Uplink Min RX level Based Access
-Introduction

• RG301726, Uplink Min RX level Based Access feature reduces amount of

SDCCH drops by filtering out RACH bursts received from MS on CCCH that
have lower RX level for uplink than given value of new RACH drop RX level
threshold parameter.
• Emergency call is not filtered.
• New counter RACH DROP LOW UL
RX LEVEL indicates a number of
RACHs drops due to too low uplink
RX Level on a CCCH.
• The Uplink Min RX level Based
Access is licenced feature.

Uplink Min RX level Based Access
-Benefits

• Network Performance is improved, when threshold is set according to planned

coverage.
• BSS works more efficiently as very low RX level RACH do not lead to SDCCH
reservation.
• DCR KPI’s can be improved, when threshold can be set according to planned
coverage.

Statistics, Measurements

- One new counter to existing ’3 Resource Access Measurement’:

• RACH_DROP_LOW_UL_RX_LEVEL Counter
- Number of RACHs drops due to too low uplink RX Level on a CCCH.
- BTS includes RACH load in CCCH_LOAD_INDICATION message when
UL RX Level is lower than value of parameter
‘rachDropRxLevelThreshold’. BSC updates this counter when RACH
load is present in CCCH_LOAD_INDICATION message.

Uplink Min RX level Based Access
-Interaction with another features

• None in BSC

• BTS:
- If Uplink Min Rx level Based Access is not possible to use in the BTS due to
mutually exclusive feature ( like CMST) BTS disables the Uplink min Rx level
based access feature.

Uplink Min RX level Based Access
– Activation and operation (1/2)

• Operator modifies Segment level rachDropRxLevelThreshold parameter to

other value than ‘Not Used’ via ZEQM MML command. ( or same via StoNW or
FBPP)
• BSC O&M checks the valid licence in modification as well in BCF and BTS
object unlock scenarios.

Uplink Min RX level Based Access
– Activation and operation (2/2)

• BTS starts to use the new limit for access and counter when BCCH TRX is in
Flexi EDGE, Flexi Multiradio, Flexi Multiradio 10 or Flexi Compact site type.
• In addition to existing Rxlev Access Min (DL) that must be exceeded prior to
MS sending RACH, the new parameter RACH drop RX level threshold for UL
is used to filter out nonviable calls on RACH phase in BTS.
• BTS deletes RACH burst if the RACH burst is received by the BTS on very low
RX level and informs BSC about the deletion by CCCH LOAD INDICATION.

Supplementary
Information N

• Supplementary Information field (octets 9-10) indicate the number of RACH

burst periods during which the received signal level has been below a given
threshold. This will give a measure of valid but dropped random access slots.
The value is binary coded with the most significant bit in bit 8 of the first octet
and the least significant bit in bit 1 of the second octet.

– Reference: MML
• EQM - MODIFY MISCELLANEOUS PARAMETERS and EQO - OUTPUT BTS
PARAMETERS:
- New Segment level parameter added:
• RXLT = < RACH drop RX level threshold >
• Defines the threshold for the received signal level during network access
and handover access used by BTS.
• Range: -115… -47 dBm, step 1 dBm, 255 Not in Use
• Parameter is valid when BCCH TRX is in Flexi EDGE, Flexi Multiradio,
Flexi Multiradio 10 or Flexi Compact site type.
