PART I

PROJECT OVERVIEW
Background of the Study

Technology has been a vital part of human

existence. Internet, web, social media and the dotcom
boom have reached its highest level and still developing
more innovations helping multitude of industries do
enormous jobs faster and in convenient ways. Myriads
of people, businesses and certainly learning institutions
are using computers nowadays. Indeed, we have to
embrace and maximize the utilization of the Internet
and Information Technology as Heraclitus said, “Change
is the only constant in life”.
The global penetration of the Internet
and the Web has enabled access to
information and other resources and
facilitated the forming of relationships among
people and organizations on an
unprecedented scale. The progress of
electronic commerce over the Internet has
resulted in a dramatic growth in digital
interpersonal communications (via e-mail and
social networks), distribution of products
(software, music, e-books, and movies), and
business transactions (buying, selling, and
advertising on the Web).
With the emergence of smartphones, tablets, and other
computer-based mobile devices, all of which are connected by
wireless communication networks, information systems have
been extended to support mobility as the natural human
condition. As information systems have enabled more diverse
human activities, they have exerted a profound influence over
society. These systems have quickened the pace of daily
activities, affected the structure and mix of organizations,
changed the type of products bought, and influenced the
nature of work. Information and knowledge have become vital
economic resources. (www.britannica.com, 2015)
Dean Emeritus, Rosario D. Jose a well know dean and
professor from De La Salle University once said, “An Online
Information System provides an organized way of registering
students and posting relevant information. It avoids mix-up
and confusion, it saves time and effort and minimizes paper
use, it provides a secured way of keeping a data especially if
you have a great security and backup system provided with
the system”. (Lecture, February 22, 2015)
Online Information system is recognizably
different from information technology in that
an online information system is typically seen
as having an Information and Communication
Technology component. Information systems
help to control the performance of business
processes. An online information system is a
work system whose activities are devoted to
processing and transmitting information.
Information system is a must in any industries
gearing toward globalization.
In the field of education, usual institutional
activity like enrollment had always been a
tiring process for the school administrators
every enrollment period. It would require
them much effort as they go over a lot of
works attending to every person and their
window and desk. The process would also be
burden for those students and parents who
would line-up for hours just to get enrolled.
Bringing school updates, accomplishments and
concerns to various schools sectors like parents,
students and faculties tend to consume much
time as it requires organized meeting and
coordination.
Connecting with alumni and school friends as well seeking financial
assistance through networking need fast and effective medium for
successful communication which is likely hard to happen without the
aid of technology, for instance, an information system.
Bued National High School is a publicly managed secondary
learning institution located in Bued, barangay in the municipality of
Calasiao in the province of Pangasinan. Presently it's supervised by
one principal and five strong and equally competent department
heads. Behind these administrators are well-selected and oriented
subject coordinators equipped with special talents and expertise to
complement head teachers with overlapping special assignments.
It has a population of 1, 055 students being
molded by 37 well-trained and empowered
teachers, assisted by 12 supportive and
hardworking facilitative staff, 2 diligent Local
School Board volunteers and 3 reliable
security personnel and utility worker. The
school also gets enthusiastic support from the
Parents-Teachers Association (PTA).
The developer proposed to develop an
Online Information System for Bued National
High School.
Scope Functionalities

Following are the features

and functionalities
breakdown the Online
Information System will
serve:
School information. A combination of static
and dynamic pages showing pertinent school
information.
• Online Enrollment. Web based enrollment
mechanism.
• Calendar of events. Dynamic posting of
school events and activities.
• School Announcements and Updates. An
online board or post-it like platform.
• Newsletters / Subscriptions. Regular
electronic newsletter sent to subscribers.
Newsletters / Subscriptions. Regular electronic
newsletter sent to subscribers.
Parent involvement. An interface to
connecting school and parents.
Downloadable resources. A list of relevant
online resources pertaining to education.
Video Tour. An online list of video lessons on
various academic topics.
Alumni. A section featuring school’s alumni at
alumni related announcements.
System Methodology
In retrospect, Information System has
become a subset of complex software
structure perflexed by interrelated programs
and other software chains. Management of
such software requires thorough and
systematic approach, all the more, in its
inception. The IT Project, “Online Information
System for Bued National High School” surely
shares the same software sentiments.
Considering the above facts, the developer sought
to exploit the Agile Methodology throughout the
software development life cycle. It’s a robust
framework becoming a standard today inspired by
iterative and incremental software development
emphasizing teamwork, frequent deliveries of working
software, close user collaboration, and the ability to
respond quickly to change.
Under the said framework and with due
consideration to the mentioned IT Project, Scrum will
function as the main driving process from project
conceptualization to delivering periodic releases from
the total project backlog.
Scrum is an “agile” process that will guide
the developer to focus on delivering the
highest project value in the shortest time
enabling him to rapidly and repeatedly inspect
actual working software. The developer also
self-organize to determine the best way to
deliver the highest priority features defined in
the project scope. Indeed, every weeks to a
month anyone can see real working software
and decide to release it as is or continue to
enhance it for another sprint.
The IT Project cycle will start with the list of
emergent requirements, technically called
product backlog items, defined by Bued
National High School Administration. The
scrum master (developer) then, will
breakdown the backlog into various items
known as unit tasks. Listed tasks will be
released on a weekly basis. In order maintain
the intended system development path, a
sprint planning is done daily by the developer
for check and balance. It is also planning and
evaluation of what and how of the system
development thus serving as a prioritization
guide. The process repeats until all backlogs
are done and a complete release was made.
