current performance of Textile Sector (July-

Nov: 2017-18)

 raw cotton & cotton yarn decline by 71.8% &14.72 during the
period in 2018 as compared to 2017 during same period due to more
consumption of raw cotton/yarn locally.

 cotton cloth has increased by 3.77% in the said period in 2018


which is a positive sign.

 value added sector Bedwear and Hosiery & Knitwear exports


witnessed growth of 5.65% and 20.24% in 2018 as compared to
same period in 2017
 readymade garments reflected positive significant growth in export
by 20.64%

 While the export of the products like towels, tents/canvas etc.


showed slightly decline.

 The reason for overall insignificant growth of depicted period is


due to non-conducive environment

 Due to recent initiative of government in respect of uninterrupted


supply of gas, reduction in energy tariff and other supporting
commitment, the industry is showing positive growth.

1. TCO in compliance of the Textile Policy Implementation to
PERFORMANCE OF TCO

Units have been inspected by the officer of TCO and after
verification, 162 Inspection Reports have been forwarded to Textile
Division.
2. TCO organized several meetings regarding “Shortage of Supply of

Hydrogen Peroxide to Textile Processing Industry” with all


stakeholders to resolve the shortage of Hydrogen Peroxide to Textile
Industry, which was hampering US$ 4 billion export oriented Textile
Industry & ensures regular supply to Textile Industry by producers.
3. Collected the CESS of RS. 11.29 Million Against the Target of RS.

11.25 Million for the period of Jan-Dec, 2018


 In order to have more authentic data &
enhancement of CESS, letter issued to all
quarter concern, in effect information of
more than 2000 factories is received.
 Attended NTU`s Board of Governor
meetings & Selection Board meetings of
NTU
 Collection of Textile Statistics on monthly
basis
 Published Annual Statistics Report on “Performance of
Textile Industry 2017-18” has been published.
 Development & improvement in online TCO-1 Proforma
for expeditious collection of textile statistics from textile
industry of Pakistan.
 Provided Material for Economic Survey of Textile
Industry for the Fiscal Year 2017-18 to Economic Affairs
Division.
 The 8th meeting of De-funct TTIMB convened; in effect
stock taking survey for strengthening of institutes has
been conducted.
 Financial Need Analysis of 7-EDF Funded Textile Institute has
been completed after visit & meeting with each institute.
 TCO after survey of textile industry, workout modalities for
Launching of SMOT-III Scheme & presentation has been given
in 12th meeting of Textile Skill Development Board (TSDB)
which was held on 14-01-2019 & 26-01-2018 under the
chairmanship of Mr. Abdul Razzak Dawood, advisor,
Commerce & Textile and Secretary Textile Division in
Islamabad and after review of modalities; the SMOT-III
Program is Approved to be launched in Textile Units and Textile
Training Institutes. Total 1800 unskilled worker will be trained in
to skill stitchers of international repute in one year which will
add quality to Textile Export Product.
 Attended the meeting of Federal Textile
Board.
 A Regional office of TCO has been
established in Faisalabad
 TCO has been entrusted to coordinate the
audit of Pakistan Textile City Ltd (PTCL),
Karachi. The Audit is in process.
FUTURE PLANS (1-Year)
 Enhancement of CESS from current Rs:11.25
millions to Rs: 13 millions
 A critical mass of about 2000 unskilled workers
to be trained into skilled stitcher & operators of
machine of international repute.
 Full functioning of website of TCO so that
online data for statistics & CESS may be
collected & complied
 7-EDF Funded Textile Training Institute to be
upgraded in terms of machines, building,
master trainers & faculty
 Re-structuring of TCO, by establishing its
directorate in main cluster of Textile Industry.
 Meeting of all board to be convened in time
 Continue to be involved in Textile Policy Initiative
Implementation.
 Co-ordinate to revamp mega projects like Textile
City & Garment City in Karachi which has great
impact on Socio-Economic Indicators. The
approximate indicators are as under;
 New Jobs (Direct) = 200,000
 Additional Export = US$ 3.5 billion / annum
 Value addition = US$ 2.5 billion / annum
 Private Investment = Rs 30 billions
