What is OSH Management System?
• OSH management systems are generally planned, implemented and
maintained according to reference documents like standards or
guides.

Why is it important?
• An organisation has established a systematic approach to control and
improve its occupational, health and safety performance. This will
contribute to protection of employees from work hazards, injuries,
ill health, diseases, near misses and fatalities.
• By complying with the standards helps relevant organisations to
comply with legal requirements set out by Occupational, Safety and
Health Act 1994 (Act 514), Factory and Machinery Act 1967 (Act 139)
and Petroleum (Safety Measures) Act 1984 (Act 302) and their
relevant regulations.

• Since OSH MS is a management system so generally follow a “PLAN-
DO-CHECK-ACT” model/based in “Improvement Cycle” or “Deming
Wheel.

Establishment of safety and health committee
SECTION 30 OSHA 1994
• Section 30 of OSHA 1994 makes it compulsory for employers who
have more than 40 employees to establish safety and health
committee at their workplace or otherwise directed by the
Director General of DOSH.
• The Section requires employers to consult workers
representatives in the committee on matters pertaining to
occupational safety and health. Likewise employees have to get
involved and cooperate with the employers.

SECTION 30 OSHA 1994
• Assist in the development of safety and health rules and safe
systems of work
• Review the effectiveness of safety and health programs
• Carry out studies on the trends of accident, near miss accident,
dangerous occurrence, occupational poisoning/diseases which
occurs at workplace and shall report to the employer of any unsafe
or unhealthy condition/practices at the workplace together with
recommendations for corrective actions

ADEQUATE EMPLOYEE REPRESENTATIVES


• The representatives of employees in a SHC shall be able to
represent the various sections of a place of work in order to
maintain and develop the employees’ interest in establishing a safe
and healthy working condition at the place of work.

• Shall be filled by a person appointed in the same manner as the


previous member of the committee.

VACANCY
• If a vacancy occurs amongst the members of a safety and health
committee, the vacancy shall be filled by a person appointed in the
same manner as the previous member of the committee whose
resignation or otherwise has created the vacancy.

REMOVAL OF MEMBER OF COMMITTEE


• Fail to attend three consecutive meetings without leave of the
chairman
• Bankrupt
• Resigned
• Convicted an offence involving fraud, dishonesty or moral
turpitude
• Convicted an offence under a law relating to OSH
• Convicted any other criminal offence
• Unable or incapable to discharging his duties as a member of the
committee

ROLES OF MANAGEMENT
1) Managers
• They have ultimate duty regarding safety and health in an
organization and the authority for certifying safe operation in all
levels of management.
2) Safety Officers
• Manage safety policy
• Provide specific information
• Help with training and supply programme material

ROLES OF MANAGEMENT

SECTION 16 OSHA 1994


“Except in such cases as may be prescribed, it shall be the duty of every employer and every self-
employed person to prepare and as often as may be appropriate revise a written statement of his
general policy with respect to the safety and health at work of his employees and the organization
and arrangements for the time being in force for carrying out that policy, and to bring the statement
and any revision of it to the notice of all of his employees.”

It is a duty of the employer (or a self-employed


person) to prepare a safety and health policy.
Aside from preparing such a policy, they must
also update it as often as necessary

PROCEDURES IN POLICY, STANDARD AND SAFETY GUIDELINE DEVELOPMENT

• 1) Setting the main objectives.

• 2) Ensuring the policy, standards and safety


guidelines in the workplace must be suitable for all
levels of employees.

• 3) Keeping each format to reach all levels of


employee.

• 4) Preparing readable, clear and easy-to-understand


procedures, standards or safety guidelines.
