out acceptable behaviour of member of a
particular group, association and profession.

Code of Ethics of the Filipino IT
Professionals
1. I will promote public knowledge, understanding and
appreciation of information technology;
2. I will consider the general welfare and public good in the
performance of my work;
3. I will advertise goods or professional services in a clear and
truthful manner;
4. I will comply and strictly abide by the intellectual property
laws, patent laws and other related laws in respect of
information technology;
5. I will accept full responsibility for the work undertaken and
will utilize my skills with competence and professionalism;
6. I will make truthful statements on my areas of competence as
well as the capabilities and qualities of my products and
services;

7. I will not disclose or use any confidential information
obtained in the course of professional duties without the
consent of the parties concerned, except when required by
law;
8. I will try to attain the highest quality in both the products
and services I offer;
9. I will not knowingly participate in the development of
Information Technology Systems that will promote the
commission of fraud and other unlawful acts;
10. I will uphold and improve the IT professional standards
through continuing professional development in order to
enhance the IT profession.

1. Thou shalt not use a computer to harm other people.
2. Thou shalt not interfere with other people's computer
work.
3. Thou shalt not snoop around in other people's
computer files.
4. Thou shalt not use a computer to steal.
5. Thou shalt not use a computer to bear false witness.

6. Thou shalt not copy or use proprietary software for
which you have not paid (without permission).
7. Thou shalt not use other people's computer resources
without authorization or proper compensation.
8. Thou shalt not appropriate other people's intellectual
output.
9. Thou shalt think about the social consequences of the
program you are writing or the system you are designing.
10. Thou shalt always use a computer in ways that ensure
consideration and respect for your fellow humans
What is Computer Ethics
• It is a new branch of ethics that is growing and
changing rapidly as computer technology also
grows and develops.

• Can be interpret both broad and narrow.


Problem in Computer Ethics
• Arises because of policy vacuum about how
computer should be used.
• Problem with policy vacuum there is often a
conceptual vacuum

• Philippines is still social media capital of the
world
• Filipinos are using social media 53 hours a
week
• Filipinos are using social media to connect
with their families living overseas.
• Filipinos fond of using apps such as WeChat,
Skype and FB Messenger
Social Networking Ethical Issues
• Filipinos are very good in turning national
problems into a joke.
Posting a Picture Message
• Rule of the thumb
– Should not post a picture which may be offensive to
some person in the picture.
– Take a photo or video of a private person without his
consent
• Not proper to publish the same in the internet subject to
some exemptions.
• Exemptions
– Taking picture or video which involves news
– If the unauthorized picture taking and/or videotaping
is done for the general welfare of the public.
– Taking a picture of public personalities in public.
