• To assist the Rly. Administrations in considering all proposals evolving
financial implications in accordance with generally accepted
principles/standards of financial propriety.
• Compilation of Budget and ensure Budgetary control and review.
• Internal check with reference to rules or orders of transaction affecting
receipt and expenditure of railways.
• Maintaining accounts of Rly in accordance with prescribed rules.
• Prompt settlement of proper claims against railways.
• Discharge management accountants function.
• Tender advice in finalizing tenders contracts etc.
• Inspections- seeing that there are no financial irregularities in the
transactions of the Railway
 The Financial commissioner Railway is the professional
head of the Railway Financial Organization and represent the Govt. of India ,
Finance Dept. on the Railway. In his capacity as ex-officio secretary to the
Gov. of India in the ministry of Railway matter. He is vested with full power
of Gov. of India to sanction Railway expenditure to the general control of
Finance Minister.
In the event of differences of opinion between FC and
other members of the Board, the former has the right to refer the matter to
the FM.
The FC is assisted by Add. Member finance, Add. member budget and
Advisor Accounting reform and Adviser finance commercial establishment.
The various division of finance at Rly. Board deal with
Account matter, Accounting reforms, Finance(Budget),Finance( Commercial,
Establishment), Pay commission, Statistic and Economics. These are headed
by various Executive Director belonging to IRAS.
FA&CAO is the Principal head of Account Dept. at Zonal
Level and Dy. FA&CAO at Division Level.
This service monitors all the income and expenditure of the Railway Network.
