Emergency Evacuation Definition

Emergency evacuation is
the movement of persons
from a dangerous place to a
safe place.

Types of Emergency Sirens

 1st – Alert (Broken Tone)

 2nd – Evacuation (Wavy Tone)

 3rd - All Clear (Continuous Tone)

Role of Supervisors in Emergency Evacuation

 Explain the types of Emergency Siren, Location of Transfer Points


and Gathering Points in the toolbox meeting.
 After completion of the toolbox talk, update the site manpower
details to the vehicle coordinator.
 Upon hearing the 1st Emergency siren, stop all the equipment &
get ready for the evacuation.
 Upon hearing the 2nd Emergency siren, guide the workers to the
transfer point & then to the Gathering point.
 On reaching the Gathering point & report to the safety
supervisor/Engineer for the head count.

Role of Workers in Emergency Evacuation

Upon hearing the 1st Emergency siren


 Be at Respective Work Place & Stay Alert –Wait for Instructions

 If you are working on Equipment or Machinery, Stop it & Secure it


 Be Calm. Do Not Panic, Run or Push
 Minimize Noise to Listen to Instructions
Upon hearing the 2nd Emergency siren
 If Evacuation is Declared, Follow your Supervisor and Proceed to
Transfer Point
 Get into the vehicle in transfer point to reach the gathering point
 On reaching the Gathering point & report to the safety
supervisor/Engineer for the head count.
 Do Not Re-Enter until “ALL-CLEAR” Siren

Role of Vehicle Coordinator in Emergency
Evacuation

 Update the each site manpower details as per the site supervisor
instruction on daily basis.
 Plan for the allocation of vehicles as per the site manpower details.
 Explain to the drivers regarding their allocated transfer point
location & manpower details.
 Upon hearing the 1st Emergency siren, instruct the drivers to get
ready for the evacuation.
 Upon hearing the 2nd Emergency siren, send the drivers to the
respective transfer point as per vehicle allocation plan.

Role of Engineers in Emergency Evacuation

 Ensure each site manpower details are updated on daily basis.


 Ensure sufficient vehicles & drivers are available as per the site total manpower
requirements.
 Upon hearing the 1st Emergency siren, Ensure the drivers are ready for the
evacuation.
 Upon hearing the 2nd Emergency siren, Ensure the drivers are send to their
respective transfer point as per vehicle allocation plan.
 Ensure no missing worker after head count are done at the Gathering point
 Inform to KNPC, if there is any missing workers at the site.

Role of Drivers in Emergency Evacuation

 Get the details from the vehicle coordinator, regarding your


allocated transfer point location & manpower details.
 Familiarize the emergency routes to transfer points & Gathering
point.
 Upon hearing the 1st Emergency siren, get ready for the
evacuation.
 Upon hearing the 2nd Emergency siren, go to the respective
transfer point as per vehicle allocation plan.
 Do Not Over Speed. Give Priority to Emergency Response Vehicles
 Park Vehicles in Assigned Parking Area, or as Directed
 Do Not Re-Enter until “ALL-CLEAR” Siren

Role of Safety Personnel in Emergency
Evacuation
 Ensure Supervisors & workers are aware of their respective transfer
point & gathering point.
 Ensure Supervisors, workers, Drivers, & Vehicle coordinators are
aware of their roles during the emergency evacuation.
 Ensure vehicle coordinator updating the each site manpower
details on daily basis.
 Upon hearing the 1st Emergency siren, Ensure the drivers are ready
for the evacuation & equipment are stopped at the site.
 Upon hearing the 2nd Emergency siren, Ensure the drivers are send
to their respective transfer point & workers are left the site to reach
to transfer point & then to Gathering point.
 On reaching the gathering point, do the head count based on the
toolbox talk report, & report to KNPC in there is any missing
personnel.

Emergency Response; NOTIFICATION

Any person who detects an emergency situation shall instantly notify


KNPC, by one of the following methods:
 Radio
 Telephones
•Internal Reporting for all incidents: Emergency telephone-‘888’
•External Reporting for Incidents: 23884000
 Fire / Gas Detection and Alarms
•Break Glass Fire Alarm
•Fire Detector and Alarm
•Fixed Gas Detectors

Emergency Response; NOTIFICATION

Incident reporter shall provide the following information


 1.Name of caller –Job title, etc.
 2.Location(as precise as possible)
 3.Nature–fire, gas leak, oil spill, etc.
 4. Casualties, if any.
 5.Any other relevant details
While Reporting through Radio
 Begin the message with:
“ Urgent , Urgent , Urgent….. This is an emergency message ……..”
 If person cannot contact EDC directly, he must immediately contact his Site
coordinator / Safety Engineer and ask them to call EDC
