foreign relations related issues in SPF and collate information pertaining to all
foreign bilateral affairs and engagement.

- Has the role of the INTERPOL national central bureau in Singapore.
- National Central Bureau, designated contact point with the interpol general
secretariat regional offices and all other 187 police cooperation including
investigation and operation.
• C. PROTOCOL AND ADMINISTRATIVE SERVICES DIVISION
- It is the staff authority on all protocol matters pertaining to major SPF ceremonies,
events and visits of all dignitaries to ensure that the due order of precedence and
procedures are observed in accordance to established international diplomatic formalities
and protocol.
D. MANPOWER DEPARTMENT
• Responsible to recruit retain and develop the right people and to
provide an appropriate exits system.
• It also deals with all human resources matters in the Singapore
Police Force
E. OPERATION DEPARTMENT

• Responsible in monitoring daily operations to provide strategic and


operational guidance to line units.

TRAINING AND RECRUITMENT
PHYSICAL FITNESS
• Characteristics assessed, and 55 cadets (49 men, 6 women) completed further testing at
weeks 8 and 16.
• The testing comprised hand grip (strength), arm crank (upper-body power), 30 seconds
wingate (lower body power), sum of skinfolds and percentage body fat (body
composition), 40-yard dash (sprint speed), 1 repetition maximum bench press (strength),
t-test (agility), and sit-and-reach (flexibility).
• In addition, cadets completed standardized state testing (push-ups, sit-ups, vertical jump,
and half-mile shuttle run).
• The training program consisted of 1 hour sessions, 3 d·wk−1, including aerobic,
plyometrics, body weight, and resistance exercise. Significant changes were found in

PASSING THE PHYSICAL FITNESS TEST:
800M RUN
• Is a test for a combination of aerobic and anaerobic power.
• To improve performance in 800m, candidates may practice middle-distance run (800m to
1600m) at a moderately fast speed.
• Another effective training strategy is the INTERVAL TRAINING. Candidates may run in
different speed alternatively, such as fast run for 200m follow by another 200m of moderate
speed run, and repeat for a few times (such as 4 times). After sufficient rest, candidates
may repeat 2-3 sets.
• Training can be performed 3 times per week, with 2-3 sets per session. (For ideal effect, it
is better to train in every other day).
PASSING THE PHYSICAL FITNESS TEST:
4 X 10M SHUTTLE-RUN
• 4 x 10m shuttle-run is a test of agility.
• Alternate speed run, any short distance shuttle run, and 50-meter
speedy dash are good exercises for training agility.
• Any exercise that can improve lower limb strength (such as those
exercise for improving vertical jump performance).
• Training can be performed 2-3 times per week, with 2-3 sets of 2-3
different exercises per session

VERTICAL JUMP
• Is a test of leg power. Any kind of jumping exercise would improve leg
power.
• Such as squat or leg press and leg extension exercises aided by
fitness equipment.
• Training can be performed 2 times per week, with 2-3 sets per
session. For each exercise, (at least 48 hours apart between sessions).
HANDGRIP STRENGTH TEST
• The handgrip strength test is a muscular strength test of the upper
limb, particularly the forearm strength.
• To prepare for the passing the handgrip test, candidates may
practice resistance exercises that target upper limb muscles such as
the push-up, pull-up, and dumb-bell (arm-curl, shoulder front or
lateral raise exercise) etc.
• Training can be performed 2 times per week, with 2-3 sets per
session. For each exercise, select a weight that can repeat 8-12
times. For body weight exercise such as push-up and pull-up,
perform as many repetitions as possible until mild fatigue but not
exhausted. (At least 48 hours apart between sessions)

situation and the judgment to look beyond the obvious.
• Appointed probationary inspectors will undergo 36 weeks of foundation training which covers
leadership, command and control, human resources management, laws, legal proceedings and

