Feature Description - Background
 This feature is part of the UMTS Network KPI Improvement Solution Guide. For details about this feature, see sections 3.1 and
3.7 of Procedure Optimization Feature Parameter Description.
 If a network experiences many weak coverage points, some UEs cannot access the network, affecting user experience. This
feature enables the RNC not to send some unnecessary information elements (IEs), improving the access success rate and
state transition success rate.
 RAN14.0 and RAN15.1 introduce RRC CONNECTION SETUP message size reduction, and RADIO BEARER SETUP
message size reduction and state transition message optimization, respectively, and decrease the sizes of RRC
CONNECTION SETUP message, RADIO BEARER SETUP message, and F2D/P2D messages respectively.

The RNC does not include the "rb-Identity" IE in RRC CONNECTION SETUP messages. In addition, the RNC does not send the
"cell-id" IE to UEs complying with 3GPP Release 5 or later if RRC connections are established on the DCH. This
mechanism helps reduce the message size and increase the RRU connection setup success rate.

Message Optimization in D2F and F2D State Transitions
 D2F state transition
The RNC optimizes IEs in RB RECFG messages sent to UEs as follows:
 Adds the DCH-related RB Mapping Info to the signaling radio bearer (SRB) information for which RB identity is
numbered 1, 2, 3, or 4 in RB-informationReconfigList, to optimize the subsequent F2D state transition messages
for combined services and PS BE services.
 Does not include the following optional IEs in the messages: utran-DRX-CycleLengthCoeff, maxAllowedUL-TX-
Power, and cell-id.

Transitions
 F2D state transition
 CS RB SETUP messages in F2D state transitions for
combined services do not contain RB Mapping Info of the
SRB numbered 1, 2, 3, or 4.
 If RB RECFG messages for PS BE services in F2D state
transitions switch the SRBs to DCH, RB Mapping Info is not
delivered over the SRB numbered 1, 2, 3, or 4.
 The following optional IEs are not contained in the
messages: utran-DRX-CycleLengthCoeff, maxAllowedUL-
TX-Power, and cell-id.

 For UEs performing CS services in the CELL_FACH state, this feature helps increase
the CS RAB setup success rate and decreases the setup delay.
 For UEs with SRB over DCH enabled in F2D state transition, this feature helps
increases the PS RAB setup success rate.

 Activating RRC CONNECTION SETUP Message Size Reduction
 Run the RNC MML command SET URRCTRLSWITCH. In this step, select the
RRC_CONN_SETUP_MSG_ENH_OPT_SWITCH check box under the Process Control Switch 5
parameter.
SET URRCTRLSWITCH:ProcessSwitch5=RRC_CONN_SETUP_MSG_ENH_OPT_SWITCH-1;
 Activating Message Optimization in D2F and F2D State Transitions
 Run RNC MML command SET UCORRMPARA. In this step, select
PERFENH_D2F_F2D_MSG_OPT_SWITCH check box under the Performance Enhance Switch 6
parameter.
 Run RNC MML command ADD UIMEITAC. In this step, set The function of the TAC to
Special_User_Enhance, set the Type Allocation Code and Description parameters to appropriate
values, and select the SPECUSER_NONSPT_D2F_F2D_MSG_OPT_SWITCH check box under the
Special User Function Switch parameter.

 Run the RNC MML command SET URRCTRLSWITCH. In this step, deselect the
RRC_CONN_SETUP_MSG_ENH_OPT_SWITCH check box under the Process Control Switch 5
parameter.
