Vivian Herrick- Medical Technology may be Traced Back in 1550
B.C When intestinal parasites such as Parasites Taenia and
Ascaris were mentioned in writtings. Ebers Papyrus (early
writing) have descriptions of the three stages of hookworm
infection.
Professor M. Ruth Williams- “introduction to the Profession of
Medical technology”, urinalysis was fad during Medieval period
(1096-1438)
 Quacks Called doctors from diagnosing diseases by the
appearance of urine
 Hindu doctors made scientific observation that urine of
individuals attracted to ants.
Anna Fagelson- MT from 14th Century, Italian Physician
Mondino de liuzzi at university of Bologna employed
Alessandra Giliani to Perform certain task would now
considered medical technologist work
469 BC- Hippocrates- Founder of Scientific 2

Dr. Silas Douglas (1884): Started the first laboratory instruction
Medical College of St Bartholomew (1854): First medical College established.

HISTORY OF MEDICAL TECHNOLOGIST IN
PHILIPPINES
The Science was introduced by 26th Medical Laboratory of the 6th United States
Army after WWII
The first laboratory was established at 208 Quiricada St., Sta. Cruz, Manila.
Where the Public Health Laboratory is presently located.

February 1944: training of High school graduates to work as laboratory Technicians

by 26th medical laboratory.
June 1945, the 26th medical laboratory was endorsed by united states army to National Department
of Health before they left.

Dr. Alfredo Pio de Roda: a staff of 26th medical laboratory took plan to preserve
and save the remnants of the laboratory.
October 1, 1945 the medical laboratory now known as the public Health laboratory

FEBRUARY 1947 Start of the training of medical technicians, under by Dr.
Alfredo Pio de Roda and Dr. Prudencia C Sta. Ana.
1954 4 Created a syllabus of training for medical technicians formal

Manila Sanitarium and Hospital (Manila Adventist medical A sister establishment of Philippine Union College( now
Center) Adventist university of the Philippines) at baesa, Coloocan
City. Started to offer Medical technology Course.

Mrs. Wilma hilgert-Hedrick Decide to do preparations of the course Curriculum and first
medical technology School in the Philippines on the Philippine
union college with a 5 year curriculum degree of Bachelor of
Science in Medical Technology.

Philippine Union College (Adventist university of Philippines) On march 1955, the first graduated in BSMT

1957 9 Offered medical technology course in UST, june 30 1960 was
officially approved by Bureau of education for the 3rd year
of BSMT

MEDICAL TECHNOLOGIST, DEFINING THEIR PRACTICE, AND
FOR OTHER PURPOSES.
 SECTION 1: Title: Philippine Medical Technology act of 1969 1
 DEFINITION OF TERMS

• Branch of laboratory medicine which deals w/
examination by various chemical , microscopic,
bacteriologic and other medical laboratory procedures or
technique which will aid the physician in the diagnosis,
study and treatment of disease and in promotion of health

• Register physician especially trained in methods of
interpretation of tissues
• A person engages in the work of medical technology under
supervision of pathologist or licensed physician.
• Must be passed for Liscensure exam and bachelor degree
of BSMT/BSH
• Person who not being graduate for BSMT/BSH but passed
in Civil service exam, can performs the work of MT
• Under supervision of RMT or Pathologist.
5. Accredited Medical Technology Training • Clinical lab, agency, clinic, hospital duly
Laboratory approved by the department of Health or its
authorized agency.
6. Recognized School of Medical Technology • Any school, college or university offers BSMT
approved by DepEd (CHED)
7. Council • Council of Medical technology education

8. Board • Board exam of Medical technology established
under this act.
SECTION 3: COUNCIL OF MEDICAL TECHNOLOGY
EDUCATION , ITS COMPOSITION
The Council is composed of:
1. Chairman- secretary of education or Director of Private Education.
1. The two board member of medical technology must be a dean of the institute of hygiene of the
university of the Philippines.

