History
• Navy built infrastructure on Guam, including communications infrastructure
– Spun off Government of Guam agencies for commercial services
• Navy retained easements on all numbered highways
– Navy retained underground duct systems, both off and on base
– Most ducts are in reinforced concrete envelope
– Ducts have failed/collapsed in some locations
– 600+ man holes
• Navy owns all inter-base cabling
– 99.9% of inter-base services on fiber transport
• USPACOMINST 2000.6H assigns responsibility for inter-base
communications to Navy.
– Typically a DISA function
