7. PURCHASING AND ENGINEERING
CONTROLS
 Engineering controls are excellent pre-contact
method of accident control since they eliminate
hazards before workers are exposed- minimizing
chance of accidental injury, illness or property
damage.

 Efforts to control hazards before process are


developed and buildings are built are more cost-
effective than redesigning equipment, facilities or
machinery after they are in place.
Design Engineering Considerations

 Engineering Policy or Directive – must be written and


should provide for the review of development, construction
and modification projects by a person or team of persons
knowledgeable in safety, health and loss control.

1. Install procedure for review of engineering documents


2. Procedure should provide for the signature of
reviewer on preliminary as well as final plans.
3. Conduct analysis of production processes for
specific safety & health factors.
4. Review methods and standards.
HAZARD IDENTIFICATION AND RISK ASSESSMENT

 Identify potential losses to identify how the work should


be done at an acceptable level of risk;
 Determine education, qualification and experience
required;
 Establish procedure, permit and protection required;
 Define supervisory needs such as work assignment,
instruction, observation, feedback;
 Establish minimum requirement s for equipment and
material;
 Review regulatory requirements;
 Consider after work deviation as a continuing
improvements.
Process Engineering Considerations

 This includes such items as changes in


formulations or materials used and changes in
process parameters ( such as time , temp.,
pressure) which do not necessarily require
equipment change.
 Safe ranges for these parameters should be
established for given processes and materials and
any changes beyond these ranges should be
carefully reviewed.
Process Engineering Considerations

 A mechanism must be in place to evaluate changes that


may be made.
 The methods and standards described here are operational
parameters and should be addressed in the policy.
 To ensure any residual risks are identified, a procedure for
a pre-start-up evaluation should be in place.
 A follow-up system should be in place to ensure necessary
actions are completed prior to process implementation.
Regular Program Monitoring

 Compliance checks of design engineering records


should be made by an unbiased person with
results communicated to related management, to
determine the percentage of compliance with the
engineering policy or directive.
PURCHASING CONTROLS

 This element is designed to evaluate the formal


programs and procedures which are in place and
working to ensure that purchasing-related loss
exposures are controlled prior to goods and
services being delivered on-site.
Procurement of Goods

 1. Purchasing Policy or executive directive


requiring inclusion of health and safety
considerations.
2. Identification of loss exposures.
3. Specifications must be defined for equipment
and machinery.
4. Request relevant product safety information
from suppliers.
Activities involve in proper control of
hazardous substances:
 Inclusion of Safety and Health
 Inspection procedure
 Recording/Logging
 Quantity of material
 Purchase of substitutes
 Control of petty cash purchases
 Transportation and handling
 Labeling
 Use of Material Safety Data Sheet

 Material Safety Data Sheets are excellent source of


information and they should be:

 Complete

 Understandable

 Properly distributed
Selection and Control of Contractors
 1. The safety and health requirements of the
organization should be outlined in the initial
bid document distributed to potential
contractors.
2. As part of selection procedure, the
contractor is required to submit information
on: past loss experience, content of
contractor’s safety program
for review by the plant safety engineer.
3. Requirement for the contractor to submit
safety reports to the plant safety engineer.
