Timeline

Date Changes
-RRC redirection turned on for F1 towards F2.
-SPGID=2 (HS less-prefered) has been set to F1 and F4.
- The HSPA number of F2 & F3 increased (HSDPA from 64 to 96 & HSUPA from 10 to 15).
- The HSPA power offset of F1 reduced 7db.
-HSUPA deactivated in F1.
- Service steering DRD is ON in F1/F2/F3 but OFF in F4.
- F2&F3: 2D (HS) changed to -24(EcNo) and -115(RSCP). CS is -12(EcNo) and -100(RSCP)

*Phase 1 is the main RRM settings for service steering.
**Phase 2 is the optimized setting to keep more traffic in 3G and push more traffic into F1

**Data period:10Sep-12Sep (Pre-RRM) VS 24Sep-26Sep (Post-RRM)
1. Speech CSSR is better due to better EcIo in F1 and F4.
2. PS CSSR degraded by 0.08% as DRD from F1 to F2/F3 may fail due to worse EcIo in F2/F3.
3. AMR DCR remained while PS DCR improved. Please note that external inteference found
in W900 starting from 17th Sep.
4. Speech traffic increased 2.73% while PS total data has slightly increased 1.15%.
5. More users are now staying in CELL_FACH longer and it has reduced number of HSPA
users. It indirectly has increased the data volume especially HSUPA volume.
6. IRAT/RAB ratio is 1.35% better.
7. From OSS KPI, the HSDPA throughput is generally lower.

**KPIs are 2 days data after each of the activity
1. The objective of Phase 2 to keep more traffic in 3G is generally achieved.
2. After 2D RSCP changed to -106, the CS traffic increase around 3% from above table and
more 5% if day-to-day comparison (Tuesday to Tuesday).
3. F1 is able to absorb more traffic after interfreq target threshold changed from -92 to -95 if
we checked the traffic per layer trending.
4. IdleQoffset modification does not show any traffic shifting.

-CS CSSR of F1 is improved during RRM in September because of cleaner EcIo


-It has brought up the overall CS CSSR.

-CS DCR remained although F1’s DCR has improved a lot from around 0.4% to
0.26%.
-It has been impacted by the RTWP of F4 which started after 17th Sep.
-The DCR of F2 & F3 which CS is most of the MRAB user, improved a lot as
expected after MRAB 8k turned ON. It has bring down the overall DCR as well.

-PS CSSR is slightly lower due to F2 and F3 are having worse EcNo/RTWP
which would cause DRD failures.

-The PS DCR of F4 is higher partly because of lesser PS samples and
suffering external interference as well.

CS Traffic

-CS traffic distribution in RWNG03: F1 has


got around 60% while F4 has got 23.5%.
The rest is in F2&F3 where more than 80%
is Multirab.
-Previous finding found that the EcNo was
better after RRM and most of the IRAT HOs
would be triggered by RSCP.
-Therefore 2D (RSCP) has been optimized
and now total CS Traffic increment is around
8% after RRM+ 2D(RSCP) changes.

HSDPA Traffic

-More traffic found in F2 because DC users would stay in F2 only and it may use
the HSDPA power of F1.
-Total HSDPA traffic volume is stable.

-More traffic found in F2 because DC users would stay in F2 only indirectly


increase the HSUPA traffic volume as well.
-Total HSUPA traffic volume is getting more especially after EFD activation as
EFD has free up more HSUPA resources.

-Not much change in R99 traffic volume as most of the traffic is still HSPA traffic.
-R99 traffic volume reduced after EFD which free up more HS resources.

HSPA Mean User

-HSPA user number slightly reduced as some UEs stay in CELL_FACH for longer
time. It did not affect the overall HSPA traffic as the HSPA traffic increased after
RRM. It is good as it can free up more HSDPA/ HSUPA user number resources.
-HSPA user number reduced significantly after EFD.

-OSS shows lower throughput relatively as F1 is reserved mainly for CS only.


-However, throughput is improved after EFD.

-TCP of the network remained.


-By layer, F2 and F3 used more TCP as it loaded with more HSDPA users.
-F1 and F4 used lesser TCP power.

-The RTWP of F1 is better as the HSUPA has been deactivated.


-The RTWP of F2 and F3 increased due to more HSUPA users and load but have
been improved after EFD.
-The RTWP of F4 is impacted by external interference even before RRM started.

The Code congestions, Power congestions and CE congestions of CS service


were all less than 10 failures per day before the RRM implementation. After the
RRM implemented on 18th Sep, it remained less than 10 failures per day.
Some spikes during RRM is due to worse cells, not because of RRM.

The MR from CS service shows that the MR with EcNo<-12 & RSCP <-95 of
pre-RRM is 12.6% while post-RRM is 9.5%. Improved by 3.1%.

Generally the EcIo plots show improvement because of the service steering
strategy with cleaner access layer.

RLC Throughput

The RLC throughput drive shows the throughput is better in some area.
It is because of the following reasons:
1. 2D has been turn off in HS overflow layer.
2. DC users are managed to use F1 resources which is reserved for Multirab and
DC users only. Therefore DC could get better throughput as shown below:

Recommendations

Recommendations:

1. The EcIo is better now and most of the IRAT HOs are triggered by RSCP.
Therefore it would good to lower down the 2D RSCP of F1 to retain more traffic in
3G. MR analysis in Nastar shows that around 5% of the area is still with
106<RSCP<-103 .

2. R8 Fast Dormancy may offload the network and reduce number of HSPA users.
(Implemented on 9/Oct/2013)

3. HoCovPrio and CS Interfreq Target Threshold could be optimized to keep more


CS traffic in F1. (Done )

4. IdleQoffset between F1 & F4 could be remain 3db.

5. Extend the PS Retry timer to relief the PS congestions.
