CAPITAL WORKS PLAN

 Prepared annually.

 Works services required to sustain the existing
infrastructure.

meet op, maint & adm tasks.

 Works services required for modernisation and new


induction. (Unless catered for under special project code).

 Works services required to meet the increased load on


essential services.

 Works services for improvement to quality of life.

 Works services for meeting adm requirements/ facilities.


CHECK LIST FOR PLANNING

 Do not deviate from approved zonal/master plan


without approval from higher HQ.
 Plan and develop integrated external services
for the station. Keep in mind future requirements.
 Assess availability of land before planning of
works services.

 Analyse correct requirement of works services.


 Avoid delay in correct and timely completion of
BOO.

 Handover construction site to the engineers in
time.
Check and approve in accordance with the
approved/authorised all technical. Specialist
buildings to avoid delay during construction stage.

 Do not change the scope of work after issue of


adm approval.

 Do not change the site once decided.


 Do not order any changes directly to the
contractor.
COMMON OBSERVATIONS
 Large variation in cost projected in RIC and the
subsequent AEs.

 More often, the correct authorisation as


stipulated in the scales of accommodation is not
quoted.

 Rates are not correctly quoted as per SSR


(scheduled of standard rates) .
 furniture rates are not quoted as per AFRL (area
furniture rate list).

 Totaling and carry forward errors in the AEs.

 Correct layout/sketch not attached with BPs.


Layout of existing and proposed electric system
not given in the case of external electrification.
 Requirement of centre for fire, explosives &

Undue delay for finalisation, leads to cost


escalation, delayed execution of works and
avoidable adverse comments from auditors.

Change in the scope of work after the


completion of proceedings.

Requirement of external services not spelt


out clearly.

MONITORING OF WORKS
 A list of works services sanctioned under
various heads should be available with the
supervisory staff.

 Scope of works and PDC should be known.

 Liaise with the GE on progress of the works


and obtain the contract planning program.

 Monitor progress of work on ground, based


on the scope of work.

 Following to be ensured during the
construction process :-
 orientation and general layout is as
per the approved site plan.
 There are no underground electrical,
water and communication lines.

 Materials used as per specifications.

 Proper setting up of doors and windows/


chaukats and openings.

 Curing of walls/flooring and roof.

 Sloping of roofs and floors in


toilet/bathrooms is as per specification.

 Proper drainage outlets, guard bars and


grills should be properly fixed.

 All sanitary fittings/plumbing work is as per


approved quality sample.

 Sewage pipes, manhole covers and other
fittings are of correct type, pattern and weight.

 Layout is correct and the gradient


provided for various pipe lines is correct so as
to provide self cleaning velocity.

 White wash and colour distemper


provided as per specification.

 Roads provisioned as per specifications.

 Layout of road including portions of


culverts and drains are as per plan.

 Proper finish must be insisted upon from


the MES.

 Disposal of waste material to the specified


area/location to ensure proper site clearance.
