 What is MTCTE
 Mandatory Testing and Certification of Telecom Equipments (MTCTE).

 Notified by TEC on : 05.09.2017

 Final MTCTE Procedure released in : Oct 2018
 Date of Certification being Mandatory : 01.04.2019

 Test reports from Non designated labs accepted upto 31.03.2019.

 SCOPE OF CERTIFICATION

 All types of telecom equipments need TEC certification which are

 to be sold in India or
 can be connected to Indian telecom network.

 Validity : Certificate shall be valid for five years from the date of issue.

Exemptions from MTCTE

 Equipment imported for R &D OR

 Equipment imported for demonstration purpose

 Any uncertified equipment, which is not prohibited in India by any law, personally accompanied on
inward foreign travel to India for personal use, may be exempted on self declaration.

TECHNICAL REGULATIONS
• The technical regulations prescribed under this framework are in the form of

 TEC Certification schemes
• 1. Simplified Certification Scheme (SCS)
• Application including test-wise compliance sheet along with SDOC
• The equipment must be tested in TEC designated CAB or recognized CAB of MRA partner
country, within preceding 1 Year from the date of application.
• The certificate will normally be issued within 15 working days from the date of application
registration.
2. General Certification Scheme (GCS)
• Applicant has to get his equipment tested against applicable Essential Requirements.
• Test reports shall be evaluated by TEC for compliance against ERs.
• If equipment is found compliant with all applicable ER’s, a Certificate shall be issued normally
within 4-8 weeks from the date of submission of complete test results, depending upon
complexity of equipment.

EQUIPMENT LABELLING
• TEC Certification e-label, only in case of mobile
handset and tablets
• Size of TEC logo can reduced or enlarged, but the
aspect ratio is to be maintained as per the figure

RENEWAL

 For renewal of Certificate, a Certificate holder must submit application in

prescribed form at least one months prior to the expiry of the current

 A certificate shall be renewed only if there is no change in the Essential

Requirements applicable to the equipment or the design of equipment.

SURVEILLANCE
 At any premises including sites where it is in use or

 At the place of manufacturing to ensure that the Equipment used/sold has required
certifications and/or conforms to the Essential Requirements of existing certifications.

 Field Unit (Term Unit) of Department of Telecom (DOT) will be responsible for carrying out
surveillance process.

Series guidelines in MTCTE
I. Pizza Based Models : Single PCB or motherboard is used for creating number of
different models. However motherboard having largest configuration of ports is tested and
certified and rest can be covered by the same certificate.
II. Chases Based Models : Models having different combination of functional cards (like
frequency filter cards or interface cards) in the chases then model built on one chases
populated with largest variety of interface cards is tested and certified and rest can be
covered by the same certificate.
III. Family Based Models : equipment families generally consist of a number of chases with
varying capacities, and a large number of cards, all of which can be inserted in any of the
chases in the family interchangeably.
