GREEN Building Movement in INDIA

֍ The Green Building movement in India was triggered off when CII- Sohrabji Godrej Green
Business Centre building in Hyderabad(2004) was awarded with the first and the prestigious
Platinum rated green building rating in India.

֍ Since then, Green Building movement in India has gained tremendous impetus over the years.

֍ With a modest beginning of 20,000 sq. ft green built-up area in the country in the year 2003,
today (as on 31 December 2018) more than 5,030 Green Buildings projects coming up with a
footprint of over 6.67 Billion sq. ft are registered with the Indian Green Building Council (IGBC),
out of which 1587 Green Building projects are certified and fully functional in India.

iii. The objective of IGBC Green New Buildings rating system is to facilitate a holistic

Some of the unique aspects addressed in this rating
system:
i. Recognition for architectural excellence through integrated design approach.
ii. Recognition for passive architectural features.
iii. Structural design optimisation with regard to steel and cement. This is a developmental credit.
Projects are encouraged to attempt this credit, so as to help IGBC in developing baselines for
future use.
iv. Water use reduction for construction. This is also a developmental credit.
v. Based on the feedback from green building proponents, use of certified green products will be
encouraged. IGBC has launched a new initiative to certify green products to transform markets.
vi. Products would be evaluated right from extraction to disposal.
vii. Handholding from IGBC Counsellors will now be available for the projects.
viii. A site visit and audit is proposed before award of the rating.
ix. Projects are encouraged to report energy and water consumption data on an annual basis, to
facilitate research in this area.

IGBC Green Townships rating system is a tool which enables the designer
to apply green concepts and criteria, so as to reduce environmental
impacts that are measurable. The rating system is designed to address
large developments and it is mandatory to include residential

Green Township Defined:
Townships
• A township is a combination of several communities; a community in turn is a
combination of several sectors.
• Several townships form a city. A city typically has an administrative, legal, or
historical status based on local law.
• A township, however, may not fall under the purview of the local government.

• Township ranges in sizes and land uses. Townships are typically mixed-use in
character.
• However, Townships can be predominantly commercial, industrial or retail but
should necessarily comprise of a residential component.
• At least 25% of the total built-up area (in sq. m.) within the township should be
earmarked for residential use, for it to qualify for certification.

Scope of IGBC Green Cities Rating System

Projects shall meet the following criteria to qualify for IGBC Green Cities Rating:

1.Any upcoming large scale Development (Greenfield Development or Brownfield Development or Combination)
with a minimum area of 250 Ha and minimum gross population density of 125 persons per hectare (pph).

2.The city shall generate employment opportunities (direct and indirect employment) for at least 20% of the total
population

3.The city shall have following social infrastructure facilities :


1. Education facilities
2. Healthcare facilities
3. Socio Cultural facilities
4. Recreational facilities
5. Sports Facilities

 In case, a large scale Development (Greenfield Development or Brownfield Development or Combination) is


not able to achieve a minimum gross population density of 125 persons per hectare, the project shall provide
employment opportunities for at least 30% of its residents.

IGBC Green Cities (Existing Cities) rating system is a voluntary and consensus-based
programme. The rating system has been developed with the support of IGBC Green Cities
IGBC Committee.

Scope

Existing Cities shall meet the following criteria to qualify for IGBC Green Cities Rating:

1.As per Census 2011, all statutory towns & cities which are notified under law by the concerned
State/ UT Government and have local bodies like municipal corporations, municipalities, municipal
committee, irrespective of their demographic characteristics shall be categorized as Existing cities.

2.Class I Urban Agglomerations / Towns (more than 1,00,000 population), Million Plus UAs/ Towns
and Mega Cities (more than 10 million population) can be considered for the rating (in a pan city
manner or phase wise or zone wise manner)

3.Large existing cities under PPP (Public-Private Partnership) can also come under the ambit of
existing cities.
Cities can define a notional boundary under which it can go for the IGBC Green Cities Rating
(Existing Cities). This can be done either phase wise or zone wise and the boundary can be

The IGBC Green SEZ Rating System (Pilot version) is an extension of the Green SEZ
IGBC guidelines. The Indian Green Building Council along with Ministry of Commerce & Industry
Green has prepared the Green SEZ guidelines. The rating system encourages the projects to
surpass the requirements of many codes and standards.

programme. This committee comprised of key stakeholders including architects,

IGBC Green Landscape Rating System is a measurement system designed for rating
new and existing parks/gardens, which are broadly classified into two categories:

1. Small parks/gardens (< 5 acres)

IGBC Green MRTS rating system is a voluntary and consensus based programme. The
rating system has been developed with the support of IGBC Green MRTS Steering
Committee.
The rating system is a tool to enable new Rail based MRTS to apply green concepts during
design & construction, so as to further reduce environmental impacts that are
measurable. The overarching objective of IGBC Green MRTS Rating is to ensure

(MRTS) IGBC Green Existing MRTS rating system is a voluntary and consensus based programme.
The rating system has been developed with the support of IGBC Green Existing MRTS
Technical Committee under the leadership of Mr. A K Gupta, Director (Electrical), Delhi
Metro Rail Corporation Limited.

The rating system is a tool to enable operational Rail based MRTS to apply green concepts
and sustain performance of system with respect to the green features during operation,
so as to further reduce environmental impacts that are measurable. The overarching
objective of IGBC Green Existing MRTS Rating is to facilitate MRTS operators in
implementation of green strategies, measure their impacts and sustain the performance
in the long run, while enhancing commuter comfort & experience

• A. Government of Uttar Pradesh (Housing and Urban Planning Department):


Additional 5% FAR free of charge for projects which are rated as Gold or above by IGBC.
• B. Additional 5% FAR free of charge is offered by the Greater Noida Industrial
Development Authority (GNIDA) in Uttar Pradesh for projects which are rated as Gold
or above by IGBC.

Pune Municipal Corporation (PMC) and Pune Metropolitan Region Development Authority
(PMRDA), Government of Maharashtra offers an additional FAR of 3%, 5% and 7% for Green
Buildings rated as Silver, Gold and Platinum respectively by IGBC.

Public Works Department (PWD), Government of Maharashtra has mandated that the
renovation of existing buildings and the development of all new government buildings in
Maharashtra shall be carried out as per the suitable IGBC Green Building Rating system.

Government of Andhra Pradesh

• The Industries & Commerce Department offers 25% subsidy on total fixed capital
investment of the project (excluding cost of land, land development, preliminary and
preoperative expenses and consultancy fees) for buildings which obtain green rating from
IGBC. This incentive is applicable for MSME and large industries.
• Municipal Administration and Urban Development Department offers the following
incentives to projects obtaining the rating from IGBC:
• 20% Reduction on Permit Fees
• If the property is sold within three years, one-time reduction of 20% on Duty on
Transfer of Property (Surcharge on Stamp Duty) on the submission of Occupancy
Certificate issued by the Local Authority.

Government of Himachal Pradesh (Town & Country Planning Deptt) offers an additional
10% FAR for projects which are granted Gold / Platinum rating by IGBC.

Urban Development and Housing Department, Government of Jharkhand offers an


additional FAR of 3%, 5% and 7% for Green Buildings rated by IGBC as Silver, Gold and
Platinum respectively.

Government of Haryana (Town & Country Planning Department), as per amendment in

• Therefore, the need for adequate housing for the low-income groups will substantially increase.

• The principles of green and sustainability are fortunately or unfortunately community-agnostic,
in the sense that they also need to handle wastages a bit more carefully, be thrifty in the usage

use of virgin materials and above all enhance their own quality of lives.
