Geopolitics ?

Geopolitics is the study of the effects (both human and physical)


of geography on international politics and international relations.
Role of ONGC - Challenges

 Energy Assurance
 Various risks & mitigation
 Availability of imported energy, possible
disruptions or shortfalls in domestic production
and strikes
 Market risk of a fluctuations in energy price
 Technical failures may disrupt the supply,
transmission lines may trip or oil pipelines may
spring a leak
Strategies to Overcome

 Maximising domestic production


 Diversifying the fuel mix and import sources of oil,
 Investing in equity or ownership of oil or gas assets abroad
 Creating strategic domestic reserves of oil and maintaining a
manageable level of import dependence
 Oil exploration in deep offshore and frontier areas
 Obtaining oil & gas equity in producing assets overseas
 Underground caverns to be used for storage of oil
ONGC and Geopolitics

 ONGC plays a vital role in securing energy


security of India by having its global foot prints in
20 different countries in 5 continents and 41
Hydrocarbon projects of world through its
subsidiary ONGC Videsh limited (OVL).
 some of them are:

Mozambique | Brazil | Colombia | Venezuela |

Oil Diplomacy and Security

 As we pursue energy security at home, we (must) seek energy


partnerships abroad.
 Diplomatic priorities to meet energy security challenges.
 Partnerships with foreign governments can help speed conversion
to real oil security, rebalance power in geopolitics, and open new
markets for fuel technologies.
 It calls upon government to expand international cooperation on
oil-gas issues and enhance international preparedness for major
disruptions in oil supplies.
 A particular priority is to offer a formal coordination agreement
with nations and draw them into the international system,
providing supply reassurance, and thereby reducing potential for
conflict.
Current scenario

 Many of the world’s leading oil producing countries


(most of them belong to OPEC) are either politically
unstable and /or at serious odd with other countries.

 Oil wealth of OPEC countries allows them to be


strategic pivot of world politics and economy.

 22% of the world’s oil is in the hands of state sponsors


of terrorism and under U.S/ U.N sanctions.
Conclusion
 World is witnessing fundamental change in Geopolitics
 Changes in the global energy balance – Risk of
geopolitical, environmental, economic and security
disruptions worldwide.
 Integrated plan is critical

Such a plan must include:


1. International relations,
2. International trade,
3. Global economics,
4. Massive investment,
5. Innovative science and applied technology
