from Julagudda cross to Khairawadagi village of Lingasugur
Taluk.
 Julagudda Cross (U.K.P cross road) to Khairwadagi road
is one of the project roads in the command area of West
Branch Canal under Rampur Lift Irrigation Scheme.
 Road stretches along the Julagudda, hanumagudda,
khairwadagi Tanda and Khairawadagi villages.
 These villages have population of 4542 in which SC
population is 1224 and ST population is 482.
 Road stretch runs in water logged area because of
which the existing road is damaged and in dilapidated
condition.

 Total length of the road is 8.750 kilometer with black
topped surface having carriageway width of 3.75meter in
most of the reaches and 5.00meter in some reaches.
 This road connects villages Rampur Lift Irrigation 1st
head work –Navali village, Julagudda, hanumagudda,
Gundasagar cross, Kahairawadagi Thanda and
khirawadagi villages of Lingasugur taluk also several
roads are connected to this road from Lingasugur,
Muddebihal, Shorapur, Hunugunda, Ilkal and Mudgal
 The existing land on either side of road section comprises
of fertile agriculture land.
 The road comprises single lane i.e, 3.75meter carriage way
in major reaches and 5.00meter carriage way in some
reaches.

• The condition of the existing pavement constitutes thin
deteriorated bituminous layer of 20mm thick which is
completely disturbed/deteriorated at various places due
to stagnation of water on the road side because of the
adjoining irrigated agricultural lands and low laying
areas.
• The shoulders are also full of ruts and pits. The
difference in levels between pavement edge and the
shoulders is about 15cm to 25cm at some reaches.
• Due to heavy traffic on the road the considerable edge
failure is also seen and water pounding on undulated
uneven shoulders, excessive undulations (ups and
downs), waves, pot holes and corrugations in pavement
surface, excessive deformation and disintegrations of the
wearing coats are also seen.

• The entire road stretch shows failure of sub grade, sub
base and wearing course of the road. Few cross drainage
structures are aged, narrow and having no proper drainage
arrangements.
• The FIC crossings and cross Drainages @
0.00,0.80,1.550,4.950,5.175,6.40 & 6.70Kms are
constructed with 300mm dia hume pipes and are getting
choked. The cross drainage structures at chainage
0.150,1.50 & 4.50km is over flooding during rainy season
and downstream of the nala is almost filled up with silt
and jungle, which is causing hindrance to vehicular
movements. hence improvements for the same is proposed

• From the above data, the projected traffic parameter at the
end of 10 years will be a heavy traffic,which is computed
based on the parameters applicable to rural roads.
• The road pavement is designed considering heavy traffic
& the below listed field details;
a) Width of pavement,
b) Width of shoulders,
c) Approximate length of existing formation,
d) Chainages of Existing CD structures and type of CD
structures,
e) Condition of the existing CD structures,
f) Survey of road at 15meter intervals with raising and
falling gradients of road and adjacent ground

Based on the CBR value the required crust thickness have been determined
as per guideline applicable to rural roads.

Main object of the improvement:
Due to assurance of irrigation facility condition of farmers has been improved. In
view of increased traffic density on the road and bus transportation facilities for
school children and localities, it is necessary to upgrade this road.

Upgrading and rehabilitation of existing road:


Road:- After collecting all the information of the entire length of the road and
keeping in view of the present traffic condition and future increase in traffic
density, the existing road is proposed as per IRC 37-2012
Carriageway of entire length of road = 3.75 meters
Total width of the road both in embankment and normal section =7.50 meters.
CD Structure:-
It is proposed to replace the existing causeway at chainage 4.33 Km with suitable
culvert in order to raise the road level above the HFL of Nala.
FIC crossings and Cross drainages are reconstructed with 600/900mm dia NP3
pipes for clear road width,
RCC drains are proposed at village limits.

Maintenance:-
Maintenance of newly upgraded road for 4 years is proposed.

Schedules of rates:

The current schedule of rates of Bellary PWD circle for the year 2018-19 is adopted for
preparation of estimate. The basic rates of finished items are inclusive of all lead, lift,
loading and unloading charges.

