mutually exclusive feature ( like CMST) BTS disables the Uplink min Rx level
based access feature.

• BTS starts to use the new limit for access and counter when BCCH TRX is in
Flexi EDGE, Flexi Multiradio, Flexi Multiradio 10 or Flexi Compact site type.
• In addition to existing Rxlev Access Min (DL) that must be exceeded prior to
MS sending RACH, the new parameter RACH drop RX level threshold for UL
is used to filter out nonviable calls on RACH phase in BTS.
• BTS deletes RACH burst if the RACH burst is received by the BTS on very low
RX level and informs BSC about the deletion by CCCH LOAD INDICATION.
