Traffic Impact Assesment

What is Traffic Impact Assesment?

 Urban and regional development projects

such as malls, housing, schools and
commercial establishments, have already been
established to have remarkable impacts on the
transportation system and its environment. It
is necessary to evaluate the significance of
traffic-related impacts before the
implementation of a proposed development.
EIA related to TIA
 The Environmental Impact Assessment (EIA), which is
a study of what the environmental impacts will be if
we do a certain project. Under DENR Administrative
Order (DAO) No. 96-37, projects are supposed to
prepare such the EIA before an Environmental
Compliance Certificate (ECC) is issued. A TIA is
supposed to be similar, though not yet required by
law.

 Simplifying a little bit - a road, just like
anything else that carries or contain other
things, has a certain limit of capacity.
Usually, the unit of measure is vehicles per
hour (or per day). When traffic volume
approaches the capacity, or exceeds it,
then we have what we call congestion,
more commonly known as “traffic jams.”
Of course, the goal of traffic management
is to do everything so that the capacity is
not exceeded. That is also the goal of
transport planning
Significance of Proper Traffic Impact
Assessment
 A framework for growth

 Thriving cities have a vision and follow it through with a

framework to develop in an orderly manner. A framework is
not about centralized command and control but a way to
anticipate needs, coordinate efforts, and draw a path to a
horizon that is collectively held. Major efforts to enhance
livability, prosperity and equity have taken place in a number
of well known cities. Such transformational impact is not a
product of spontaneity, instead of constructive planning.
Significance of Proper Traffic
Impact Assessment
 A planned city is a well prepared city

 Anticipating the future allows us to be better prepared today.

By staying ahead of challenges, city leaders are ready to see
opportunities and manage risks from a vantage point. With
reliable information on the current situation, they will be able
to make connections between the long-term vision and short
term actions. On the other hand, cities that don’t actively plan
for their future will likely be left behind.

Parking Space
 A parking space is a location that is
designated for parking, either paved or
unpaved. It can be in a parking garage, in
a parking lot or on a city street. The space
may be delineated by road surface
markings. The automobile fits inside the
space, either by parallel parking,
perpendicular parking or angled parking.
Road Safety
 Road traffic safety refers to the methods and
measures used to prevent road users from
being killed or seriously injured. Typical road
users include: pedestrians, cyclists, motorists,
vehicle passengers, horse-riders and
passengers of on-road public
transport (mainly buses and trams).
Public Transport
 Public transport (also known as public
transportation, public transit, or mass
transit) is a system
of transport for passengers by group
travel systems available for use by the
general public, typically managed on a
schedule, operated on established
routes, and that charge a posted fee for
each trip
