JUVENILE DELIQUENCY – CAUSES

REFORMING JUVENILE DELIQUENTS


MEANING:

• Derived from Latin ‘delinquer’ – to omit


• Romans – person fails to perform duty
• Guilty of customary offence
• Deviation from norms
• Indulges in anti- social behaviour
• It unchecked, potential offender
• Anti – social conduct- causes suffering on others
• When family cannot control
• Act cannot be crime, unless defined by law
• UNO – convection on child rights in 1989
• It emphasized social integration of child
victims

• LEGISLATION:
• Juvenile justice Act, 1986 repealed
• Juvenile justice (care and protection of
children) act, 2000, enacted
• Juvenile in conflict with law
• Juvenile not completed 18 years
• Children in need of care and protection

CAUSES OF JUVENILE DELINQUENCY:


• Global phenomenon
• Youngsters – arrogant, violent
• Rise in incidence of delinquency
• Industrial development, economic growth
• Urbanisation- housing, slums, over crowding
• Lack of parental control, family disorganisation
• Broken homes
• Culture conflict
• Contact with anti- social elements
• Smuggling of liquor, narcotic drugs
• Poverty, illiteracy, child labour
• Theft, pick – pocketing, gambling
INTERNATIONAL CONCERN:
• To provide legal protection
• Not to be held in jail
• To provide adequate means
