Delhi Meerut Expressway project is being implemented into five
packages as detailed under:
Package Description of Packages Status

I 6 lane Expressway/ 8 lane NH-24 from Sarai Kale Khan , Work commenced on
outer ring road, Delhi to Gazipur (Delhi/UP Border) , 28.11.2016. Physical
total length 8.7 km – Cost $142 Millions progress 90%.
II 6 lane Expressway/ 8 lane NH-24 from Gazipur Work commenced on
(UP/Delhi Border to Dasna, Ghaziabad, total length 19.2 06.11.2017.
km – Cost $303 Millions
III 6 lane NH-24 alongwith 2 lane service road on each side Work commenced on
from Dasna to Hapur, total length 22.2 km – Cost $166 19.12.2016. Physical
Millions progress 41%.
IV Greenfield 6 lane Expressway from Dasna to Meerut , Awarded, Yet to
total length = 32 km. – Cost $439 Millions commence
V Greenfield 4 lane Expressway from Dasna to Meerut , DPR under preparation
total length = 14 km. – Cost $104 Millions
Total: Length: 96 km, Cost: $1154 Millions

The present status of all the packages are given in the succeeding slides
MAIN CRITERIA FOR
CONCEPTUALISATION OF DESIGN
• The traffic for stretch as on date is more than 100,000 PCU.
• Almost half of the traffic is direct traffic and other half is local or short
distance traffic as this section passes through urban belt/ municipal
boundary.
• The proposed configuration comprises of 6 lane Expressway in centre
flanked with 3m paved shoulders on either side followed by 4 lane NH
on either side of expressway.
• The main challenge is to manage the voluminous traffic during
execution and hence strategy is traffic management during execution
therefore the project is designed to develop 8 lane highway first and
after diverting the traffic on NH, Expressway would be developed.
MAIN CRITERIA FOR
CONCEPTUALISATION OF DESIGN
• Since considerable traffic would be utilising the NH portion, it was
thought to provide hassle free communication to NH users by not
passing through each junction.
• At each VUP/ flyover location, NH has been split into 5 lanes, 2 lanes
are flushed with expressway level and 3 lanes down. This is enabling
road user to direct exit without negotiating each junction.
• Since in most of the stretch the NH-24 is in embankment and
Expressway follows the same alignment, it was decided to keep same
height for NH and Expressway and to facilitate up/down gradient of
NH portion going up/down at VUP/ flyover locations.
• Since there is considerable crossing traffic and considerable projected
traffic in view of development of Real estate in vicinity in Delhi and
Ghaziabad districts, all structures have been kept minimum 15m wide
depending upon location specific demand.
MAIN CRITERIA FOR
CONCEPTUALISATION OF DESIGN
• For smooth manoeuvring of local traffic, location of structures have
been kept in between the junctions, so that traffic lights are avoided
and free flow of traffic in ensured.
• There is some limitation of design of Expressway due to existing
flyovers in Delhi portion, as those are constructed with NH standards.
• Close liasoning with Delhi metro, other authorities/ utility agencies have
been done to integrate them in engineering way during design to avoid
conflicts later on.
• For Greenfield stretch of 6 lane, the design is based on Expressway
Manual IRC: SP-99: 2013. Ducts in the form of VUP/ PUP minor bridges
etc have been provisioned accordingly enabling minimum ht of
embankment 3.5 m throughout.
• In Pilkhuwa town(Km 40.0 to Km 45), the ROW is only 33 m and it was
decided to propose viaduct on single pier to avoid huge land acquisition
cost and to avoid chaos during execution.

ITEM DETAILS
Status • ROW occupied by numbers of utilities, being urban highway passing
of through core of East Delhi.
utility • Shifting of transmission lines (66 KV) & distribution lines(11 &
shifting 33KV) amounting to $7 Millions. The shifting done by BSES.
• 220 KV lines of Delhi Transco Ltd lying underground in RHS in
approx. 3 km. $3.5 Millions estimates approved.
• Water pipe line shifting is involved in approx. 3 km. $4 Millions
approved for shifting.
• Other utilities such as GAIL, CNG, IGL OFC cables would be shifted
• The utilities are shifted to utility corridor of 2m (width) x 2m ht.

ITEM DETAILS

Clearances NOC from Inland Waterway Authority of India and Yamuna standing
committee was required,.

3461 trees were required to cut. 40000 trees to be planted as


compensatory plantation as per Delhi Forest preservation Act. 35 ha land
was taken from DDA.
Other (i) 99 structures/ multistoried buildings with 148 owners in the ROW in
Issues 400 m length at Pandav Nagar. Special relocation package was approved
and buildings demolished.
(ii) About 600 slums in ROW at 4 locations. The R&R funding of the same
was done by NHAI as per the procedure of DUSIB(Delhi Urban Shelter
Improvement Board)
(iii) National Green Tribunal on 13.01.2015 has directed to not to carry out
any construction activities within flood plain of Yamuna. NHAI has
conducted EIA study and engaged IIT Roorkee for Hydrological Model
Study for proposed 4-Lane Bridges.
