C. INTERNATIONAL COOPERATION DEPARTMENT
• A. INTERNATIONAL POLICY DIVISION
- It is the staff authority of International policy matters responsible to coordinate all
foreign relations related issues in SPF and collate information pertaining to all
foreign bilateral affairs and engagement.
• B. INTERNATIONAL OPERATION DIVISION
- Has the role of the INTERPOL national central bureau in Singapore.
- National Central Bureau, designated contact point with the interpol general
secretariat regional offices and all other 187 police cooperation including
investigation and operation.
• C. PROTOCOL AND ADMINISTRATIVE SERVICES DIVISION
- It is the staff authority on all protocol matters pertaining to major SPF ceremonies,
events and visits of all dignitaries to ensure that the due order of precedence and
procedures are observed in accordance to established international diplomatic formalities
and protocol.
D. MANPOWER DEPARTMENT
• Responsible to recruit retain and develop the right people and to
provide an appropriate exits system.
• It also deals with all human resources matters in the Singapore
Police Force
E. OPERATION DEPARTMENT
• 5.INTELLIGENCE DIVISION
- Takes charge of the gathering and analysis of intelligence relating to major
specialized and technology crimes

7.2 PROSECUTION BRANCH - Consist of police prosecution who have been authorized by the attorney
general to conduct prosecution
7.3 LIAISON BRANCH - It helps the CID to establish closer working relationship with the foreign police force to
facilitate the solving of transnational crimes.
7.4 TRAINING UNIT - Responsible to train and enhance capabilities of CID officers in tactical skills and crime
solving techniques.

• 8.RESEARCH, PLANNING AND ORGANIZATIONAL
DEVELOPMENT DIVISION
- Provides staff assistance to the directorate office , in research
conceptualization of strategic and tactical polices. It also conducts
research into new capabilities method and procedures.

COMMERCIAL AFFAIRS DEPARTMENT
• It is the principal white-collar crime investigation agency in Singapore.
• It safeguards Singapore`s integrity as a world-class financial and commercial
center through vigilant and professional enforcement of the laws.
• It investigates into a wide spectrum of commercial and financial crimes and is an
outfit with its own investigative and intelligence resources in the Singapore police
force.
SPECIALIZED STAFF DEPT.
POLICE INTELLIGENCE DEPARTMENT
• The officers under the line units are responsible for performing the basic and regular
police services which includes maintaining law and order, ensuring safety and
performing regular patrolling at public places. The line unit id divided among different
smaller units headed by different police officers. These unit include:
1.AIRPORT POLICE DIVISION
• It is entrusted with the task of keeping Singapore Changi airport and Selestar airport safe
and secured as a vibrant commercial and business hub.
• Responsiblefor the maintenance of law and order within its jurisdiction, which
encompasses the Singapore Changi airport and Selestar airport.
• Is responsible for the development, implementation and maintenance of the national civil
aviation security programme.
• It is to protect the security regularity and efficiency
of international civil aviation in the
airport and safeguards against acts of unlawful interference aimed at passengers
personal aircraft navigation installations and equipment.
GHURKHA CONTINGENT
GHURKHA CONTINGENT
• The history of the Gurkha Contingent is intrinsically linked to the formative years of
Singapore when it was called upon many times to help restores law and order on the
streets. Throughout this period the unit repeatedly demonstrated its reputation as an
effective impartial force characterized by its total discipline and loyalty.
HOME TEAM SCHOOL OF CRIMINAL INVESTIGATION
• To train all investigation forensic and investigation support officer in the home team and
other law enforcement agencies.