• Trainees must pass the standard one professional examination before passing out from the
Hong Kong police college as a qualified police inspector.
POLICE CONSTABLE
• Constables are invariably first at the scene of major crimes, emergencies, heated
dispute and many other unexpected situations.
• Once appointed as a constable, trainees will need to undergo 27 weeks of foundation
training which includes laws, police procedures, sociology in policing, psychology in
policing, footdrill, physical training, tactics, weapons handling and practical exercises etc.
• All recruited police constables must pass the final examination before passing out from
the Hong Kong police college.
TACTICS AND WEAPON TRAINING
• Police officers may face unexpected conflicts when carrying
out police duties.
• Trainees are required to apply suitable tactics and techniques
they have learnt to their police duties in various scenario-
based exercises.
• Trainees will also receive a series of professional firearm and
weapon training in order to ensure that they could discharge
their duties with suitable level of force with justified and
legitimate grounds.
PHYSICAL FITNESS TRAINING
• Trainees would go through a series of physical fitness trainings,
including chin-up, push-up, sit-up, squad thrust, vertical jump, 10 x
10m shuttle run, 2.4 km running and professional physical ability
training test,
• To ensure that their physical body condition could handle police
daily duties and urgent circumstances.
PRACTICAL EXERCISE
• Dailypolice duties involve various types of incident handling and
enforcement action.

PROBATIONARY INSPECTOR AND RECRUIT POLICE CONSTABLE
PROFESSIONAL DIPLOMA PROGRAMMES

• Upon successful completion of the 36-week probationary inspector (PI) and 27-week
recruit police constable’s (RPC) foundation training programmes, Hong Kong Police
College may award PI and RPC trainees with vocational qualifications that are
recognized under the Hong kong qualifications framework (QF),
• namely “Professional Diploma In Leadership And Management In Policing” for PI and
“Professional Diploma In Policing” for RPC.
VENUES

• Hong Kong police is equipped with various


professional facilities and venues to provide
training of excellent quality.
PARADE GROUND
• Through repeated foot drill trainings, officers would build up sense of
consciousness, self-discipline and team spirit.
• The white marks (also known as the tear marks) on the parade ground
demonstrate the devotion and determination of the trainees.
TACTICS TRAINING COMPLEX
• The tactics training complex replicates real
streets, residential buildings and training
compartments for tactical training and use of
force exercises, for example handling of
suspicious person, serious cases or ad-hoc
incidents etc.
FIRE RANGE
• Trainees are required to undergo professional firearm and weapon
training in different indoor and outdoor ranges.
• Officers will continue to attend regular trainings and examinations
after passing out from the college with a view to maintaining the
professional standard
• The length of time required to complete academy training averaged
21 weeks, or 840 hours, as of 2003, according to the bureau of justice
statistics.

CRIME PREVENTION PROGRAM
• Its objective is to work in partnership with the police and community to keep
Singapore safe and secure through crime prevention.
• The “Crime Prevention Ambassador” project aims to recruit and train volunteers as crime
prevention ambassadors and assist the NCPC in promoting crime prevention since
1988, Singapore has been enjoying a decreasing crime rate for 9 consecutive years.
CRIME PREVENTION PROGRAM

• With community policing firmly in place, and strategic networks established with public
organisations such as grassroots organisations, and private bodies such as various trade
associations, it becomes possible to leverage on their cooperation and expertise in crime
prevention.
• The reach of crime prevention programmes initiated by the SPF is greatly enhanced through
these collaborations with leading public and private organisations that aim to enhance
security-awareness and security within their respective trades and spheres of operation.

