Lesson 9: ICT as a

platform for change


EMPOWERMENT TECHNOLOGIES
ICT as platform for change covers
the following topics:
1.ICT as medium for advocacy and
developmental communication;
2.The social power of social media; and
3.Digital citizenship and the Filipino people.
Samples of this phenomenon include, but are
not limited to:
1.EDSA and Cardinal Sin’s call to action via radio
broadcast;
2.EDSA Dos and the use of text messaging to mobilize
people;
3.Million People March against Pork barrel via
Facebook; and
4.Disaster relief operations and mobilization via Internet
and text brigades.
Objectives:
• Independently discuss how ICT tools and platforms
have changed the way they communicate, and how
social change have been brought about the use of
ICT’s.
• Distinguish social power of social media from digital
citizenship and the Filipino people.
• Share the essence of valuing online platforms, online
safety including security, ethics and etiquette.
What is advocacy?
• Is a process of supporting and enabling
people to: express their views and concerns,
access information and services, defend and
promote their rights and responsibilities.
The Power of Social Media
• What advantages does the creation of social media
offer citizens of developing nations?
• Should International policymakers and organizations
concerned with economic development and human
rights embrace social media as a tools for achieving
those ends?
• How should social media fit into the broader context
of ICT?
Global Digital Divide
• Describes the unequal distribution of
information and communication
technology across nations, commonly
described as the “gap between information
haves and have not”.
Roles of ICT in the recent History
Throughout recent history, the Philippines has
been one of a few nations that demonstrates
unity for a call to action or social change.
These campaigns for social change would
have not been successful if were not for ICT.
1.EDSA (People Power Revolution). It
lasted from 1983 to 1986. a major protest
that took place along EDSA from
February22 to 25 1986 involving 2
million Filipinos rom different sectors.
2.Cardinal Sin. Encouraged the Filipinos
to help end regime of the former
President Ferdinand Marcos through
Radyo Veritas which helped change the
course of history.
3. EDSA Dos also known as 2001 EDSA Revolution happened
during January 17 to 21, 2001. It was fueled after 11 prosecutors
of then President Joseph Estrada walked out of the impeachment
trial. As a result, the people in EDSA grew over the course of a
new days through text brigades.
4. Super Typhoon Yolanda. Recent storms in the Philippines
gave birth to the People Finder data base powered by Google.
During typhoon Yolanda, the People Finder was a vital tool for
people across the globe to track the situation of their relatives.
This proved to be successful and is now adapted by more
organizations to help people track relatives during calamities.
ICT as a medium for ADVOCACY
change.org
Is dubbed as the “world’s platform for change”
where anyone from online community can create a
petition and ask others to sign.
It gives access to more people by allowing the
online community to affix their digital signatures on
a petition.
change.org in the Philippines
The petition to have death row convict
MARY JANE VELASCO released
was the fastest ever growing petition
from the Philippines with over
250,000 signatories from over 125
countries.
Digital Citizenship
Refers to the utilization of Information Technology
(IT) in order to engage in society, politics, and
government.

K. Mossberger, et al. define digital citizenships as


“those who use the Internet regularly effectively”.
DIGITAL CITIZENSHIP PRINCIPLES
• Engage positively
• Know your online world
• Choose consciously
Engage Positively
 Respect the rights of others to participate and have an opinion.
 Ask before tagging other people or posting photos
 Report offensive or illegal content
 Stand up and speak out about cyberbullying- friends
 Don’t respond to hurtful or nasty comments-block and report
cyberbullying
 Speak to your parents or trusted adult about upsetting online
experiences.
 Report threats or violence to the police (collect evidence
to show them).
KNOW YOUR ONLINE WORLD
• Learn how new skills will help you explore the
online world.
• Recognize online risks and how to manage them.
• Look out for suspicious emails and scams.
• Use secure websites for financial and retail services
• Keep passwords secret, strong and unique.
• Know how to report bullying behaviour on social
media sites.
CHOOSE CONCIOUSLY
• Choose privacy and security settings carefully and
check them regularly
• Choose wisely online- not everybody online is who
they claim to be, regularly review your connections
and remove people.
• If you have made a mistake apologize and take
down offensive material as soon as possible.
• Ask for permission before uploading pictures of
your friends.

Social Media and Digital Platform in the Philippines
Steps:
• Step1: Group yourselves into 5
• Step 2: Choose a leader in the group that will be assigned
to discuss the group’s output/
• Step 3: Discuss among yourselves what current
events/issues in the Philippines were Social Media and
Digital Platform played a vital role in the dissemination of
the information.
Example: Edsa Revolution, Typhoon Yolanda
• Step 4: List what type of Social Media or Digital Platform
was used and how it was used.
• Step 5:Write your Group’s answer in a one whole sheet of
paper along with your group members.
