed.
• Provide accurate and timely information.
The school head works with the staff to provide
progress reports about the School Improvement Plan
to the council at each meeting.
The school head must also inform and help
the council understand government requirements and
initiatives.
Financial reports are provided to the financial
committee as needed to ensure expenditure is being
appropriately managed.
Participates in the development of the School
Improvement Plan.
The SIP is a document that outlines the vision,
values, goals, targets, strategies and resources in
school improvement.
It is developed in a participatory manner by the
School Planning Team and representative from group
of of school community stakeholders. (The SGC
decides on the membership of the School Planning
Team) The SGC takes an active part in the
development of the SIP.
It is also the council that co-endorses with the
School Head the SIP to the Schools Division
Superintendent for review and acceptance. •
Q13: What are the Role of the School Governing

The School Head should organize a planning team from the
internal stakeholders of the school.

The School Head prepares and sends letters of invitation to


the identified stakeholders to invite them to a preliminary
orientation on school council aspects & their role in school
improvement and local school management or governance.

After the preliminary orientation, school stakeholders in


attendance manifest willingness or desire to be council
members or turn down the invitation.
School planning team goes through the process
until SGC desired composition is completed. Be sure
that the chosen members are the committed ones.

As the SGC membership is realized, the school


planning team conducts a more comprehensive SGC
orientation workshop which culminates in an election
of its officers first planning meeting.

The council elects its first set of officers based on


the agreed process. Subsequent election shall follow
election procedure prescribed in the SGC Constitution
and Bylaws.
