Analysis
 The city of Silay wants to change its development course and focus by shifting from
primarily agricultural City to a center for culture and the arts.
 Such focus on heritage and culture is also supported by specialized economic
zones powered by its Airport. The existing land use map is supportive of this Vision
and mission.

 The existing land use map of the City of Silay is consistent with its vision and mission
 Heritage zones and economic zone allocation could augment the sugar industry.
 New ecozones would serve as growth centers.
 Preservation of agricultural lands was also given attention for this sugarcane fields
is part of the heritage of Silaynons as well.

 However, almost 4 years after, current urban land use plan is not yet
adopted/implemented and employment rate is below average

 Therefore, proposed changes are meant to:


1. improve existing land use plan
2. Respond to difficulties in adoption and implementation
3. Further align with the mission and vision of the city

Why Locate it There?
 The construction of the Silay Airport would give
the City a much needed boost in their economy.
Silay City has been eversince dependent on the
sugar industry but Airports, according to studies,
can infuse several new industries if it will be given
ample infrastructure support such as by-pass and
diversion roads for uninterrupted freighting of
goods from and to the airport.
Why Locate it There?
 There is an ongoing construction of a by pass road from
silay-patag road to Silay Airport. The hi-way will run from the
airport thru silay-patag road then thru the national hi way
upto to the heavy industries (sugar mills) located further
north. Economic Zones around the airport can be extended
to run along this hi-way so as not to congest the vicinity in
the future. According to a study (City Competitiveness
Ranking, 2005) by AIM, the City of Silay ranked in the top 5
(among 25 small cities included in its survey) in traffic
management so traffic jams will less likely be a problem.
Why Locate it There?
 Existing road networks was already considered to serve as
tributaries of the major hi-ways and Silay also ranked high in
infrastructure support based on the same AIM study.
 The economic zone are strictly for light industries for areas
around the this zone are of mix-uses and for agriculture.
Heavy industries including the proposed ethanol plantation
will be zoned strictly up north as is indicated in the existing
land use map with buffer zones installed.