1.POLICE COAST GUARD
• To enforce the law and maintain order in Singapore territorial water
and to prevent and
detect crime ,and also conduct search and rescue and assist other maritime agencies
such as MPA RSN,ICA and customs.
2.SECURITY COMMAND (SECCOM)
• This squad was renamed security branch and the strength then comprised of only 30
detective sergeants dedicated to protect the chief minister and the legislative
assemblymen. Security branch was officially renamed security command after gaining
divisional status in the year 2000.
• Responsible for the personal safety and security of all cabinet minister including the
speaker of parliament. Seccom also provides protection for visiting foreign dignitaries

3. PUBLIC TRANSPORT SECURITY COMMAND
• To protect Singapore's public land transport system against crime.
4.SPECIAL OPERATIONS COMMAND (S.O.C)
• The special operations command (SOC) was formed on 10 sept 1992 to unify the
singapore police force`s elite tactical units namely the police task force (ptf),the police
tactical team (ptt),and the police K-9 unit (pdu),under one command.
• These units contribute significantly toward spf`s tactical operational capabilities. In
addition to its operational roles, SOC is also the staff authority on firearms tactics
development and healthy lifestyle activities in the SPF.

• F division serves a residential population of over 1.4 million resident. Among the 6 police land
divisions, F division covers the second largest land area.
2.BEDOK POLICE DIVISION HQ OR G DIVISION.
• It takes charge of the eastern sector of Singapore.
• G' division works closely with community in a myriad with the community safety and security
programmers(cssps) and activities.
• "G" division also collaborates closely with other home team agencies and community partners to
provide more effective and efficient services to the public.

3.CENTRAL POLICE DIVISION
• It is the oldest police division in singapore .Responsible for protecting singapore early
trade and economy. Safeguard the commercial buildings that are housed within the
CBD. Also looks after the subordinate courts, family and juvenile courts and high court
and its courts officer are in charge of ensuring the proper and smooth operation of the
judicial system that has world-wide acclaim.
4.CLEMENTI POLICE DIVISION
• The primary duty of preventing and detecting crime, ensuring the safety and security of
its community.
5.JURONG POLICE DIVISION
• Jurong police division services a residential population of over one million residents.

CRIME PREVENTION PROGRAM
• Its objective is to work in partnership with the police and community to keep
Singapore safe and secure through crime prevention.
• The “Crime Prevention Ambassador” project aims to recruit and train volunteers as crime
prevention ambassadors and assist the NCPC in promoting crime prevention since
1988, Singapore has been enjoying a decreasing crime rate for 9 consecutive years.
CRIME PREVENTION PROGRAM

