OF SCHOOLS IN DRRM.

agencies to institutionalize policies,
structures, coordination mechanisms
and programs with continuing budget
appropriation on disaster risk reduction
and management from national to local
levels.

Mandated to initiate and spearhead the
establishment of mechanisms, which prepare,
guarantee protection, and increase resiliency of the
Department of Education’s constituents in the face
of disaster.

COORDINATION AND INFORMATION
MANAGEMENT PROTOCOL
{The management coordination protocol provides the
basis for and directs which office should respond
depending on the extent of a disaster or emergency}

demonstrates the proper flow of data from schools
to central office and vice versa}
Protocol Objectives:

1. Provide guidance to regions and school divisions,


including DRRM coordinators on how to act before,
during, and after disasters.

2. Capacitate the DRRMO coordinators and other


DepEd constituents to disasters and emergencies.

3. Facilitate immediate and efficient information


flow during disasters and emergencies.
SCHOOLS SHALL BE THE PRIMARY SOURCE
OF DATA AS DEPED’S FRONTLINE SERVICE
PROVIDER TO THE LEARNERS BEING THE
PRIMARY STAKEHOLDERS.

Roles and Responsibilities of Schools
1. Ensure the establishment of an early warning system.
2. Conduct annual student-led risk identification or
hazard mapping.
3. Maintain close coordination with local DRRM council.
4. Provide capacity building for teachers, non-teaching
staff and learners.
5. Disseminate and post updated emergency hotlines.
6. Posting of safety and preparedness measures and
evacuation plans.
7. Conduct disaster preparedness measures.
8. Maintain the safekeeping of vital records and learning
materials.
9. Organize the school DRRM team – (SDRRM team).

10. Ensure the availability of updated baseline education
data of school.
11. Integrate DRRM and School Improvement Plan.
12. Pre-identify possible temporary learning spaces (TLS).
13. Monitor the effects of hazards, including the use of
the school as evacuation center.
14. Track all school personnel during disasters and
emergencies.
15. Prepare and submit reports on the effects of any
hazard.
16. Ensure the implementation of DO 43 s. 2012
(Guidelines on the Implementation of EO 66 s. 2012)
17. Conduct rapid assessment of damages within 72 hours.
18. Facilitate immediate resumption of classes.
19. Monitor recovery and rehabilitation interventions.