Overall cost of the project:

Part A: - Construction of road 0.00 to 6.75 Km = Rs. 7,61,11,649.00


Part B: - Construction of Structures = Rs. 1,10,67,334.00
Part C: - 4year maintenance after construction period = Rs. 16,94,513.00
12% GST = Rs. 1,06,64,819.00
Consultancy charges = Rs. 4,44,367.00
Miscellaneous & Rounding off = Rs, 17,319.00

GRAND TOTAL = Rs.10,00,00,000.00

Pre Qualification Criteria
1) The intending bidder should have satisfactorily completed (at
least 90% of the contract value) as a prime contractor, at least one
similar work such as Construction of Asphalt road work of value
not less than 50% of the amount put to tender i.e., Rs.445.00
Lakhs during last 5 financial years reckoned from 2017-18(i.e.,
work executed during,2013-14,2014-15,2015-16,2016-17 and 2017-18
will be considered). The work done certificate should be issued by
an officer not below the rank of Executive Engineer of the
concerned Division / Equivalent officer and countersigned by the
Superintending Engineer of the concerned Circle / next higher
officer. The cost will be updated to the present value by giving a
weightage of 10% per annum, if the work is completed prior to the
year 2017-18.

2) The bidder should have achieved a minimum
financial turnover not less than two times the
estimated annual payments [(Rs.890.00 lakhs
/12 months) x 2 x 12 months] = Rs.1780.00 Lakhs.
In at least two financial years in the last 5 years
reckoned back from 2017-18 duly updating the
financial turnover at 10% per annum. Audited profit
and loss statement certified by a chartered
accountant along with copies of IT returns filed for
the two years indicated above shall be furnished.

3) The intending bidder should have executed a
minimum quantity of following items of work (usually
80% of the peak annual rate of construction {i.e. [(Total
quantity of the item 1 Tender Period) x 12 months x
80%] in anyone financial year, during the last five
financial years reckoned back from 2017-18. Certificate
should be obtained from an officer not below the rank of
Executive Engineer of the concerned Division and
countersigned by the SE of the concerned Circle.

4) BID CAPACITY:
Tenderers who meet the above specified minimum
qualification criteria, will only be qualified, if their available
tender capacity is more than the total tender value. The
available tender Capacity will be calculated as under :
Assessed available tender Capacity = (A*N*1.5 - B)
Where
A = Maximum value of civil engineering works Executed in any one year
during the last five years (updated to 2018-19 price level) taking into account
the completed as well as works in progress.
N = Number of years i.e., 1year (12 months) prescribed for completion of the
works for which tenders are invited.
B = Value, at 2018-19 price level, of existing commitments and on-going works
to be completed during the next 1 year (Period of completion of the works for
which tenders are invited)

Note-1: The statements showing the value of existing commitments and on-
going works as well as the stipulated period of completion remaining for
each of the works listed should be certified by statutory auditors of the
company or by the proprietor of the company through an affidavit.

Note 2: Even though the bidders meet the above criteria they are subject to be
disqualified if they have:
Made misleading or false representation in the forms, statements and
attachments submitted in proof of the qualification requirements, and /or.
Record of poor performance such as abandoning the works, not properly
completing the contract, inordinate delays in completion, litigation history and
financial failures etc.. and /or.
Participated in the previous tender for the same work and had quoted
unreasonably high tender prices and could not furnish rational justification.

If the bidder/bidders have participated more than one work, the available tender
capacity will be assessed and number of works will be awarded as per his available
bid capacity.

With respect to stipulation of Assessed available tender capacity, the


Qualification information “CONTRACT DATA REQUIREMENT” as cleared in the
ERC shall be suitably included in the DTP for enabling the contractor to fill the
information. The information submitted shall be used for the purpose of
competing tender capacity at the time of technical bid evaluation.

5) Liquid Assests
Each bidder should furnish liquid assests and or
availability of credit fecilities of not less than
Rs.222.50Lakhs [ credit lines/letter of credit/certificates
from banks for meeting the fund requirements. (usually
the equivalent of the estimated cash flow for 3 months
in the peak construction period )]

 Note: The bidder should furnish the details


regarding qualification information in prescribed
format appended with bid document (i.e.,
Qualification Information). Furnished by the bidder
other than prescribed format is treated as non
responsive.

In view of introduction of GST from 01.07.2017, in
the NIT and Bid Document, the following stipulation
shall be incorporated:

“The estimate is prepared based on rates of PWD
Bellary Circle SR 2018-19. and GST 12% added to the
Estimated amounts as mentioned in SR. The estimated
amount put to tender for the work is exclusive of "GST".
The contractor should bid based on the estimated
amount put to tender (excluding GST but including all
other charges as applicable) GST shall be paid to the
tendered amount separately. Further the increase in
GST shall not be paid in the extended period of contract
for which the contractor alone is responsible for delay
as determined by the authority while granting the
extension of time as per PWD SR provisions’
