2 SMART CITY MISSION AND URBAN INFRASTRUCTURE
Smart City Mission and Urban Infrastructure

What is Smart City Mission ?

A Smart City has
 Basic infrastructure,
 Uses ‘smart’ solutions to make infrastructure and services better, and

What is basic infrastructure?

 Basic public infrastructure is built by dovetailing and synergizing with other Missions and Schemes –
AMRUT
 Basic infrastructure includes,
 Assured water & electricity supply,
 Sanitation & Solid Waste Management,
 Efficient urban mobility & public transport,
 Affordable Housing,
 Robust IT connectivity,
 e-governance & citizen participation,
 Safety & security of citizens,
 Health & Education and
 Economic Activities & Livelihood Opportunities.

3 SMART CITY MISSION AND URBAN INFRASTRUCTURE
Smart City Mission and Urban Infrastructure

What are ‘smart solutions’?

 Smart solutions are application of IT&C to municipal services and infrastructure to make them better.
 Examples –
 Smart water meters and billing systems,
 Remotely controlled automatic distribution valves,
 Real time, online systems of monitoring water quality,
 City-wide intelligent video surveillance network,
 Using mobile phones for cyber tour of worksites,

Objectives
 Provide basic infrastructure.
 Quality of life.
 Clean and sustainable environment.
 Apply Smart Solutions.
 Set examples to be replicated both within and outside the Smart City and catalyze the creation of
similar Smart Cities

4 SMART CITY MISSION AND URBAN INFRASTRUCTURE
Smart City Mission and Urban Infrastructure

Features of Smart City by Smart City Guideline:

Smart Cities Mission Strategy
 Adequate water supply
 Assured electricity supply
 sanitation, including solid waste management,
 Efficient urban mobility and public transport
 Affordable housing, especially for the poor
 Robust IT connectivity and digitalization
 on good governance, especially e-Governance and citizen participation
 sustainable environment
 safety and security of citizens, particularly women, children and the elderly, and
 health and education.
Smart Cities Mission Strategy
 Pan-city initiative in which at least one Smart Solution is applied city-wide.
 Area Based Development step-by-step – three models of area-based developments –
 Retrofitting,
 Redevelopment,
 Greenfield

5 SMART CITY MISSION AND URBAN INFRASTRUCTURE
Belagavi Smart City
 Ministry of Urban Development (MoUD), Government of
India (GoI) launched Smart City Mission (SCM) in June
2015.

 Belagavi is one of oldest towns/cities in the state of

Karnataka. The city serves as headquarter for district
Belagavi, which lies in the north-western part of the state
neighboring Maharashtra and Goa.

 Under the proposal, an area of about 10.78 Sq.kM and

population of 83,361 from north to south west of Belagavi
has been chosen for ABD.

6 SMART CITY MISSION AND URBAN INFRASTRUCTURE
Proposed Project In SCP
 The SCP proposed for the improvements of 182.4 km of
road network in ABD area. These roads are to be
developed to SMART road standards.

 In continuation to the SCP, a Concept Plan for road

improvement has been prepared, with a holistic view of
the trunk traffic routes & budget limitations.

 As a part of comprehensive road improvement plan (as

proposed in Transport Concept Plan), 23.55 km of road
network is proposed to be improved to SMART as Core
Road Network of Belagavi.

The growth rate adopted for traffic forecasts has been taken as 8.90% from 2017-2022. The same has been arrived based on the CAGR of registered
vehicles in Belagavi. The growth rate has been tapered after 2022 to 5%, 4% & 3% for the period of 2022-2027, 2027-2032 & 2037-2037 respectively.

It is observed that four lane carriageway with divider will be required to cater to the traffic for the next 20 years. But we proposed six lanes in the cross
sections for road improvements.

DHARAMNATH JUNCTION –DHARAM CIRCLE
• Turning radius of 18 metres.

• The turning radius will provide a vehicular speed of 20 kmph on the

curve (based on the formula given in IRC SP 41)

• As the junction width is narrow and traffic light is proposed to be

installed, no speed restriction speed breaker system has been
recommended.

• the geometric alignment of Dharamnath Circle junction has

been improved and NMV paths (Cycle Tracks & Footpaths)
have been provided in all the legs of the junction