• A. Crime prevention exhibitions and talks to stimulate greater public interest and instill
crime prevention awareness, crime prevention exhibitions are held throughout the year
at shopping centres, community centres and void decks of apartments to reach out to the
general public.
• The police also conduct talks at grassroots and private organisations.
• Crime prevention phamplets, posters and handbooks are also produced and distributed
to the general public during exhibitions or talks and are easily available at the
neighbourhood police centres/posts.
• B. Annual crime prevention campaign to focus attention on crimes which affect the
public at large, the police, together with the NCPC, jointly organise the year-end festive
season crime
CRIME PREVENTION PROGRAM
• C. Crime risk surveys to determine security weaknesses, the police conduct crime risks
surveys for both residential and commercial premises upon request (by appointment or
registration at crime prevention exhibitions).
• The police also visit scenes of crime to advise the victims of means of improving the
structural security features of their premises.
COMMERCIAL AND INDUSTRIAL SECTORS
Crime Presentation For Crime Prevention Committees (Cpcs) To Look After The Commercial And
Industrial Sectors,
• The police in 1982 introduced crime prevention committees (CPCS). CPCS serve as an
organized body where the police can work closely with both the commercial and
industrial sectors on crime prevention.
• They are equivalent to the neighborhood watch scheme in public/private residential
estates and are responsible for monitoring and looking after the security of their
respective commercial/shopping or industrial complexes; organising crime prevention
activities and implementing the recommended security measures in consultation with
police representatives. To date, 145 CPCS have been formed all over Singapore.
COMMERCIAL AND INDUSTRIAL SECTORS
Crime Prevention For Construction Sites Security Audits Of Construction Sites
• Areconducted jointly by the Singapore Contractors Association Limited (SCAL), the
NCPC and the police.
• The objectives are to promote and encourage crime prevention awareness, enhance
work site security and to deter unauthorized visitors and illegal immigrants.
• To educate foreign workers, a crime prevention video for construction workers in 7
different languages was also produced and incorporated as part of the orientation
programmed for foreign workers.
• Every year, seminars on construction safety and security are also jointly organized by
the police, NCPC and SCAL.
COMMERCIAL AND INDUSTRIAL SECTORS
Crime Prevention For Hotels The Singapore Hotel Association (SHA), The NCPC And The Police
• Work closely in organizing the annual hotel security conference and awards
presentation.
• Together with SHA, the police also conduct security audits at hotels to ensure their
standard of security.
• The objectives are to promote an urgent sense of security in the hotels, to encourage
and assist installation of mechanized security systems such as closed-circuit television
(CCTV) and to endorse security training programs for the hotels.
CRIME CONCERN
• Despite having one of the lowest crime rates in the world, Singapore's public transport
networks are not immune to crimes such as insult of modesty and OM.
• In particular, OM cases on public transport have been on the rise. This is a crime of
concern for the SPF, and the force has come up with a slew of measures to tackle the
situation.
• “The police is closely monitoring the increase in OM cases. We will continue to step up
our efforts to work closely with stakeholders and the community to prevent and deter
such cases, especially in public entertainment night spots and public transport networks.
Offenders will be dealt with severely in accordance with the law,” said director of
operations department, senior assistant commissioner of police How Kwang Hwee.
COMMUNITY ENGAGEMENT
• The SPF has also been working closely with members of the public to raise awareness about OM through
various community engagement programmes and volunteer schemes, such as the citizens on patrol
(COP) scheme.
• Established in 1999, there are currently more than 700 COP groups distributing pamphlets and sharing
about crime prevention advisories with the residents in their respective communities to raise awareness of
crime prevention. In addition, the COP teams also help to keep a lookout for suspicious activities and
report them to the police.
• To mitigate the rise of OM cases on public transport, the cop volunteers from various SPF divisions, such
as Clementi and Ang Mo Kio division, have stepped up their efforts to include patrols at various MRT
stations.
• The first COP MRT station patrol at Queenstown MRT station was conducted on 17 august 2018,
involving both COP volunteers and police officers. As part of their patrols, the COP volunteers also
distributed crime prevention pamphlets to the commuters to raise awareness against molestations on
trains.
COMING TOGETHER
• As the saying goes, “low crime doesn’t mean no crime”. Over the years, the community
has played a significant part in supporting the SPF’S mission. By building a cohesive
community, we can all play a part to better prevent, deter and detect crime to ensure that
Singapore will continue to be one of the safest countries in the world.