• With community policing firmly in place, and strategic networks established with public
organisations such as grassroots organisations, and private bodies such as various trade
associations, it becomes possible to leverage on their cooperation and expertise in crime
prevention.
• The reach of crime prevention programmes initiated by the SPF is greatly enhanced through
these collaborations with leading public and private organisations that aim to enhance
security-awareness and security within their respective trades and spheres of operation.
• The following are some of the crime prevention programmes being implemented by the
police in collaboration with the community. Prevention campaign. The mass media such as
television, cinema, posters etc, would also be employed to communicate crime prevention
messages to the general public
CRIME PREVENTION PROGRAM
• II. Crime prevention for the general public
• A. Crime prevention exhibitions and talks to stimulate greater public interest and instill
crime prevention awareness, crime prevention exhibitions are held throughout the year
at shopping centres, community centres and void decks of apartments to reach out to the
general public.
• The police also conduct talks at grassroots and private organisations.
• Crime prevention phamplets, posters and handbooks are also produced and distributed
to the general public during exhibitions or talks and are easily available at the
neighbourhood police centres/posts.
• B. Annual crime prevention campaign to focus attention on crimes which affect the
public at large, the police, together with the NCPC, jointly organise the year-end festive
season crime
CRIME PREVENTION PROGRAM
• C. Crime risk surveys to determine security weaknesses, the police conduct crime risks
surveys for both residential and commercial premises upon request (by appointment or
registration at crime prevention exhibitions).
• The police also visit scenes of crime to advise the victims of means of improving the
structural security features of their premises.
COMMERCIAL AND INDUSTRIAL SECTORS
Crime Presentation For Crime Prevention Committees (Cpcs) To Look After The Commercial And
Industrial Sectors,
• The police in 1982 introduced crime prevention committees (CPCS). CPCS serve as an
organized body where the police can work closely with both the commercial and
industrial sectors on crime prevention.
• They are equivalent to the neighborhood watch scheme in public/private residential
estates and are responsible for monitoring and looking after the security of their
respective commercial/shopping or industrial complexes; organising crime prevention
activities and implementing the recommended security measures in consultation with
police representatives. To date, 145 CPCS have been formed all over Singapore.
COMMERCIAL AND INDUSTRIAL SECTORS
Crime Prevention For Construction Sites Security Audits Of Construction Sites
• Areconducted jointly by the Singapore Contractors Association Limited (SCAL), the
NCPC and the police.
• The objectives are to promote and encourage crime prevention awareness, enhance
work site security and to deter unauthorized visitors and illegal immigrants.
• To educate foreign workers, a crime prevention video for construction workers in 7
different languages was also produced and incorporated as part of the orientation
programmed for foreign workers.
• Every year, seminars on construction safety and security are also jointly organized by
the police, NCPC and SCAL.
COMMERCIAL AND INDUSTRIAL SECTORS
Crime Prevention For Hotels The Singapore Hotel Association (SHA), The NCPC And The Police
• Work closely in organizing the annual hotel security conference and awards
presentation.
• Together with SHA, the police also conduct security audits at hotels to ensure their
standard of security.
• The objectives are to promote an urgent sense of security in the hotels, to encourage
and assist installation of mechanized security systems such as closed-circuit television
(CCTV) and to endorse security training programs for the hotels.
CRIME CONCERN
• Despite having one of the lowest crime rates in the world, Singapore's public transport
networks are not immune to crimes such as insult of modesty and OM.
• In particular, OM cases on public transport have been on the rise. This is a crime of
concern for the SPF, and the force has come up with a slew of measures to tackle the
situation.
• “The police is closely monitoring the increase in OM cases. We will continue to step up
our efforts to work closely with stakeholders and the community to prevent and deter
such cases, especially in public entertainment night spots and public transport networks.
Offenders will be dealt with severely in accordance with the law,” said director of
operations department, senior assistant commissioner of police How Kwang Hwee.
COMMUNITY ENGAGEMENT
• The SPF has also been working closely with members of the public to raise awareness about OM through
various community engagement programmes and volunteer schemes, such as the citizens on patrol
(COP) scheme.
• Established in 1999, there are currently more than 700 COP groups distributing pamphlets and sharing
about crime prevention advisories with the residents in their respective communities to raise awareness of
crime prevention. In addition, the COP teams also help to keep a lookout for suspicious activities and
report them to the police.
• To mitigate the rise of OM cases on public transport, the cop volunteers from various SPF divisions, such
as Clementi and Ang Mo Kio division, have stepped up their efforts to include patrols at various MRT
stations.
• The first COP MRT station patrol at Queenstown MRT station was conducted on 17 august 2018,
involving both COP volunteers and police officers. As part of their patrols, the COP volunteers also
distributed crime prevention pamphlets to the commuters to raise awareness against molestations on
trains.
COMING TOGETHER
• As the saying goes, “low crime doesn’t mean no crime”. Over the years, the community
has played a significant part in supporting the SPF’S mission. By building a cohesive
community, we can all play a part to better prevent, deter and detect crime to ensure that
Singapore will continue to be one of the safest countries in the world.
SINGAPORE MODERN POLICE POLICING
• The Singapore police force (is the main government agency tasked with maintaining law
in order in the island city state, formerly known as the Republic Of Singapore Police,
• it has grown from an 11-man organization to a 38,587 strong force.
• Singapore has been ranked consistently in the top five positions in the global
competitiveness report in terms of its reliability of police services.