2. Any dean representative or heads of private schools of medical technology

2. Vice Chairman- Director of the Bureau of Research and Laboratories of the

department of health.
SEC 4: COMPENSATION AND TRAVELING EXPENSES
OF COUNCIL MEMBERS
The Chairman and Members of the Council shall be entitled 25 pesos per diem/day
for every meeting attended.
SEC 5: FUNCTIONS OF THE COUNCIL OF MEDICAL
TECHNOLOGY EDUCATION
1. To recommend the minimum required curriculum for the course of medical technology 5
2. Determine and prescribe the number of students to be allowed to take up the MT course in each school,
taking into account the student-instructor ratio and the availability of facilities for instruction.
3. Approved medical technology schools meeting the requirements and recommend closure of those found to 6
be substandard.
4. Require all medical technology schools to submit an annual report, including the total number of students
and instructors, a list of facilities available for instruction, a list of their recent graduates on or before
month of june.
5. Inspect, when necessary, the different medical technology schools in the country to determine whether a
high standard of education is maintained in said institutions.
6. Certify for the admission into undergraduate internship students
7. Formulate and recommend approval of refresher course for applicant have failed the board exam for the
3rd time.
8. Promulgate and prescribe and enforce necessary rules and regulations.
 SEC 6: MINIMUM REQUIRED COURSE
o MT course shall be at least 4 yrs, including 12-month satisfactory internship in
accredited laboratories and include the following subjects:
English College Physics
Spanish General Chemistry
Social Science Qualitative Chem
General Zoology Quantitative chem
Botany Microbiology
Math Biostat
Biochem Clinical Lab Methods
Gross Anatomy Hematology, blood banking, serology, Clinical
microscopy, applied microbiology, parasitology.
Histology Histopath
Physiology Cytology
Clinical parasitology General pathology
SEC 7: BOARD EXAM OF MT
Chairman of the Board Two Members of the board

SEC 8: QUALIFICATION OF EXAMINERS
Qualifications
1. Filipino citizen
2. With Good moral character.
3. Qualified pathologist or duly registered medical technologist w/ degree of BSMT or any equivalent
4. Has been practice of laboratory medicine or MT for atleast 10 years prior to appointment.
(amended) for atleast 5 years
5. Not a member of faculty of any medical technology school, or any pecuniary interest, direct or
indirect in such institution.
SEC 9: EXECUTIVE OFFICER OF THE BOARD
The commissioner of Civil service shall be the Executive officer of the Board 9

Sec 10: Compensation of Members of the Board of examiners for Medtech:

Each member of the board shall receive a sum of ten pesos for each applicant
examined and 5 pesos for each applicant granted.
SEC 11: FUNCTION AND DUTIES OF THE BOARD
1. Administer the provision of this act:
2. Administer oaths in connection w/ administration of this act;
3. Issue, suspend and revoke certificates of registration for MT practices. 11
4. Look into conditions affecting practice of MT, Adopt measures may be deemed
proper maintenance of good ethics and standard
5. Investigate such violation of this act and rules and regulations issued. 10

6. Draft rules and regulations as may be necessary to carry out the provision.
SEC 12: REMOVAL OF BOARD MEMBERS
Any member of the board may be removed by the president of the Philippines for
neglect of duty, incompentency, malpractice or unprofessional, unethical, immoral or
dishonorable conduct
The president shall have the power to suspend member under investigation and
appoint a temporary member in his place 12
SEC 13: ACCREDITATION OF SCHOOL OF MT AND
TRAINING LAB
oThe department of education shall approved any schools of medical technology in
accordance the provision of this act.
oDOH- shall upon the recommendations of the council of medical technology
education for laboratories for accreditation as training for BSMT students.
SEC 14: INHIBITION AGAINST THE PRACTICE OF
MT
No person shall practice or offer to practice medical technology withouth having
obtained valid certificate of registration from the board provided that registration
shall not required of the following:
1. Registered physician
2. Medical technologist from other country called for consultation or as visiting or
exchange professors to colleges or universities
3. Medical technologist in the service of united states armed forces stationed in
Philippines.
SEC 15: EXAMINATION
All applicants for registration as MT shall required to undergo board exam.
1. Examination is composed of written exam 15

2. Board shall be given every six months every month of march and September.
3. Result of examination will published least 3 news paper and 3 working days
board result at PRC website or any accredited websites.
SEC16: QUALIFICATION OF EXAM
1. Good health and good moral character
2. Has completed the course of BSMT for at least 4 years curriculum
3. Other paramedical professions who are actually performing medical technology
for the last 5 year prior to act.
